UPDATE ON THE STATUS OF ONGOING AND FUTURE PROJECTS
INVOLVING THE USE OF THE LEONARD HOROWITZ COLOR PALETTE
FOR ART DECO BUILDING RESTORATION IN COLLABORATION WITH
BARBARA HULANICKI.
The purpose of this Letter to Commission (L TC) is to update the Mayor and City Commission on
the status of ongoing and future projects involving the use of the Leonard Horowitz color palette
for Art Deco building restoration in collaboration with Barbara Hulanicki.
On April 3, 2024, the Mayor and City Commission adopted Resolution 2024-33079 directing
Administration to repaint the Colony Theater and Ocean Rescue Headquarters in a color
scheme that utilizes the Leonard Horowitz color palette and highlights architectural features,
including consulting with Ms. Barabara Hulanicki.
Through subsequent Resolutions, the list of City-owned facilities to be repainted using the
Leonard Horowitz color palette, in collaboration with Ms. Hulanicki, grew to include the Anchor
Garage (Resolution 2024-33389), the 13th Street Parking Garage (Resolution 2024-33202),
Historic City Hall (Resolution 2024-33122), and the Miami Beach Bandshell (Resolution 2025-
33494).
The updates below are provided to keep the Mayor and City Commission abreast of the
Administration's progress on ongoing and future projects involving the use of the Leonard
Horowitz color palette for Art Deco building restorations of City-owned buildings, in consultation
with Ms. Barbara Hulanicki -as directed by the Public Safety and Neighborhood Quality of Life
Committee at their July 9, 2025 meeting.
Ocean Rescue Headquarters (1001 Ocean Drive):
The City's Planning Department provided the final color selections, consistent with Ms. Hulanicki's
vision and proposed color scheme, for the Ocean Rescue Headquarters building on 03/21/25
(reference Exhibit A, attached). The building was subsequently painted between 04/16/25 and
04/23/25. This project is completed.
