Update on FIND Grant for Small-Scale Spoil Island Restoration and
Enhancement Program on Monument Island
The purpose of this Letter to Commission (L TC) is to provide an update on the Florida Inland
Navigation District (FIND) Small-Scale Spoil Island Restoration and Enhancement Program for
Flagler Memorial Monument Island (Monument Island). The City of Miami Beach (City) received a
$20,000 grant to provide debris removal and upkeep services on Monument Island. The City will
be providing $2,000 of in-kind contributions.

Spoil island trash pickup in Biscayne Bay
is currently funded by Miami-Dade
County (County) and serviced by their
contracted waterway trash removal
company. The City's grant funds will be
creatively utilized to host community
cleanup events through a local non-profit
organization and to increase debris
pickup through the County's contractor.
The combination of these services will
provide additional debris removal from
Monument Island while also engaging the
community.
The local nonprofit organization Clean
Miami Beach will organize and lead 11
cleanup events. The cleanup events will
last three hours and include free kayak
rentals for four participants per cleanup
event. Participants will meet at the boat
ramp at Maurice Gibb Park and travel to
Monument Island where they will pick up
debris and then sort and weigh the trash.
Clean Miami Beach will transport the
collected debris off Monument Island to
an appropriate location for disposal.
The County has a current contract with
Pressure Cleaning Service Enterprise, Inc. to provide weekly debris removal services to about a
dozen spoil islands in Biscayne Bay. The contractor conducts its weekly debris removal services
on Mondays. The City is utilizing the County's contract to provide one additional weekly pickup for
one year and some additional on-demand pickups for high impact weekends.
