COMMISSION MEMORANDUM
TO Mayor Philip Levine and Members
FROM: Jimmy L. Morales, City Manager
DATE: January 15, 2014
SUBJECT: REFERRAL TO THE PLANNING
PROPOSED AMENDMENT TO T E LAND DEVELOPMENT REGULATIONS
TO CREATE A CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN
(CPTED) ORDINANCE
ADMINISTRATION RECOMMENDATION
Refer an Ordinance Amendment to the Planning Board for consideration and recommendation.
BACKGROUND
Over the last year, Neighborhood Resource Officers from the Police Department have begun to
implement Crime Prevention Through Environmental Design (CPTED) principles in Public
Projects, as well as in the North Beach area. A certified CPTED officer from the City's Police
Department recently held a workshop with planning Department staff regarding the incorporation
of CPTED principles into the Development Review Process for public and private development.
ANALYSIS
The Administration believes that it would be worthwhile to develop a CPTED Ordinance as part of
the. Land Development Regulations (LOR's). Planning Department staff would take the lead in
drafting the Ordinance, in consultation with the Police Department. The first step in this process
would be to refer an Ordinance Amendment to the Planning Board for consideration.
CONCLUSION
The Administration recommends that the Mayor and the City Commission refer an Ordinance
Ame~t to the Planning Board for consideration and recommendation.
