A RESOLUTION OF THE CHAIRPERSON AND MEMBERS OF THE NORTH
BEACH COMMUNITY REDEVELOPMENT AGENCY (NBCRA), AUTHORIZING
THE EXECUTIVE DIRECTOR, OR DESIGNEE, IN LIGHT OF THE AUGUST
NBCRA RECESS, TO DO THE FOLLOWING, AS NEEDED: (I) SELECT,
NEGOTIATE, AWARD, AND REJECT ALL BIDS, CONTRACTS,
AGREEMENTS, AND GR.4NT APPLICATIONS; (II) RENEW EXISTING
CONTRACTS WHICH MAY EXPIRE; AND (III) TERMINATE EXISTING
CONTRACTS, FROM THE LAST NBCRA MEETING ON JULY 23, 2025, UNTIL
THE FIRST REGULARLY SCHEDULED NBCRA MEETING ON SEPTEMBER
3, 2025; SAID AUTHORIZATION BEING SUBJECT TO RATIFICATION BY
THE NBCRA BOARD AT ITS FIRST REGULARLY SCHEDULED MEETING
ON SEPTEMBER 3, 2025.
WHEREAS, between the last meeting on July 23, 2025, and the first regularly
scheduled meeting on September 3, 2025, or thereafter, the NBCRA will not be in session; and
WHEREAS, during this period, there may be bids or contracts in excess of the $100,000
for goods and services or $300,000 for construction, which may need to be issued, rejected,
awarded, or terminated; and
WHEREAS, the NBCRA Executive Director is seeking to, as needed, sign all contracts,
agreements, and grant applications; renew any existing contracts and terminate existing
contracts, as needed, from the last NBCRA meeting on July 23, 2025 until the first regularly
scheduled NBCRA meeting on September 3, 2025, or thereafter, subject to ratification by the
NBCR4 Board at its first regularly scheduling meeting; and
WHEREAS, the requested authorization is necessary to ensure that essential services
and projects continue for the period during which the NBCR4 is in recess; and
WHEREAS, funds are subject to availability approved through the NBCRA's budgeting
process for specific projects.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRPERSON AND '
MEMBERS OF THE NORTH BEACH COMMUNITY REDEVELOPMENT AGENCY (NBCRA),
that the Chairperson and Members of the NBCR4 authorize the Executive Director, or
designee, in light of the August NBCRA recess, to do the following, as needed: (i) select,
negotiate, award, and reject all bids, contracts, agreements, and grant applications; (ii)
renew existing contracts which may expire; and (iii) terminate existing contracts, from the
last NBCRA meeting on July 23, 2025, until the first regularly scheduled meeting on
September 3, 2025; said authorization being subject to ratification by the NBCRA Board at
its first regularly scheduled meeting on September 3, 2025.

It is recommended Ihat the Chairperson and Board of Direclors of the North Beach Community
Redevelopment Agency (NBCRA)adop�the resoWlion.
BACKGROUNDIHISTORY
Prior to the August 2025 recess of Ihe NBCRA, the last NBCRA meeting will occur on July 23,
2025. Following lhe recess,the f rst regularly scheduled meeting will occur on September 3, 2025.
During the recess period, there may be bids or contracts, in excess of the $100,000, for goods
and services or $300,000 for construction, which may need to be issued, rejected, awarded, or
terminated.
Historically the Executive Director has been authorized, by the NBCRA Board of Direc�ors, to
sign, execute, and/or serile coniracts, agreements, and grant applications; andlor renew or
termina[e existing contrects, as needed, tluring [he NBCRA recess period. This au[horization is
granted from the last NBCRA meeting prior to the recess to the frst regularly scheduled NBCRA
meeting, subject to ratifcation by the NBCRA Board of Directors at its frst regularly scheduled
meeting.
ANALYSIS
The requesled authorization, to permit the Executive Director to approve, sign, ezecute, settle
new contracts; and permission to renew and/or terminate existing contracts is necessary lo
ensure that continuify of essential services, programs, and projects tor the period during which
the NBCRA Board of Directors is in recess.
FISCAL IMPACT STATEMENT
Subject to funding availability approved through the NBCRA's budget for speciflc projects.
