Key Intended Outcomes Supported: Maintain crime rates at or below national trends. Supporting Data-Community Satisfaction Survey 2012: The percent of respondents rating how safe they feel in business/commercial areas during the evening/night as "very safe" or "reasonably safe" has increased from 69% in 2004/5 to 80% in 2008/9, indicating an Improvement (increase from survey base year or continuing positive trend). Item Summary/Recommendation: Approval is requested to submit a grant application to the US Department of Justice for the Fiscal Year 2013 Edward Byrne Memorial Justice Assistance Grant (JAG) program in the approximate amount of $61,000 for the Police Department priorities. ANALYSIS The Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides states and units of local governments with critical funding necessary to support a range of program areas including law enforcement, prosecution and court programs, prevention and education programs, corrections and community corrections, drug treatment and enforcement, crime victim and witness initiatives, and planning, evaluation, and technology improvement programs. JAG funds may be used for state and local initiatives, technical assistance, strategic planning, research and evaluation (including forensics), data collection, training, personnel, equipment, forensic laboratories, supplies, contractual support, and criminal justice information systems that will improve or enhance such areas as: • Law enforcement programs. • Prosecution and court programs. • Prevention and education programs. • Corrections and community corrections programs. • Drug treatment and enforcement programs. • Planning, evaluation, and technology improvement programs. • Crime victim and witness programs (other than compensation). 6 Commission Memorandum Page2 Supplanting is prohibited under JAG; applicants cannot replace or supplant non-federal funds that have been appropriated for the same purpose. However, a unit of local government may use up to 10 percent of the award, including interest, for costs associated with administering JAG funds.
