RESOLUTION NO.
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
FINANCE AND ECONOMIC RESILIENCY COMMITTEE, AT ITS DECEMBER
20, 2024 MEETING; AND FURTHER, APPROVING AND AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH
EDGELORD LLC FOR PARTICIPATION IN THE JOB CREATION INCENTIVE
PROGRAM, IN AN AMOUNT NOT TO EXCEED $60,000 PER YEAR, FOR UP
TO FOUR (4) YEARS, SUBJECT TO FUNDING APPROPRIATION AND
APPROVAL DURING THE CITY'S BUDGETARY PROCESS FOR EACH
FISCAL YEAR DURING THE TERM OF THE AGREEMENT.
WHEREAS, the Mayor and Ciry Commission have identified efforts to make Miami Beach
more business- and user-friendly as a key objective of the City's 2019 Strategic Plan; and
WHEREAS, Miami Beach has diversified economically with new headquarters and o�ces
in the technology and financial services sectors, establishing the potential for a regional hub; and
WHEREAS, following the COVID-19 pandemic, Miami-Dade County has seen increased
relocations oftechnologyand financial firms from[he Northeast, Silicon Valley, and other markets;
and
WHEREAS, median and average wages in those targeted industries substantially exceed
countywide averages; and
WHEREAS, on February 19, 2021, the Finance and Economic Resiliency Committee
(FERC) unanimously recommended prioritizing the attraction of technology and financial services
firms to diversify the local economy and promote resiliency; and
WHEREAS, the Mayor and Commission recognize the value of a locally driven approach
to growing these industries in a competitive regional and national marketplace, and seek to attract,
retain, and expand businesses through the development of inducements and services; and
WHEREAS, on March 17, 2021, the Mayor and City Commission adopted Resolutions
2021-316�8 and 2021-31620 to direct the Administration to promote targeted industries and
establish the Job Creation Incentive Program ("JCIP" or"Program"); and
WHEREAS, the JCIP is a pertormance-based financial incentive for technology and
financial services firms that relocate or expand to the City of Miami Beach and increase the
number of quality, high wage jobs in Miami Beach; and
WHEREAS, JCIP requires recipients to create or relocate at least ten (10) full-time
equivalent jobs with average annual wages of at least 125% of the State of Florida or Miami-Dade
County average wage, whichever is higher, and
WHEREAS, new-to-market companies may be eligible for up to $60,000 per year for four
(4) years, subject to the appropriation and approval of lhe incentive payment during the City's
budgetary process for each fiscal year; and
WHEREAS, on April 6, 2022, Resolution No. 2022-32117 accepted the FERC
recommendation to amend the JCIP, increasing the incentive award by$50 per employee, without
increasing the $60,000 annual cap, and including Program eligibility to business subsectors
including cryptocurrency, blockchain, Web3, decentralized finance, sustainability and resiliency,
hospitality, tourism, health and wellness, and arts and culture; and
WHEREAS, EDGELORD LLC ("EDGLRD"), a digital innovalion collective founded by film
director Harmony Korine and Matt Holt, relocated its headquarters to 230 Lincoln Road in Miami
Beach, and has created or relocated 30 full-time jobs, with projections of 50 over the agreement
term, at an average annual wage of$97,500; and
WHEREAS, EDGLRD qualifies as a new-to-market company underthe expanded creative
technology category, and is also leveraging the City's Expedited Plan Review Program (EPRP)
and the Commercial Lease Subsidy (CLS) Program, demonstrating its commitment to long-term
investment in Miami Beach; and
WHEREAS, EDGLRD's high-profile creative campaigns for clients such as Skims, Nike,
Marc Jacobs, Valentino, and Comme des Gar�ons enhance Miami Beach's reputation as a global
center for tech-enabled innovation; and
WHEREAS, the FERC, at its December 20, 2024 meeting, recommended approval of
EDGLRds JCIP application based on program eligibility and high-wage job creation; and
WHEREAS, the Administration requests that the Mayor and Ciry Commission accept the
recommendation of the Finance and Economic Resiliency Committee, at its December 20, 2024
meeting, and approve and authorize the City Manager to negotiate and execute an agreement
with Edgelord LLC for participation in the Job Creation Incentive Program, in an amount not to
exceed $60,000 per year, for up to four (4) years, subject to funding appropriation and approval

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission accept the recommendation of the Finance and Economic Resiliency Committee, at
its December 20, 2024 meeting; and further, approve and authorize the City Manager to negotiate
and execute an agreement with Edgelord LLC for participation in the Job Creation Incentive

