A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE PUBLIC SAFETY AND
NEIGHBORHOOD QUALITY OF LIFE COMMITTEE AT ITS JULY 9,
2025 MEETING, TO APPROVE A CULINARY EXCHANGE INITIATIVE
IN PARTNERSHIP WITH THE PARIS ILE-DE-FRANCE CHAMBER OF
TRADE AND CRAFTS, INCLUDING HOSTING A DELEGATION OF
FRENCH CULINARY STUDENTS IN OCTOBER 2025.
WHEREAS, on February 26, 2025, at the request of Commissioner Rosen-
Gonzalez, the Mayor and City Commission referred to the Public Safety and
Neighborhood Quality of Life Committee (PSNQLC) a proposal to launch a culinary
exchange program in collaboration with the Paris Ile-de-France Chamber of Trade and
Crafts (the "Paris Chamber"), including hosting French culinary students in Miami Beach;
and
WHEREAS, to advance its interests in Florida, the Paris Chamber partners with
the Florida chapter of the French American Association of Crafts and Trades(the "French
American Association") to promote French artisanal crafts statewide and encourage
international mobility of craftworkers from the Paris region; and
WHEREAS, the French American Association has strengthened its local presence
by expanding access to training and education for emerging talent, including organizing
its annual "Best Baguette and Best Croissant Competition" in Miami Beach; and
WHEREAS, the Paris Chamber's proposed exchange, beginning this year, would
bring French pastry and bakery trainees and instructors to Miami Beach for hands-on
collaboration with local students and professionals, creating a bilateral pipeline for talent,
innovation, and partnership; and
WHEREAS, hosting this delegation in October 2025 presents a unique opportunity
to showcase Miami Beach as a global culinary destination, with limited City staff support
required to ensure a strategically beneficial program; and
WHEREAS, on July 9, 2025, the PSNQLC reviewed the proposal and unanimously
recommended City Commission approval, recognizing the chance to amplify Miami
Beach's global brand and fuRher establish the City as a leader in educational and
international collaboration; and
WHEREAS, while the immediate goal is to establish the October 2025 pilot
exchange, a broader vision includes positioning Miami Beach as a recognized center for
international culinary education, for example, partnering with local schools and the
Greater Miami Convention & Visitors Bureau's (GMCVB) Culinary Arts Program; and
WHEREAS, a thoughtfully designed educational exchange provides an
opportunity to strengthen international ties, deepen cultural understanding, and enhance
Miami Beach's global reputation; and
WHEREAS, the Administration recommends approving a pilot culinary exchange
with the Paris Ile-de-France Chamber and the French American Association, leveraging
the City's established hospitality partners and resources, beginning with the October 2025
delegation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
COMMISSIONERS OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby accept accepting the recommendation of the Public Safety and
Neighborhood Quality of Life Committee at its July 9, 2025 meeting, to approve a culinary
exchange initiative in partnership with the Paris Ile-de-France Chamber of Trade and
Crafts, including hosting a delegation of French culinary students in October 2025.

BACKGROUNDIHISTORY
On February 26, 2025, the Mayor and City Commission referred ro Ihe Public Safety and
Neighborhood Quality ot Life Committee (PSNQLC) at the request of Commissioner Rosen-
Gonzalez, a discussion abou� initiating a culinary exchange program in collaboration with the
Paris ile-de-France Chamber of Trade and Crafts (the "Paris Chamber") including a proposal to
host French culinary students in Miami Beach this year.
The Paris Chamber is a public institution charged with promotion and support of the craft trades
in Frence, from vocational training Ihrough small-business incubation. To promote its interests in
Florida, ihe Paris Chamber has a partnership with Ihe Flonda chapter of the French American
Association of Crafts and Trades (the "French American Association"). Working together under
French leadership, both organizations promote the French artisanal crafts throughout Florida and
encourage international mobility of French craftworkers from the Paris metropolilan region. (See
Attachment A)
The French American Associa[ion has established efforts in the City of Miami Beach in support
of its goal of increasing access, to Iraining and education for younger members of the labor force.
Each year,�he organization organizes the annual"Best Baguette and Best Croissant Competition"
in Miami Beach. Recently, the competi[ion's three top contestants, students at the Miami School
of Bakery, were awarded with a trip to France to participate in the annual "Fete du Pain" festival,
which celebrates the significance of bread in French culture.
On July 9, 2025, the PSNQLC discussed the proposed initiative and recommended favorably for
City Commission support. The PSN�LC was receptive to City staffs p�eliminary planning ideas,
which include leveraging the expertise and resources of Miami-area culinary and hospitality
industry partners. The discussion induded a presentation from Sodexo Live which proposed a
"Culinary Exchange Day" at lhe Miami Beach Convention Centec (See Attachment B)

