SUBJECT: DISCUSSION REGARDING A REQUEST FOR DEBARMENT OF UIA
MANAGEMENT, LLC AND ITS AFFILIATES
BACKGROUND/ANALYSIS
On July 12, 2013, the City Manager's Office received the attached request for debarment of UIA
Management, LLC, and its Affiliates, alleging improper action by, among others, Robert S.
Wennett. Thereafter, on July 22, 2013 the City Attorney's Office received a response to the
request for debarment from the law firm of Bilzin Sum berg, defending the actions of Mr. Wennett.
A hard copy of each is being provided to you via hand out.
Section 2-405 of the City Code, which sets forth debarment and suspension procedures, has been
amended since the time of these allegations. The City Attorney has opined that the Code
sections in place at the time of the alleged actions should govern this debarment request.
Consequently, that Code requires the City Manager to "transmit the request to the Mayor and City
Commission at a regularly scheduled meeting." Accordingly, this memorandum, and its
attachments, shall serve as the transmittal required by the Code.
