A RESOLUTION OF THE CHAIRPERSON AND MEMBERS OF THE MIAMI
BEACH REDEVELOPMENT AGENCY (RDA), AUTHORIZING THE
EXECUTIVE DIRECTOR, OR DESIGNEE, IN LIGHT OF THE AUGUST RDA
RECESS, TO DO THE FOLLOWING, AS NEEDED: (I) SELECT, NEGOTIATE,
AWARD AND REJECT ALL BIDS, CONTRACTS, AGREEMENTS, AND
GRANT APPLICATIONS; (II) RENEW EXISTING CONTRACTS WHICH MAY
EXPIRE; AND (III) TERMINATE EXISTING CONTRACTS, FROM THE LAST
RDA MEETING ON JULY 23, 2025, UNTIL THE FIRST REGULARLY
SCHEDULED MEETING ON SEPTEMBER 3, 2025; SAID AUTHORIZATION
BEING SUBJECT TO RATIFICATION BY THE RDA BOARD AT ITS FIRST
REGULARLY SCHEDULED MEETING ON SEPTEMBER 3, 2025.
WHEREAS, between July 23, 2025, and the frst regularly scheduled meeting on
September 3, 2025, the RDA will not be in session; and
WHEREAS, during this period, there may be bids or contracts in excess of the $100,000
for goods and services or $300,000 for construction, which may need to be issued, rejected,
awarded, or terminated; and
WHEREAS, historically, during the RDA recess period, the Executive Director has been
authorized by the RDA Board to sign all contracts, agreements, and grant applications; renew
any existing contracts and terminate existing contracts, as needed, subject to subsequent
ratification by the RDA Board; and
WHEREAS, it is therefore requested that the Executive Director, or designee, be
authorized to, as needed, select, negotiate, award, and reject all bids, contracts, agreements,
and grant applications; renew existing contracts which may expire; and terminate existing
contracts from the last RDA meeting on July 23, 2025, until the frst regularly scheduled
meeting on September 3, 2025, or thereafter, subject to ratification by the RDA Board at its frst
regularly scheduled meeting.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRPERSON AND
MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY (RDA), that the
Chairperson and Members of Ihe RDA hereby authorize the Executive Director, or designee,
in light of the August RDA recess, to do the following, as needed: (i) select, negotiate,
award, and reject all bids, contracts, agreements, and grant applications; (ii) renew existing
contracts which may expire; and (iii) terminate existing contracts, from the last RDA
meeting on July 23, 2025, until the first regularly scheduled meeting on September 3, 2025;
such authorization being subject to ratification by the RDA Board at its first regularly
scheduled meeting on September 3, 2025.

RECOMMENDATION
It is recommended Ihat the Chairperson and Board of Directors ot the Miami Beach
Redevelopment Agency (RDA) adopt the resoWtion.
BACKGROUND/HISTORY
Prior to the August 2025 recess of�he RDA, the last RDA meeting will occur on July 23, 2025.
Following the recess, ihe frst regularly scheduled meeting will ocwr on September 3, 2025.
During this recess period there may be bids or contracts in excess of $100,000 tor goods and
services or $300,000 for construction, which may need to be issued, rejected, awarded, or
[erminated.
Historically the Executive Director has been authorized, by the RDA Board to sign all contracts,
agreements, and grent applications; renew any exislin9 contracts and terminate existing
con[racis, as needed, tluring the RDA recess period. This authorization is granted from the last
RDA meeting prior to the recess to the first regularly scheduled RDA meeting, subject to
ratifcation by the RDA 8oard at its first regulady scheduled meeting.
ANALYSIS
The requested authorization, to permit the Executive Director to approve, sign, ezecute, settle
new contrects; and permission to renew andlor terminate ezisting contrads is necessary to
ensure that continuiry of essential services, programs, and projects for the period during which
the RDA Board o(Directors is in recess.
