Chapter 2, Article VII, Division 3 of the City Code of Miami Beach entitled "Lobbyists" requires the
registration of all lobbyists with the City Clerk prior to engaging in any lobbying activity with the City
Commission, any City Board or Committee, or any personnel as defined in the subject Code
sections. Copies of the City Code sections on lobbyists laws are available in the City Clerk's office.
Questions regarding the provisions of the Ordinance should be directed to the Office of the City
Attorney.

A Resolution authorizing the City Manager to apply for and accept a grant with the US Department of Justice.
Key Intended Outcomes Supported:
Maintain crime rates at or below national trends.
Supporting Data-Community Satisfaction Survey 2012: The percent of respondents rating how safe
they feel in business/commercial areas during the evening/night as "very safe" or "reasonably safe" has
increased from 69% in 2004/5 to 80% in 2008/9, indicating an Improvement (increase from survey base year
or continuing positive trend).
Item Summary/Recommendation:
Approval is requested to submit a grant application to the US Department of Justice for the Fiscal Year 2013
Edward Byrne Memorial Justice Assistance Grant (JAG) program in the approximate amount of $61,000 for
the Police Department priorities.
In addition to this City Commission agenda item, the Administration has also placed a copy of the full
application on the City's website at: www.miamibeachfl.gov with an opportunity for public comment. The
Administration's intent to submit for this grant is being made public by means of this agenda item.
The grant was released by the Department of Justice after the print date of the June 5, 2013 City
Commission agenda. The deadline for this grant is before the July Commission meeting and, as such, the
grant has been placed on this agenda as an Addendum item.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides states and
units of local governments with critical funding necessary to support a range of program
areas including law enforcement, prosecution and court programs, prevention and education
programs, corrections and community corrections, drug treatment and enforcement, crime
victim and witness initiatives, and planning, evaluation, and technology improvement
programs.
JAG funds may be used for state and local initiatives, technical assistance, strategic
planning, research and evaluation (including forensics), data collection, training, personnel,
equipment, forensic laboratories, supplies, contractual support, and criminal justice
information systems that will improve or enhance such areas as:
• Law enforcement programs.
• Prosecution and court programs.
• Prevention and education programs.
• Corrections and community corrections programs.
• Drug treatment and enforcement programs.
• Planning, evaluation, and technology improvement programs.
• Crime victim and witness programs (other than compensation).

Supplanting is prohibited under JAG; applicants cannot replace or supplant non-federal
funds that have been appropriated for the same purpose. However, a unit of local
government may use up to 10 percent of the award, including interest, for costs associated
with administering JAG funds.

Byrne Memorial Justice Assistance Grant (JAG) Program for funding in the approximate
amount of $61 ,000 for the City's Police Department priorities; appropriating the above grant,
and City expenses, if approved and accepted by the City; authorizing the execution of all
necessary documents related to this application, including, without limitation, audits and
authorizing the City Manager or his designee to take all necessary actions related to this
