MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
FINANCE AND ECONOMIC RESILIENCY COMMITTEE, AT ITS OCTOBER 18,
2024 MEETING, AND THE RECOMMENDATION OF THE MIAMI BEACH
CONVENTION CENTER ADVISORY BOARD,AT ITS JUNE 23, 2025 MEETING,
AND DIRECTING THE ADMINISTRATION TO PRIORITIZE FUNDING, DURING
THE FY 2026 BUDGET PROCESS, FOR THE INSTALLATION OF A
CHILDREN'S PLAY AREA ON THE WEST SIDE OF PRIDE PARK IN THE
AMOUNT OF $400,000.
WHEREAS, at the September 11, 2024 City Commission meeting, Commissioner Kristen
Rosen Gonzalez referred a discussion item regarding the installation of playground equipment for
children in Pride Park to the Finance and Economic Resiliency Committee ("FERC") and the
Public Safety and Neighborhood Quality of Life Committee ("PSNQLC"); and
WHEREAS, the item was subsequently heard at the October 18, 2024 FERC meeting,
where the Committee issued a favorable recommendation for the Administration to bring forvvard
an item to the full City Commission to install a simplified children's play area on the west side of
Pride Park; and
WHEREAS, based on the favorable recommendation by FERC, the item was withdrawn
from the PSNQLC agenda; and
WHEREAS, City staff, in coordination with Commissioner Kristen Rosen Gonzalez, the
Palmview Community, and play area equipment vendors, have identified a scope of work that
meets the needs of residents, fits the available space, is aesthetically appropriate, and
significantly reduces the original estimated cost from $12 million to $400,000, inclusive of
contingencies; and
WHEREAS, at the May 27, 2025 City Commission meeting, item C7K, a resolution
accepting the recommendation of FERC at its October 18, 2024 meeting to install a children's
play area on the west side of Pride Park,was separated by Commissioners Femandez and Rosen
Gonzalez for discussion; and
WHEREAS, item C7K was not adopted during the May 21, 2025 City Commission
meeting, butwas instead referred to the Miami Beach Convention Center Advisory Board ("MBCC
Advisory Board")to review and discuss the proposal; and
WHEREAS, the MBCC Advisory Board held a meeting on June 23, 2025, to discuss the
item and issued a favorable recommendation in support of funding the proposed play area; and
WHEREAS, the Administration recommends accepting the recommendations of FERC
and the MBCC Advisory Board and directing the Administration to prioritize funding, during the
FY 2026 budget process, for the installation of a children's play area on the west side of Pride
Park in the amount of$400,000.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and the City
Commission hereby accept the recommendation of the Finance and Economic Resiliency
Committee, at its October 18, 2024 meeting, and the recommendation of the Miami 8each
Convention Center Advisory Board, at its June 23, 2025 meeting, and direct the Administration to
prioritize funding, during the FY 2026 budget process, for ihe installation of a children's play area
on the west side of Pride Park in the amount of$400,000.

RECOMMENDATION
The Administration suppoRs the recommendation of the Finance and Economic Resiliency
Committee to approve the funding request of$400,000 ro support the children's play area on the
west side of Pride Park.
The Administration also recommends this item be considered as part of the Fiscal Year(FY)2026
budgel and that while the Mayor and Commission evaluate installing a children's play area on the
west side of Pride Park, it carefully considers several critical factors [hat will significantly impact
the General Fund budget, beginning in FY2026:
1. The City's increasing unfunded capital improvement program.
2. Long-term General Fund fnancial projections indicating a potential shortfall in upcoming fiscal
years.
3. The passage of Amendment 5 in November 2024 which increases the homestead exemplion
and further constrains the growth of taxable property values.
These considerations are essential to ensure thal decisions regarding installing a children's play
area on the west side of Pride Park align with the City's broader long-term financial stability and
stretegic priorities. If Ihe Mayor and Commission approve funding for a play area on the west side
of Pride Park, Ihe Administration recommends il be considered as part of the FY 2026 budget
process.
BACKGROUNDIHISTORY
During the September 11, 2024, City Commission meeting, Commissioner Kristen Rosen
Gonzalez referred a discussion item (Exhibit A)regarding the installation of playground equipment
for children in Pride Park to both �he Finance and Economic Resiliency Committee (FERC) and
the Public Safery and Neighborhood Quality of Life Committee (PSNQLC).
The item was subsequently heard at the October 18, 2024, FERC meeting, where it received a
favorable recommendation for the Administration to bring forward an item to the full City
Commission to install a simplifed playground on the west side of Pride Park. In light of the
favorable recommendation from FERC, �he item was withdrawn from the PSNQLC agenda.

