A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, RELATING TO THE
ANNUAL PERFORMANCE EVALUATION OF THE INSPECTOR
GENERAL; AND, IN CONSIDERATION AND RECOGNITION OF
THE INSPECTOR GENERAL'S PERFORMANCE DURING THE
CONTRACT YEAR COMMENCING ON NOVEMBER 1, 2023,
AND THE CONTRACT YEAR COMMENCING ON NOVEMBER 1,
2024, AMENDING THE INSPECTOR GENERAL'S
EMPLOYMENT AGREEMENT BY: (1) EXTENDING THE TERM
OF THE EMPLOYMENT AGREEMENT FOR A PERIOD OF TWO
(2) YEARS, COMMENCING ON NOVEMBER 1, 2025, AND
EXPIRING ON OCTOBER 31, 2027; AND (2) GRANTING A
SALARY MERIT INCREASE IN THE AMOUNT OF THREE
PERCENT (3%), EFFECTIVE AS OF AND RETROACTIVE TO
NOVEMBER 1, 2023,AND A SALARY MERIT INCREASE IN THE
AMOUNT OF THREE PERCENT (3%), EFFECTIVE AS OF AND
RETROACTIVE TO NOVEMBER 1, 2024, IN ACCORDANCE
WITH THE PROVISIONS OF THIS RESOLUTION.
WHEREAS, on October 30, 2019, the Mayor and City Commission unanimously adopted
Resolution No. 2019-31072, approving an Employment Agreement with Joseph Centorino to
serve as the City's Inspector General (the "Employment Agreement"); and
WHEREAS, the Employment Agreement provides for an annual performance review and
evaluation of the Inspector General, at which time the City Commission shall review the annual
salary and/or other benefits of the Inspector General, and shall adjust in such amounts and to
such extent as the City Commission may determine; and
WHEREAS, on February 10, 2021, pursuant to Resolution No. 2021-31603, the Mayor
and City Commission approved certain amendments to the Inspector General's Employment
Agreement, based on the annual performance evaluation and salary/benefits review of the
Inspector General during Fiscal Year 2020; and
WHEREAS, on September 13, 2023, pursuant to Resolution No. 2023-32779, the Mayor
and City Commission approved certain amendments to the Inspector General's Employment
Agreement, based on the annual performance evaluation and salary/benefits review of the
Inspector General during Fiscal Year 2023; and
WHEREAS, in consideration and recognition of the Inspector General's performance
during the contract year commencing on November 1, 2023, and the contract year commencing
on November 1, 2024, the Mayor and City Commission hereby deem that it is in the best interest
of the City to approve an amendment to the Inspector General's Employment Agreement, all as
further set forth below.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that, in consideration and
recognition of the Inspector General's exemplary performance during the contract year
commencing on November 1, 2023, and the contract year commencing on November 1, 2024,

the Mayor and City Commission hereby approve the following amendments to the Inspector
General's Employment Agreement:
1. Extension of Term of the Employment Agreement
The Employment Agreement shall be extended for a period of two (2) years, commencing at
12:01 a.m. on November 1, 2025, and expiring at midnight on October 31, 2027, unless
terminated earlier or renewed as provided in the Employment Agreement.
2. Merit Adjustment
a. As a merit increase, grant a salary increase in the amount of three percent (3%),
effective as of and retroactive to November 1, 2023, through October 31, 2024.
b. As a merit increase, grant a salary increase in the amount of three percent (3%),
effective as of and retroactive to November 1, 2024.
3. Mr. Centorino's engagement as Inspector General shall continue under and pursuant to
the terms and conditions of the Employment Agreement, as approved pursuant to
Resolution No. 2019-31072, as amended by Resolution Nos. 2021-31603 and 2023-
32779, and as further amended by this Resolution, until the same is modified, amended
or terminated by action of the Mayor and City Commission.
This Resolution shall become effective upon adoption.
