A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING, BY 5/7TH VOTE,
FOLLOWING A DULY NOTICED PUBLIC HEARING ON JUNE 25, 2025,
PURSUANT TO SECTION 82-504 (A) OF THE CITY CODE, THE
ESTABLISHMENT OF A COMMEMORATIVE PLAQUE, IN FRONT OF
THE FACILITY LOCATED AT 999 11TH STREET, IN HONOR OF
ARTHUR MARTINEAU.
WHEREAS, the Miami Beach Police Athletic League ('PAL") is a nonprofit youth
organization that offers athletic, educational, and recreational programs for the children
and teens of Miami Beach and whose goal is to foster relationships between youth and
the law enforcement community; and
WHEREAS, for approximately the past 15 years, the PAL was operated under the
outstanding leadership of its dedicated and beloved Executive Director, Arthur ("Art")
Walter Martineau, and through his role he had a profound impact, enriching the lives of
thousands of children and fostering meaningful connections behveen youth and law
enforcement for over 25 years; and
WHEREAS, on January 23, 2025, Arthur Martineau passed away, leaving behind
a legacy of compassion, service and unwavering dedication to his community; and
WHEREAS, at the February 3, 2025, City Commission meeting, the Mayor and
City Commission referred a discussion item regarding naming the building located at 999
11'" Street in honor of Arthur Walter ("Big Art") Martineau to the Public Safety and
Neighborhood Quality of Life Committee (the "Committee"); and
WHEREAS, at its April 9, 2025, meeting, the Committee discussed and
recommended the installation of a commemorative plaque in front of the facility located
at 999 11'" Street in Arthur Martineau's honor; and
WHEREAS, pursuant to Section 82-504(a) of the City Code, establishing a
memorial plaque requires a public hearing, with notice of the public hearing regarding the
establishment of the memorial plaque published at least ten days prior to the hearing in
a newspaper of general circulation in the City.
WHEREAS, on May 21, 2025, the Mayor and City Commission adopted a
resolution accepting the recommendation of the Committee to approve the establishment
of a commemorative plaque in front of the facility located at 999 11'" Street, and set a
public hearing on June 25, 2025, pursuant to Section 82-504 (a) (6) of the City Code,
directing the City Clerk to provide public notice of the hearing.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve, by 5/7ths vote, following a duly noticed public hearing on June 25,
2025, pursuant to Section 82-504(a) of the City Code, the establishment of a
commemorative plaque, located in front of the facility located at 999 11�h Street, in honor
of Arthur Martineau.

RECOMMENDATION
The Adminisiration recommends approving by 5/7ths vote,the establishmenl of a commemarative
plaque in fmnt of the facility located at 999 11th Street in honor of Arthur Martineau, following a
duly noticed public heanng pursuant to Section 82-504(a)of the Cily Code.
BACKGROUNDIHISTORY
On February 3, 2025, the Mayor and Ciry Commission approved the referral of item C4 AZ,
sponsored by Commissioner Bhalt, to the Public Safety and Neighborhood Qualiry of Life
Committee ("PSNQLC' or the "Commiriee") to discuss naming the Miami Beach Police Athletic
League("PAL")building located at 999 71th Street, in honor of Arihur Walter("8ig Art")Martineau.
On April 9, 2025, the Committee discussed the item and recommended in favor of establishing a
commemorative plaque in Arthur Martineau's honor.
ANALYSIS
On May 2�, 2025, ihe Mayor and the Cily Commission adopted a Resolution accepting the
recommendation at the April 9, 2025, PSNQLC meeting to approve the establishment of the
commemorative plaque in front of the 999 111h Sireet facility in honor of Arthur Martineau.
Furthermore, said ResoNlion set a public hearing on June 25, 2025, pursuant to Section 82-504
(a) of the Ciry Code, to consider whether to approve Ihe proposed commemorative plaque by a
517ths vote; and direcled lhe City Clerk to provide public notice of the hearing consistent with the
requirements of Section 82-504(a)(6).

installed at the builtling locatetl at 999 11th Street (the "ProjecY') in accordance with Section 8&
504 of the City Code. The Project will consist of inslallation of the commemoralive plaque,
including design, (abrication, installation, and necessary impmvements to the area.
FISCAL IMPACT STATEMENT
The fiscal impact for this Project is approxima�ely $1,500.00.