Al the April 23, 2025 Ciry Commission meeting, addendum item C7BD, a resolution accepting the
recommendation of�he FERC at its October 18, 2024 meeting to install a children's play area on
the west side of Pride Park, was not reached and was moved over to the May 21, 2025

During the May 21, 2025, City Commission meetin9, item C7K, a resolution accepting �he
recommendation of the FERC at its Oclober 18, 2024, meeting to install a children's play area on
the west side of Pride Park, was separated by Commissioners Femandez and Rosen Gonzalez
for discussion. The resolution was nol adopted, and the item was referred lo the Miami Beach
Conven[ion Center Advisory Board to review and discuss the proposal. (Exhibit D)
The Miami Beach Convention Center Advisory Board held a meeting on June 23,2025, to discuss
the item, and the Board issued a favorable recommendation in support of funding the proposed
play area. (Exhibit E)
ANALYSIS
The Parks and Recreation Department, in coordination wilh the project sponsor and members of
[he Palm View community, has developed a proposed scope of work that appropriately addresses
the needs and preferences of ihe communiry, is compatible with the available site conditions, and
maintains a high standard of aeslhetic quality.
As a result of this collaborative eNort, the overall project budget has been reduced from the
originally estimated $12 million to $400,000, inclusive of conlingencies. Conceptual rendenngs
of the proposed installation are provided. (Exhibit F)

on Conventian Center arive, t8j° Street and 19'^ Street as marshalling areas pnor to entry and
eai[ing the south and north loatling docks o�the Convention Center facility.

Park, the Parks and Recreation Depadment (the "DepartmenP') woultl p�opose that the
playground be placed in ihe Northwest sida of [he park, which is close to the fitness equipment

ANALYSIS
City staff has worked with the Sponsor, the Palmview Community, and play area equipment
vendors in identifying a scope of work which meets the needs of the residents, fits the space
available, and is aesthetically pleasing, while reducing ihe overall budget from the originally

BACKGROUND/HISTORY
During the September 11, 2024 Commission meeting, Commissioner Kristen Rosen Gonzalez
referretl a discussion item on installing playground equipment for children in Pride Park to the
Finance and Economic Resiliency Committee (FERC), antl the Public Safery and Neighborhood
Qualiry of Life Committee (PSNQLC).
The item was heard at the October 18, 2024 Finance and Economic Resiliency meeting and
received a favorable recommendation for [he Administration to bring to the full Commission an
item to install a simplified playground on the west side of Pride Park.
Given the favorable recommendation from FERG [he item was withdrawn from the PSNQLC
agenda.
ANALYSIS
Clry staff has worked with the Sponsor, the Palmview Community, and play area equipment
vendors in itlentifying a scope of work which meets the needs of the resitlents, fts the space
available, and is aesthetically pleasing, while reducing the overa�l budget fmm the originally
estimated $12 million to $400,000 including contingencies. Renderings attached (Exhibit C)
FISCAL IMPACT STATEMENT
The fiscal impact to construct a play area at Pride Park will be $400,000 including coniingencies.

Dudng the September 11, 2024 Commission meeting, Commissioner Kristen Rosen Gonzalez
referred a discussion on installing playground equipment for children in Pnde Park to the Finance
and Economic Resiliency Committee and the Public Safety and Neighborhood Quality of Life
Cammittee.
ANALYSIS
In addition to Pride Park serving as a City Park and a temporary activation area for the Convention
Centec The Convention Center Campus was designed to stage farge trucking logistics antl
operations within the load-in and load-out periods of many events. This includes slaging oi trucks
on Convention Center Dnve, t8'" Street and i9�" Street as marshalling areas pnor to entry artd
exiting Ihe south and north loading docks of the Convention Center faciliry.
Should the tlesire of the City Commission be that a playground or tot lot be located within Pride
Park, the Parks and Recreation Department (the "DepartmenY) would propose tha[ the
playground be placed in the Northwest side of the park, which is close to the fitness equipment
(Exhibit B). The final location of the playground would need to be further evaluated to ensure user
safery and that there is tha least interference with other park amenities, uses, installations, etc.
indu4ing the proximity to the Holocaust Memonal.
The total budget needetl to construct a playground can range from$1,146,000.00-$7,766,000.00
depending on the design. The budget includes playground equipment, shade, pour-in-place
surface, fence, drinking fountain, landscape, benches antl trashcans. There is a potential for
savings i�a shade structure is removed �rom the design antl existing natural shatle is used.
As a alternative to creating a permanent playground as a destination, another approach could be
to provide programming at Pride Park focused on chiltlren within different age groups. This could
serve to avoid heavily traRcked Convention Center events. The programming would be propedy
schetluled and coordinated and serve nearby famiiies inclutling children of alf ages.

The purpose of this Letter to Commission ("LTC')is to in(ortn the Mayor and Gty Commission of
an unanimousiy approved motion, by the Convention Center Advisory Board (CCAB)at its Jmre
23, 2025 meeting.

Motion:
1. Playground Proposal
Approve �he Parks & Recreation DeparimenCs proposed playgrou�d design For the
recommended low6on. The proposed tlesign thoughtfully complements the ezlsting outtloor
gym equipment, enhancing recreational opportunities for all age groups. The CCAB ezpresses
its appreciation to John Rebar for his leadership in ensuring an eHective integralion of new and
ezisting recreational elements
2. Respectfully recommends the development of a versatile , multi-use area adjacent to
Conventton CenMr Drive.
We propose that this area be designed to accommodale:
Event loqistics suppon, part�cularly fOr move-in/move-out operetions dunng events, helping to
further assis� in alleviating traffic conges6on on surrounding residential streets.
A fleaible event space that can 6e programmed for cultural, civic, or commercial
activations.
Comertible picklehall courts or similar recraational amenities that serve the community
du�ing non-event periods.
