Resolution 2025-33739 RESOLUTION NO. 2025-33739 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE, AT ITS JUNE 4, 2025 MEETING, TO CONSIDER, AS PART OF THE FY 2025 CAPITAL BUDGET AMENDMENT, THE ALLOCATION OF THE NOT TO EXCEED AMOUNT OF $250,000, FOR THE PURCHASE OF TWO (2) CONTAINERS TO SUPPLEMENT THE CITY'S TRAP, NEUTER, VACCINATE, RELEASE ("TNVR") PROGRAM AND THE KITTY CAMPUS. WHEREAS, on February 26, 2025, the Mayor and City Commission ("City Commission") approved referral item C4 AE, sponsored by Commissioner Kristen Rosen Gonzalez, to the Finance and Economic Resiliency Committee ("FERC")to discuss the purchasing of a new[railer to supplement the City's Trap, Neuter, Vaccinate, Release ("TNVR") Program and the Kitty Campus; and WHEREAS, at the request of the sponsor, this item would address the feasibility of purchasing a new trailer to ezpand the TNVR Program and suppori the grow[h of the Kitty Campus (the 'ProjecP'); and WHEREAS, considering the Program's needs, the trailer would need to be equipped with the following requirements requested: • Electricity and air conditioning • Multiple rooms with doors that can be closed • A sink for cleaning with running water • A bathroom with sewer access WHEREAS, based on recent executed projects by the Facilities and Fleet Management Department ("Facilities"), the ProjecYs scope contemplated construction costs, permitting, foundation work, and other factors; and WHEREAS, accordingly, Facilities developed a rough order of magnitude ('ROM") detailed below for the purchase and installation of a 36' z 56' (2,106 SF) trailer to address the above requirements and augment the program; and WHEREAS, at its June 4, 2025 meeting, FERC heard the item after being presented with the potential $1 Million in expense for the proposed trailer, FERC members discarded this option; and WHEREAS, instead, FERC members opted for the proposed purchase of two (2) containers (equipped with the requirements requested above), installation and permit, in the not to exceed amount of $250,000, funded under the surplus account from the Public Works Sanitation Division; and WHEREAS, FERC members made a motion to move the item to the City Commission, with a favorable recommendation to consider, as part of the FY 2025 Capital Budget Amendment, fhe allocation of the not to exceed amount of$250,000. The Administration also recommends that while the City Commission evaluales funding the proposed shipping containers, and associatetl cos�s, it also carefulty considers several critical factors tha�will significantly impact the General Funtl budget, beginning in FY 2026: 1. The Citys increasing unfunded capital improvement program 2. Long-tertn General Fund fnancial projecfions indicating a potential shortfall in upcoming fscal years 3. The passage of Amendment 5 in November 2024, which increases the homestead exemption and further constrains ihe growth of taxable property values These considerations are essential to ensure that decisions regarding Ihe funding of the shipping containers and associaled cosis align with the City's broader long-term financial slability antl strategic pnonties. If the City Commission approves this request, the Administration recommends using FY 2025 surplus funtls.
