A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE FAVORABLE
RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY
COMMITTEE,AT ITS MARCH 26, 2025 MEETING TO CONSIDER FUNDING AS
PART OF THE FY 2026 BUDGET PROCESS, THE INSTALLATION OF WRAP-
AROUND PALM TREE LIGHTS ON 71ST STREET, FROM EAST OF THE
NORMANDY FOUNTAIN TO COLLINS AVENUE, WITH A BID WAIVER.
WHEREAS, on November 20, 2024, at the request of Mayor Steven Meiner, the Ciry
Commission approved item C41, a referral to the Finance and Economic Resiliency Committee
("FERC")to discuss the extension of wrap-around palm tree lights to 71 st Street, from east of the
Normandy Fountain to Collins Avenue; and
WHEREAS, the Normandyfountain and its surroundings have undergone many upgrades
in recent months including the replacement of outdated lighting with Light-Emitting Diode ("LED")
fixtures, and wraparound palm tree lights along 71st Street; and
WHEREAS, Mayor Meiner would like for FERC members to consider extending the wrap-
around palm tree lights on 71st Slreet, from easl of the Normandy Fountain to Collins Avenue, to
further beautify the area, increase safety for residents and visitors, and attract pedestrian traffc
to the businesses on Collins Avenue; and
WHEREAS, this discussion was scheduled and heard on March 26, 2025; and
WHEREAS, on March 26, 2025, Public Works presented FERC members with the cost
estimates from one of the Cily's authorized vendors, R&D Electric, Inc., forwrap-around palm tree
lights on 71 sl Street, from east of the Normandy Fountain to Collins Avenue; and
WHEREAS, the estimated amount for the installalion, materials and labor was $105,286,
plus a one (1) year maintenance in the amount of $23,280, for a total cost of $128,567
("AttachmentA"); and
WHEREAS, there will be a potential 10% maintenance fee increase per year (i.e. year
one (1): $23,280; year hvo (2): $25,608; year three (3): $28,169), currently unfunded; and
WHEREAS, the Administration recommended placing a funding request in the amount of
$'130,000 in the FY 2026 budget cycle to cover the costs, and approve a bid waiver to engage
R&D Electric, Inc. to pertorm the work.
WHEREAS,the bid waiver request is to selecl a specifc vendor, and approve the services,
which are contemplated to exceed $100,000 (the City Manager's threshold for approval)without
a competitive procurement process, allowing for the completion of the wrap light installation in an
expedited manner; and
WHEREAS, othenvise, a regular compelitive procurement process could take an
estimated 4-5 months to complete; and
WHEREAS, the discussion concluded with a motion by FERC members to move [he item
to the City Commission with a favorable recommendation to: (1) submit a budget request in the
amount of $130,000 in the FY 2026 budget cycle to cover the costs, (2) waive the competilive
bidding requiremenl to engage R&D Electric, inc. to perform the work, and (3) place a referral to
the North Beach CRA Board to diswss funding that may be available lhat can be applied towards
these costs.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE qTYOF MIAMI BEACH, FLORIDA,thatthe Mayor and City Commission
hereby, accept the favorable recommendation of the Finance and Economic Resiliency
Committee, at its March 26, 2025 meeling to consider funding as part of the FY 2026 budget
process, the installation of wrap-around palm tree lights on 71 st SUeet,from east of the Normandy
Fountain to Collins Avenue, with a bid waiver.

RECOMMENDATION
The Administretion recommends: (i) suhmitting a budget request in the amount of$130,000 in
the FY 2026 budget cycle to cover the costs, (2)requesting a bitl waiver to engage R8D Electric,
Inc. to pedorm the work, and (3) placing a referral to the North Beach CRA Board to discuss
funding Ihat may be available that can be applied towards these costs.
7he Administration also recommends that while considering funding the installation of wrap-
arountl palm iree lighu with amentled locations, it also carefully considers several critical factors
that will significantly impact the General Fund budget, beginning in FY 2026:
1. The City's increasing unfunded capital improvement program
2. Long-term General Fund fnancial projections indicating a potential shortfall in upcoming
fiscal years
3. The passage of Amendment 5 in November 2024, which increases the homestead
exemption and further constrains the grovrth ot taxable property values
These considera[ions are essential to ensure that decisions regarding lhe(unding of wrap-around
palm tree ligh[s align with the City's broader long-term fmancial stability and stretegic prionties. If
the Committee recommends funding this pmjecl,the Atlministration recommends it be considered
as part of the FV 2026 budget process
BACKGROUNDIHISTORY

however, it was not reached. Il was scheduleC and heard on March 26, 2025.
On March 26, 2025, the Public Works Department presented FERC members,ihe wst estimates

71st Street, from east of the Normandy Fountain to Collins Avenue. The estimaled amount for