ANALYSIS
Benefits of CWtural Exchanqe
According ro the French American Associalion, South Florida's artisan bakery sector is booming,
yet local businesses increasingly report a shortage of highly trained culinary staff. As proposed in
an inaugurel pilot, the initial October 2025 exchange would expose visiting pastry and bakery
vocational trainees to local students and professionals, crealing a bilateral pipeline of talent,
innovalion, and partnership.
By immersing French apprentices in Miami Beach's multicultural food scene, where Latin
American, Caribbean, and regional flavors intersect, participants will gain local knowledge about
menu development and kitchen operetions. Likewise, Miami Beach participants would benefit
from the acclaimed French technique for pastry and bakery arts.
Beyond technical training, an exchange program promotes the sharing of cultural experiences
and amplifies Miami Beach's global brand. Miami Beach would further establish itself as a leader
in multicultural cuisine, educational opportunity, and inlernational talenL From an ewnomic
development perspective, visiting students and instructors will generete incremental tourism
revenue and initial success of the partnership may lay the groundwork for future endeavors across
other industries.
October 2025 Student Visit
As proposed, this unique opportunity to showcase Miami Beach as a global culinary destination
will include the City welcoming six to eighl French culinary students and hvo instructors in October
2025.
To enswe a stretegically beneficial progrem, City staff proposes efforts to support success in
several ways:
. Explore partnerships with local restaurants, hotels, and leadership to host hands-on
training, menu development sessions, and cooking roundtables, for example, the event
proposed by Sodexo, the Convention Center's food and beverege provider.
. Defne clear leaming objectives, such as cross-culWral culinary exploralion andlortraining
opportunities, such as learning about large-scale venue food and beverage operalions.
• Help design a program structure [hat ensures engagement, mentorship, and meaningful
experiences beyond menu tastings, for example, participation in unique Miami Beach
community events ihat broaden the program's reach.
• Caplure and analysis of posl-program metrics, e.g., participan[ feedback, business lead
generation, and media impressions,to ezplore possible long-term opportunities for growth
and potentially elevating Miami Beach's intemational stature in gastronomy.
While ihe immediate objective is to establish and plan an inilial oppoRunity for cultural ezchange
in October 2025, a broader vision may include posilioning Miami Beach as a center recognized
for intemational collaboration which would include working with culinary students at the local high
school along with the GMCVB's Culinary AAs Program. Wi[h Miami Beach's diverse ecosystem,
thriving tourism, and strong connections to global markets, this exchange is an exciting step that
elevates Miami Beach's presence in intemational gastronomy.
FISCAL IMPACT STATEMENT
In-kind suppoR will include City s[aff pianning and coordination efforts. The initial cost of
developing such a program, including organization of the October 2025 visit, is to be determined
upon further planning and development.

Depending on interest and the desired level of support from the City Commission, a modest, one-
time investment in hospitaliry, venue coordination, and guest engagement could yield long-term
benefits for the Miami Beach economy and brand.

PRO7ECT WITH HUE
The aim of the mobility project between CMA IDF-IMA Cergy app�entices and the Hue National
Tourism School in Vietnam is io promote the development of cooperetive activities between the
two institutions and to st�engthen the links between our eStabGshments. This initiatiVe also
aims to give our apprentices the opportunity to enjoy an eniiching intemational ezperience.
This programme is part of our drive to promote international leaming and cultural ezchange,
enabling our apprentices to discover a new country, a new culwre and to develop their
professional skills. The mobility of apprentices is a major issue in the current context of
globalisation, and this project contributes to their training in a feld as open and diverse as
tourism.
There will be tlemonstrations and exchanges in the culinary arts, and a joint cocktai� lunch
featuring FrenCh and Vietnamese speclalities.

PRO7ECT WITH DRESDE Dresden
In December 2024, hairdressing apprentices from the Chambre des Metiers et de I'Artisanat ile-
de-Frence will have the opportunity to take part in an enriching mobility programme in
Dresden.They will be staying in a school in Dresden and will have the opportuniry to ezchange
ideas with otheryoung people - an enriching human and cWtural experience.
The stay indudes exchanges with the Dresden Hairdressers' Association and a visit to the local
Chamber ofTrades, encouraging the sharing of know-how and opening up to new professional
prectices. The apprentices will aiw discover the Meissen Vowtional School, reinforcing their
technical knowledge, antl enjoy a guided tour of the historic city of Meissen, offering a unique
wltural immersion experience. This programme will enable young people to develop their
network, enrich their professionai skills and open up to other cultural and crah perspectives, a
valuable asset for thcir career.

The aim of this partnership is Yo promote the intemational mobility of appre�tices
in the food industry by setting up an exchange programme between the CMA Ile-
de-France and Miami. The programme will give young people a unique
professional and cultural experience, while strengthening economic and
educational ties between France and the United States.
How the partnership works
7he apprentices would be integrated into a school for a period of approximately
one week (to be determined) on themes such as renowned restaurants, patisseries
and bakeries. The apprentices will be accompanied by teachers who will contribute
their expertise.
This professional immersion will enable them to :
• Discover culinary techniques specific to American cuisine, such as barbecuing,
emblematic desserts and regional specialities.
• Discover the working and organisational methods specific to American
establishments, including the importance of customer service and operational
efficiency.
• Develop their abilityto adapt in an international professional environment.
The aim of this exchange is to offer apprertices/students a unique experience,
combining professional learning and cultural exposure, to enhance their expertise
and versatility.

BACKGROUNDIHISTORY
Please place on the February 26, 2025 agenda a referral to the Public Safery and Neighborhood
Quality of Life Committee to consider initiating a Culinary Exchange Program in collaboration with
the Paris Ile-de-France Chamber of Trades and Craft. The proposed exchange program wouid
welcome young apprentices from France for an 8-day expenence in a culinary institution in Miami
Beach, where they would learn Amencan cooking techniques. In retum, these apprentices would
have the opportunity to exchange culinary knowledge with bcal teachers and students, fostering
a meaningtul cultural and educational exchange behveen France and Miami Beach.
Details of the proposed exchange program are outlined in 6cbibit A, attached to this referral.
Notabty, the expenses associated with this initiative will be covered by the Paris Ile-de-France
Cbamher of Trades and Craft, ensuring that there is no wst to the City of Miami Beach.
I would like for the City Administration to be preparetl to discuss how the City could fadlitate and
organize this exchange program, including potential partnerships with local culinary institutions,
logistics for hosting the apprentices, and any necessary support to ensure the success of the
program.
