Pursuant to Section 189.051, Florida Statutes, and in reference to the issuance and sale by
the Miami Beach Redevelopment Agency of its $240,910,000 aggregate principal amount of Tax
Increment Revenue Refunding Bonds, Series 2025 (City Center/Historic Convention Village),
issued on the date hereof(the "Series 2025 Bonds"), the undersigned, Executive Director of the
Miami Beach Redevelopment Agency, hereby certifies that the Series 2025 Bonds have been
rated "Al" by Moody's Ratings and "A" by S&P Global Ratings.
