A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, URGING MIAMI-DADE
COUNTY TO COLLABORATE WITH THE U.S. ARMY CORPS OF
ENGINEERS ON A LASTING BEACH NOURISHMENT SOLUTION
FOR THE NORTH BEACH AREA OF THE CITY OF MIAMI
BEACH; AND FURTHER, DIRECTING THE CITY
ADMINISTRATION TO CONTINUE ADVOCATING AND
PARTICIPATING IN THE ARMY CORPS OF ENGINEERS'
PLANNING AND ACTIVITIES RELATED TO BEACH
NOURISHMENT, WITH EMPHASIS ON THE NORTH BEACH
AREA OF THE CITY.
WHEREAS, beach renourishment in the City of Miami Beach is generally
conducted by the U.S. Army Corps of Engineers (the "Corps"), with Miami-Dade County
serving as the local sponsor under a standard cost-share of 65% federal and 35% local
funds; and
WHEREAS, in 2022, the Corps completed a 50-year Coastal Storm Risk
Management plan for Miami-Dade County beaches, with active participation by Miami-
Dade County and the City of Miami Beach; and
WHEREAS, the most recent Corps-led renourishment of Miami Beach was
completed in 2023 at a cost of $40 million, fully federally funded with no local match
required; and
WHEREAS, Corps' modeling anticipates renourishment projects on Miami
Beach every three to four years to maintain sandy shorelines; and
WHEREAS, City staff actively participate in Corps planning sessions and
activities relating to beach renourishment and coastal storm risk management to
safeguard public safety and protect property; and
WHEREAS, current State funding for beach repair—approximately $52 million
statewide—is reserved primarily for storm-damaged shorelines; and
WHEREAS, while North Beach faces erosional hotspots rather than direct
hurricane damage, the 69th Street segment has exhibited dynamic sand loss under high
wave and wind conditions; and
WHEREAS, Miami-Dade County's Department of Environmental Resources
Management and Parks, Recreation & Open Spaces have temporarily relocated sand
into the 69th Street area, with ongoing inspections and monitoring to inform the Corps'
next renourishment schedule; and

WHEREAS, in the short term, County DERM has committed to coordinate with
park maintenance to regrade beaches and redistribute sand as conditions allow; and
WHEREAS,the City of Miami Beach was awarded a $1.3 million Resilient Florida
Grant for citywide dune restoration, with approximately $830,000 devoted to the 61 st—
72nd Street reach in the Allison Park neighborhood, encompassing over 301,000 square
feet of dune construction, placement of 2,700 cubic yards of sand, installation of rope-
and-post protective fencing, invasive species removal, and native vegetation planting;
and
WHEREAS, a lasting partnership among Miami-Dade County, the City of Miami
Beach, and the U.S. Army Corps of Engineers is essential to secure reliable, cost-
effective beach nourishment for North Beach, support resilient dune infrastructure, and
promote long-term tourism, recreation, and coastal protection; and
WHEREAS, the Mayor and City Commission hereby urge Miami-Dade County
to collaborate closely with the U.S. Army Corps of Engineers to develop and implement
a lasting beach nourishment solution for the North Beach area of the City; and
WHEREAS, further, the Mayor and City Commission direct the City
Administration to continue advocating for federal and state support and to participate fully
in all U.S. Army Corps of Engineers planning, monitoring, and renourishment activities,
with particular emphasis on the North Beach area.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby urge Miami-Dade County to collaborate with the U.S. Army Corps Of
Engineers on a lasting beach nourishment solution for the North Beach area of the City
of Miami Beach; and further, direct the City Administration to continue advocating and
participating in the Army Corps Of Engineers' planning and activities related to beach
nourishment, with emphasis on the North Beach area of the City.
