RESOLUTION NO.
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR
DESIGNEE, IN LIGHT OF THE AUGUST CITY COMMISSION RECESS, TO DO
THE FOLLOWING, AS NEEDED: (I) SELECT, NEGOTIATE, AWARD, AND
REJECT ALL BIDS, CONTRACTS, AGREEMENTS, AND GRANT
APPLICATIONS; (II) RENEW EXISTING CONTRACTS WHICH MAY EXPIRE;
AND (III) TERMINATE EXISTING CONTRACTS, FROM THE LAST
COMMISSION MEETING ON JULY 23, 2025 UNTIL THE FIRST REGULARLY
SCHEDULED COMMISSION MEETING ON SEPTEMBER 3, 2025; SAID
AUTHORIZATION BEING SUBJECT TO RATIFICATION BY THE CITY
COMMISSION AT ITS FIRST REGULARLY SCHEDULED MEETING ON
SEPTEMBER 3, 2025.
WHEREAS, between the City Commission meeting on July 23, 2025 and the frst
regularly scheduled meeting on September 3, 2025, the City Commission will not be in session;
and
WHEREAS, during this period, there may be bids or contracts in excess of the $�00,000
for goods and services or $300,000 for construction, which may need to be issued, rejected,
awarded, or terminated; and
WHEREAS, historically, during the City Commission's recess period, the City Manager
has been authorized by the City Commission to sign all contracts, agreements, and grant
applications; renew any existing contracts and terminate contracts, subject to ratification by the
City Commission; and
WHEREAS, it is therefore requested that the City Manager, or designee, be authorized
to, as needed, select, negotiate, award, and reject all bids, execute contracts and agreements,
submit grant applications, renew existing contracts that may expire, and terminate existing
contracts during the recess period between July 23, 2025, until [he first regularly scheduled
Commission meeting on September 3, 2025, subject to ratification by the City Commission at its
first regularly scheduled meeting on September 3, 2025.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the City Manager, or designee, in light of the August City
Commission recess, to do the following: (i) select, negotiate, award, and reject all bids,
contracts, agreements, antl grant applications (ii) renew existing contracts which may expire;
and (iii) terminate existing contracts, as needed, from the last Commission meeting on July 23,
2025 untll the first regularly scheduled Commission meeting on September 3, 2025; said
authorization being subject to ratifcation by the City Commission at its first regularly scheduled
meeting on September 3, 2025.

RECOMMENDATION
Il is recommended that the Mayor and City Commission (City Commission)adopt the resolution.
BACKGROUND/HISTORY
Between the lasl meeting on July 23, 2025, and the frst regularly scheduled meeting on
September 3, 2025, lhe City Commission will not be in session. Dudng this period there may be
bids or wntracts in excess of the $100,000 for goods and services or$300,000 for wnstruclion,
which may need to be issued, rejected, awarded, or terminated.
Typically, during the City Commission's recess period, the City Manager has been authorized by
ihe City Commission to sign all contracts, agreements, and grant applications; renew any existing
contracts and terminate ezisting contracts, as needed, from the last Commission meeting on July
23, 2025, until the frst regularly scheduled Commission meeting on September 3, 2025, subject
to retification by the City Commission at its first regularly scheduled meeting on September 3,
2025.
ANALYSIS
The requested authorizalion is necessary to ensure that essential services and projects continue
for the period during which the Ciry Commission is in recess.
FISCAL IMPACT STATEMENT
Subject to funds availabiliry approved through the Ciry's budgeting process for specifc projects.
