Z02533780 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO ALLOCATE $71,400 TO BE CONSIDERED AS PART OF THE FY 2026 BUDGET PROCESS TO FUND THE "LIVE BETTER" HOUSE SURVEY AND FURTHER, IF SUCH FUNDING IS APPROPRIATED, AUTHORIZING THE CITY ADMINISTR,4TION TO EXECUTE A PROFESSIONAL-SERVICES AGREEMENT, IN A TOTAL AMOUNT NOT TO EXCEED $71,400, WITH THE FLORIDA INTERNATIONAL UNIVERSITY JORGE M. PEREZ METROPOLITAN CENTER, FOR THE PURPOSE OF DESIGNING AND ADMINISTERING THE "LIVE BETTER" HOUSING SURVEY TO COLLECT COMPREHENSIVE DATA ON THE RESIDENCY, HOUSING STATUS, HOUSEHOLD SIZE, INCOME LEVELS, AFFORDABILITY LIMITS, AND HOUSING PREFERENCES AND CHALLENGES OF MIAMI BEACH RESIDENTS. WHEREAS, the "Live Better' initiative has been proposed as an overarching housing policy, designed to offer targeted incentives that are tailored to the unique needs and character of Miami Beach and with the goal of alleviating the strain on middle-income renters who are struggling to keep up with rising costs; and WHEREAS, the Live Better initiative seeks to foster the creation of incentives for the construction of attainable, non-luxury housing for middle-income individuals and families and promote a variety of housing types that cater to different income levels, ensuring diverse and inclusive communities; and WHEREAS, the Live Better initiative encourages development that is and remains accessible to middle-income residents without compromising the economic viability of the project; and WHEREAS, on February 26, 2025, the Mayor and City Commission adopted Resolution No. 2025-33542, accepting the recommendation of the Land Use and Sustainability Committee, at its January 16, 2025 meeting, and directing the Administration to collaborate with a University with expertise in housing and urban policy to assist in drafting and conducting a comprehensive survey of residents and the workforce employed by major employers in Miami Beach to gather essential data on where these individuals live, their housing status (rent or own), household size, income levels, affordability limits, and their housing preferences and challenges; and WHEREAS, the information from the survey is expected to provide valuable insights to guide the development of policies that address the housing needs of residents who are at risk of being priced out of Miami Beach; and WHEREAS, to assist with the research, the City requested a proposal from the FIU Jorge M. PArez Metropolitan Center(JPMC) under the School of International and Public Affairs (SIPA) at Florida International University, outlining the project tasks, deliverables, timeline and budget; and WHEREAS, according to the Scope of Services prepared by JPMC, details of which are outlined in the Exhibit A accompanying this Resolution, the total estimated cost forthe completion of all tasks for the Live Better Survey is $71,400, including a 26% indirect cost rate, assessed by FIU on externally funded projects. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the City Administration to allocate $71,400 to be considered as part of the FY 2026 budget process to fund the "Live Better' housing survey, and further, if such funding is appropriated, authorize the CityAdministration to execute a Professional-Services Agreement, in a total amount notto exceed $71,400, with the Florida International University Jorge M. Perez Metropolitan Center, for the purpose of designing and administering the"Live Better" housing survey to collect comprehensive data on the residency, housing status, household size, income levels, affordability limits, and housing preferences and challenges of Miami Beach residents.
