RESOLUTION NO. 2025-33838
A RESOLUTION OF THE MAYORAND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT
OF JOHN NORRIS, AS THE PUBLIC WORKS DIRECTOR OF THE CITY
OF MIAMI BEACH.
WHEREAS, the City Manager has appointed John Norris, as the Public Works
Director for the City of Miami Beach (the "City"); and
WHEREAS, Mr. Norris has nearly 15 years of ezperience in municipal government
specifically directing the full complement of public works operations such as water,
wastewater, stormwater, and solid waste; and
WHEREAS, prior to his appointment, Mr. Norris served as Public Works Director
for the City of Coral Spri�gs, Flonda, where, in addition to managing a $72 million dollar
department budget, he had direct involvement and oversight overthe long-term fnancial,
operational and capital improvements planning of the City's infrastructure�, and
WHEREAS, notably while at Coral Spring. Mc Norris was primarily responsible for
the negotiation, wntract, and implementation of the city's solid waste collection frenchise
and the construction of a $26 million state-of-the-art public safety and public works
campus; and
WHEREAS, priorto his employment at Coral Spnngs, Mr. Norris served as Director
of Stormwater, Pavement, and Traffic Operations for the City of St. Petersburg, Florida, a
coastal city with aging infrastructure and coastal flooding and a population of over
250,000 tfwusand residents and a land area 3 times the size of Miami Beach�, and
WHEREAS, white at St Petersburg, Mc Norris helped coordinate the City's
response to the onslaught of Hurricane Irma and gained experience coordinating
operations at high-attendance, highly publicized national events through his involvement
in the Firestone Grand Prix Indy car race held yeady in the city; and
WHEREAS, Mr. Norris holds a Master of Public Administration from Columbia
Southern University and a Bachelor of Science in Civil Eng{neering from The Cifadel,
Military College of South Carolina; and
WHEREAS, pursuant to Section 4.02(b) of the City Charter, the City Manager has
the power to appoint the directors of City departments working within the City
administration with Ihe consent of the Ciry Commission; and
WHEREAS, the Mayor and City Commission wish to consen[ to the appointment
of John Norris as the Public Works Director for the City of Miami Beach, Florida.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby consent to the appointment of John Norris as the Public Works
Director for the City of Miami Beach.

TITLE A RESOWTION OF THE MAYOR AND GTY COMMISSION OF THE GTY OF
MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF JOHN C.
NORRIS, AS THE PUBLIC WORKS DIRECTOR OF THE CITY OF MIAMI BEACH.
RECOMMENDATION
Pursuant to the requirements of Article IV, Section 4A2 of the City Charter, it is recommended
that the Mayor and the City Commission adopt the a[tached resoWtion consenting to the
appointment of John C. Norris as the Public Works Director of the City of Miami Beach.
BACKGROUNDIHISTORY
John Norris is an exceptional candidate for the position o(Public Works Director. With neady 15
years of experience in local government, he has successfully held senior leadership positions in
three cities, including two within Florida. Currently serving as the Director of Public Works for the
City of Coral Springs, Florida, he has successfully led various divisions, including utilities (water
and sanitary sewer), stormwater, streets, Fleet services, facilities maintenance, solid waste,
landscaping, and engineering. His extensive experience in public works management is evident
through his oversight of a $72,734,000 budget and the management o( 120 employees. Mr.
Norris's ability lo prepare and implement budgets effectively showcases his f nancial acumen and
strategic planning capabilities, making him a valuable asset to our organization. As the Director
of Stormwater, Pavement, and TreKc Operations for the City of St. Petersburg, Mr. Norris led a
modem approach to address sunny day flooding in high-risk neighborhoods.
Mc Norris's expertise in municipal franchise agreements is also notewoAhy, as he has led the
procurement, negofiation,and implementation of an exclusivefranchise agreementtorsolid waste
collection and disposal with a potential term of 17 years.This experience highlights his proticiency
in managing complex conUacts and ensuring long-term sustainability for municipal services.
Additionally, he has directed a membrane feasihility study for replacing the lime softening water
treatment plant in response to concems about emerging contaminants that may be regulated by
[he Florida Department of Environmental Protection (FDEP). This initiative demonsVa[es his
commitment to innovative solutions and proactive managemenl of environmental challenges
Mr. Norris's educational background further complemenls his pmfessional experience. He holds
a Bachelor of Science degree in Civil Engineering from The Citadel,The Military College of South
Carolina and a Master of Public Administration from Columbia Southern University, which has
provided him with a strong foundation in the principles and praclices of public works management.
In summary, Mr. Norris's extensive experience, proven leadership, and strong educational
background make him an ideal it for the role of Public Works Director. I am confident that he will
bring valuable insights and drive positive outcomes for our organization.
