RESOLUTION NO. 97-22509
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ACCEPTANCE
OF A GRANT AND AUTHORIZING THE BUDGETING AND
EXPENDITURE OF FUNDS, UNDER THE UNITED STATES
DEPARTMENT OF JUSTICE, "COPS UNIVERSAL HIRING" PROGRAM,
FOR THE FUNDING OF TWENTY (20) NEW POLICE OFFICER
POSITIONS,
WHEREAS, the City has been awarded $1,500,000,00 for the hiring of twenty (20) new
police officer positions from the United States Department of Justice under the "Cops Universal
Hiring" program; and
WHEREAS, the City desires to participate in this program in order to help fund needed new
police officer positions and may not be able to secure all of the monies necessary through the General
Fund; and
WHEREAS, the total estimated funds for this three (3) year Program are $2,278,958,00, of
which $1,500,000,00 will be funded by the United States Department of Justice and the remaining
$778,958,00 will be funded by the City from the General Fund,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the City Manager is
authorized to accept the grant and to budget and expend funds under the auspices of the "Cops
Universal Hiring" grant program,

ADMINISTRATION RECOMMENDATION
Approve the Resolution,
BACKGROUND
The United States Department of Justice has awarded the City a grant to hire twenty (20)
new police officers under the "COPS UNIVERSAL HIRING" program, This is the second
award to the City received under the "COPS UNIVERSAL HIRING" program, The first
award received last year permitted the City to hire twenty-seven (27) new police officers,
The purpose of this Grant program is to hire new police officers or rehire police officers
who were laid off, Communities accepting these funds must be actively involved in
community-oriented policing,
The Grant will provide $25,000,00 per year for each new police officer, The total Grant
funding for each new police officer for three years is $75,000,00, The Grant funds may be
used only to pay salaries and fringe benefits of the new police officers, All other expenses
associated with the recruitment, hiring, training and equipping these new police officers is
responsibility of the City, Acceptance of the grant will increase the budgeted sworn strength
of the Police Department from 381 to 401 officers,
The total estimated cost of hiring twenty (20) new police officers for the three-year grant
period is $2,278,958,00 of which $1,500,000,00 will be funded by the Grant and the City
will fund the remaining $778,958,00 from the General Fund,

ANALYSIS
The Police Department has made significant progress toward its goal of increased police
presence, the reduction of crime and promoting safe neighborhoods, This Grant will be an
extension of the Police Department's commitment to Community Oriented Policing,
CONCLUSION
This Grant will enable the City to receive $1,500,000,00 in grant funds to assist in funding
twenty (20) new police officer positions over the next three years,
