AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AMENDING CHAPTER 2 OF THE MIAMI
BEACH CITY CODE, ENTITLED "ADMINISTRATION," BY AMENDING
ARTICLE III, ENTITLED "AGENCIES, BOARDS AND COMMITTEES," BY
CREATING DIVISION 35, BY CREATING SECTIONS 2-190.157 THROUGH
2-190.160 TO ESTABLISH THE "ECONOMIC DEVELOPMENT ADVISORY
COMMITTEE," TO PROVIDE THE ADMINISTRATION AND CITY
COMMISSION WITH RECOMMENDATIONS AND IDEAS TO BETTER
SUPPORT AND EXPAND ECONOMIC DEVELOPMENT IN THE CITY OF
MIAMI BEACH; AND, PROVIDING FOR REPEALER, SEVERABILITY,
CODIFICATION, AND AN EFFECTIVE DATE.
WHEREAS, the City of Miami Beach recognizes the importance of fostering a diverse
and resilient local economy that supports small businesses, promotes innovation, and enhances
the quality of life for residents and visitors; and
WHEREAS, an Economic Development Advisory Committee will provide expert and
community-based insight to assist the Mayor and City Commission in shaping economic
development policies and initiatives; and
WHEREAS, the establishment of this committee aligns with the City's commitment to
inclusive, sustainable, and strategic economic growth.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA:
SECTION 1. Division 35, Sections 2-190.157 through 2-190.160 of Article III, of Chapter 2 of the
City Code, entitled "Administration," are hereby created as follows:

ARTICLE III. AGENCIES, BOARDS AND COMMITTEES
DIVISION 35. ECONOMIC DEVELOPMENT ADVISORY COMMITTEE
Sec. 2-190.157. CommiHee Puroose.
The purpose of the economic development advisory committee f'committee") is established to
advise the mavor and citv commission as well as the citv administratlon on oolicies proqrams
and initiatives that su�port economic qrow[h business retention and recruitment iob creation
and the overall economic vitalitv of the Citv of Miami Beach.
Sec. 2-190.158. Powers and duties
The committee shall have the followinq powers and duties:
(1) Review__ and provide recommendations on proposed economic develooment strateqies
incentive oroorams, and caoital investments.
(2) Assist in identifvinq barriers to business arowth and or000se actionable solutions.
(3) Provide input on brandinq, marketinq, and business recruitment efforts.
Sec. 2-190.159. Composition
The committee shall be composed of seven (71 members. all of whom shall be a000inted to
serve for a term of no more than two (2) vears at a time. Each member of the citv commission
shall make one (11 direct appointment to the committee.
(�) The seven (7) members shall be affiliated with ihe citv oursuaM to the qeneral
reguirements in section 2-22 of the Citv Code. In addition the members must meet
the followinq requirements:
(2) General Requirements. Each of the seven (7) members must have a demonstrated
interest in at least one of the followino:
a. Business ownershio or entrepreneurship
b. Finance, investment, or bankinq
c. Workforce development or iob trainina
d. Hospitalitv, tourism, or the arts
e. Technoloav and innovation
f. Urban planninq economics or public policY
Sec. 2-190.160. Supportinq departments.
The supportinq staff for the committee shall be the Office of the Mavor and Citv Commission.
SECTION 2. CODIFICATION.
It is the intention of the Mayor and City Commission of the City of Miami Beach, and it is
hereby ordained that the provisions of this ordinance shall become and be made part of the
Miami Beach City Code. The sections of this ordinance may be renumbered or relettered to
accomplish such intention, and the word 'brdinance" may be changed to "section," "article," or
other appropriate word.
SECTION 3. REPEALER.
All ordinances or parts of ordinances in conflict herewith be and the same are hereby
repealed.

SECTION 4. SEVERABILITY.
If any section, subsection, clause or provision of this Ordinance is held invalid, the
remainder shall not be affected by such invalidity.
SECTION 5. EFFECTIVE DATE.

The attached Ordinance was prepared at the request of Commissioner Joseph Magazine.
The City of Miami Beach recognizes the importance of fostering a diverse and resilient local
economy that supports small businesses, promotes innovation, and enhances the qualiry of lite
for residents and visitors. An Economic Developmenl Advisory Committee would provitle expert
and community-based insight to assist the Mayor and City Commission in shaping economic
tlevelopment policies and initiatives.
The proposed Ordinance establishes an Economic Development Advisory Committee with seven