RECOMMENDATION
The Adminislration recommends the approval and authonzation of the Ciry Manager to execute
an agreement with Edgelord LLC for paAicipation in the Job Creation Incentive Progrem, in an
amount nol�o exceed $60,000 per year, for up lo four years, subject to funding appropria�ion and
approval dunng the Ciry's budgetary process for each fscal year during the term of the agreement.
BACKGROUNDIHISTORY
On March 17, 2021, the Mayor and City Commission adopted ResoWlion 2021-31620,
establishing the Job Creation Incentive Program ("JCIP" or the "Program") to attrect and grow
targeted industnes by providing pertormance-based incentives �or companies in technology,
financial services, and/or headquarters operations relocating to or expanding in the City of Miami
Beach.
The JCIP aHords the City a greater competitive advantage and ability to leverage exisling
incentives from the State and Counry. The purpose of ihe JCIP is to strategically attrect new and
expanding businesses and to diversify Ihe economy by strategically increasing the number o(
quality high-wage jobs in Miami 8each. Program participants must create or relocate a minimum
of ten (10) new, fulltime equivalent jobs, wi[h average annual wages mee[ing or exceeding 125%
of the State of Flonda or Miart:�,Dade CounTy average wage, whichever is higher, at the time of
appliralion.After each annual peRortnance penod, participan[s are eligihle to receive an incentive
based on numher of new and rebcated employees, wi[h additional incentives for participanls
locating in North Beach, and those hiring Miami Beach residents and employees with education
or[raining received from local instiNtions.
New-to-market JCIP recipients may be eligible for an award of up to $60,000 per year for fow(4)
years. Expanding JCIP recipienls are eligible for an award of up to$60,000 per year for three (3)
years.
On Apnl 6, 2022, the City Commission authonzed an amendment to the Program to encourage
small businesses to participate and to develop a greater focus on subcategones within the
targe[ed indusiries including cryptocurtency, blockchaiq Web3, decentralized fnance,
sustainability, resiliency, hospitality, tounsm, health and wellness, and arts and culture. As
outlined in the program guidelines, recommendations for award must 6e reviewed by the Finance

and Economic Resiliency Committee (FERC) and approved by the City Commission.
On December 20, 2024, the FERC recommended approval of the EDGLRD LLC application
based on, but not limited to, its qualifcations as a new-to-market company within the targeted
industries, and high-wage job creation.
ANALYSIS
EDGELORD LLC ("EDGLRD") was founded by film director Harmony Korine and Mafl HoIL The
business is a digital innovation collective at the intersection of entertainment, AI, and crealive
design. EDGLRD relocated its headquarters from [he Miami Design Dislrict [0 230 Lincoln Road
in Miami Beach, signed a 102-month lease, and inves[ed approximalely $L25 million in capilal
improvements.
In December 2024, EDGLRD received its Business Tax Receipt (BTR) and compleled ils move
to Miami Beach. The company has successfully created andbr transferred 30 full-time positions,
with projected tolal hires reaching 50 employees over the four-year agreement period. The
positions indude soflware development, operations, creative direction, and AI-based technology
development, with an average annual wage of$97,500.
EDGLRD participated in the Ci[y's Expedited Plan Review and Permitting Incentive Program
("EPRP"), which played a critical role in assisting [he company meet its largeted timeline tor
opening. EPRP enabled EDGLRD to complele buildou[ and secure a BTR in December 2024,
aligning with project goals and ensuring o0erational conlinuity. EDGLRD is a participant in the
Commercial Lease Subsidy Program, (urther demonstra[ing its mmmitment to long-term
investment in Miami Beach and levereging�he pool of City economic development tools aimed a�
supporting business growlh and retention.

Since opening, the company has launched high-profle campaigns wilh global brands such as
Skims, Nike, Marc Jacobs, Valentino, and Comme tles Garqons (WG), fuhher elevaling Miami
Beach as a destination for tech-enabled innovation and crealive production. EDGLRD is in fhe
early development phase of a portable immersive LED Cube exhibition for potential installa�ion
on Lincoln Road, which would serve as a new cWtural activation point for the district.
FISCAL IMPACT STATEMENT
The Mayor and City Commission identifed the need for making Miami Beach more business and
user-friendly as a key objective in!he Ci[y'S 2019 Stralegic Plan. Based on the 2019 Miami Beach
Community Satisfaction Survey, 59.9%o�businesses would recommend[he City of Miami Beach
to o[here as a place lo run a business. Il is anticipated that this percentage will increase over time

as the economy diversifes and companies within the targeted industries relocate to Miami Beach
and promole lhe City'S incentive programs to industry peers.
