Resolution 2025-33822 RESOLUTION NO. z02533822 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) UNITED STATES DEPARTMENT OF JUSTICE (USDOJ), SAFER OUTCOMES: ENHANCING DE-ESCALATION AND CRISIS RESPONSE TRAINING FOR LAW ENFORCEMENT PROGRAM, IN THE APPROXIMATE AMOUNT OF $329,000; AND 2) UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT), SAFE STREETS AND ROADS FOR ALL GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $6.2 MILLION. WHEREAS, the City Administration applies for grants and extemal funding from outside organizations; and WHEREAS, the City Administration requests approval to apply for a grant in the approximate amount of$329,000 from the U.S. Department of Justice (DOJ), Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement Progrem, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration requests approval to apply for a grant in the approximate amount of $6,20Q000 from the United Stales Department of Transportation (USDOT), Safe Streets and Roads for All Grant Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution. RECOMMENDATION Adopl the Resolution. BACKGROUNDIHISTORY The City of Miami Beach applies for various granls and funding allorations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item. ANALYSIS 1 United Slates Deoartment of Justice (USDOJ) Safer Outcomes� Enhancinq De-Escalation and Cnsis Response Train'na for La Enforcement Proarem in the aDoroximate amount of$329 000 for De escalation and Crisis Intervention Trainina. The Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement Program seeks to promote safe outcomes during police encounters with persons in crisis through relevan[ training. This program is administered under the Office of Community Oriented Policing Services (COPS) Office within the U.S. Department of Justice. The City administration is applying for a grant in the approximate amoun� of $329,000 for de- escalation and crisis intervention training. The funding will cover equipment including a virtual reality platform, a Force Science Institute training opportunily, and overtime for training activities. No matching funds are required. 2 United States Department of Transaortation NSDOTI Safe Streets and Roads for All Grant Proqram in the aPprozimate amount of$6 2 Million for Vision Zero Imolementa6on_ 538 of ll91 The Infrastructure Imestment and Jobs Ad (IIJA) established the Safe Streets and Roads for All (SS4A) competitive grant program. The SS4A program funds regional, local, and tribal initiatives that preveM roadway fatalities and serious injuries. The program supports the USDOT's National Roadway Safety Strategy. The Ciry administration is applying for a grant in the approximate amount of$62 Million for Vision Zero implementation activities. The funding will be used to implement the concepts that were identifed in the Ciry's Vision Zero Action Plan, which was finalized in December 2024. This includes citywide transportation infrastructure projects that are expected to reduce tmffc fatalities such as wrb extensions, raised crosswalks, ADA-compliant curb ramps, and traffic calming treatments. If this grant is awarded, the Ciry would be required to provide matching funds in the approximate amoun[ of $1.6 Million. These matching funds are contingent on Commission approval and appropriation during the FY 2027 budget process.
