A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER TO NEGOTIATE A GRANT AGREEMENT WITH SOBE CATS
SPAY 8 NEUTER, INC. (SOBE CATS), IN A NOT-TO-EXCEED AMOUNT
OF $250,000, TO ENABLE SOBE CATS TO PURCHASE TWO (2)
CONTAINERS TO BE RETROFITTED FOR EXPANSION OF THE CITY'S
TRAP, NEUTER, VACCINATE AND RELEASE PROGRAM AND THE
KITTY CAMPUS; AND FURTHER AUTHORIZING THE CITY MANAGER
AND CITY CLERK TO EXECUTE THE GRANT AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY.
WHEREAS, the City of Miami Beach maintains an ongoing Trap, Neuter,
Vaccinate, and Release ("TNVR") program in partnership with organizations and
stakeholders to help humanely manage the community cat population; and
WHEREAS, the TNVR program signifcantly contributes to reducing the stray and
feral cat population, improving public health and safety, and promoting animal welfare in
the community; and
WHEREAS, the Kitty Campus serves as a vital support facility for the care and
processing of cats within the City's TNVR program and serves as a centralized location
for TNVR operations, including intake, care, treatment, and educational outreach; and
WHEREAS, Sobe Cats Spay & Neuter, Inc. ("Sobe Cats") is a trusted nonprofit
partner with established expertise and proven impact in TNVR initiatives that has
consistently collaborated with the City to enhance the reach and effectiveness of TNVR
efforts; and
WHEREAS, on June 4, 2025, the Finance and Economic Resiliency Committee
(the "FERC") recommended allocating a not-to-exceed amount of $250,000 from Public
Works Sanitation Division surplus funds for the purchase of two containers, retroftted
with utilities and features including electricity, air conditioning, running water, and multiple
rooms with closing doors, to support and expand the TNVR Program and Kitty Campus;
and
WHEREAS, on June 25, 2025, the Mayor and City Commission adopted
Resolution No. 2025-33739 accepting the recommendation of the FERC to consider, a
FY 2025 Capital Budget amendment to fund the not-to-exceed amount of $250,000 for
the purchase of the two containers; and
WHEREAS, the Mayorand City Commission desire to formalize a grant agreement
with Sobe Cats to implement this initiative, leveraging nonprofit expertise to efficiently
deliver these enhancements to the City's animal welfare infrastructure.
WHEREAS, the proposed grant would allow Sobe Cats to purchase and retrofit
two (2) containers with critical infrastructure elements—including electricity, air
conditioning, running water, multiple enclosed rooms, and a restroom—to expand TNVR
operations and enhance the capacity and functionality of the Kitty Campus.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the City Manager to negotiate a grant agreement with Sobe
Cats Spay & Neuter, Inc. (Sobe Cats), in a not-to-exceed amount of$250,000, to enable
Sobe Cats to purchase rivo (2) containers to be retrofitted for expansion of the city's trap,
neuter, vaccinate and release program and the Kitty Campus; and further authorizing the
City Manager and City Clerk to execute the grant agreement, in a form acceptable to the
City Atromey.
