Item Summary/Recommendation:
At the December 11 , 2013 City Commission meeting , the Administration was directed to develop a plan to mitigate the
financial loss being experienced by business owners on Alton Road and West Avenue due to the roadway
construction . One of the actions identified at the Commission meeting was the immediate implementation of a transit
circulator loop along Alton Road and West Avenue in an effort to help mitigate the loss of parking , improve mobility ,
and promote economic development along the corridors . Since the Commission meeting, staff has identified transit
providers (First Transit , MV Transportation Inc ., and Keolis) which currently operate transit circulator service for local
municipalities .
To expedite the procurement of the service , staff requested copies of current full-turnkey contracts with government
agencies from First Transit and MV Transportation , Inc. in order to identify an available and competitively-bid contract
suitable for a "piggy-back". No provider was able to produce a suitable full-turnkey contract for similar circulator
services with other government agencies . Of the operators contacted by City staff, MV Transportation , Inc . was the
most responsive . City staff developed a term sheet for a full -turnkey transit service along Alton Road and West
Avenue corridors on an emergency basis (Attachment B) and provided same to MV Transportation , Inc. on December
31 , 2013 . On January 2, 2014, MV Transportation , Inc. engaged an emergency run-cutter (transit operation expert) to
conduct travel time runs with City staff.
Following the analysis by the run-cutter , MV Transportation , Inc. submitted a price proposal for the Alton Road-West
Avenue circulator loop using two (2) cutaway vehicles as shown in Attachment E. The hourly cost (including capital ,
drivers , fuel , operation and maintenance costs) for the Alton Road -West Avenue turnkey circulator service is $58.44
for the first year of service and $57.25 fo r the following year for a term of eighteen (18) months . At this hourly rate,
and based on the number of annual operating hours (11 ,680 based on 2 vehicles operating 16 hours/day), the Alton-
West circulator service is estimated to cost $682,564 for the first year of operation and $668 ,703 for the second year
of operation. For the cu rrent fiscal year , $455,053 will be required . For FY 2014/15, $561 ,866 would be required to
complete the remaining ten (10) months of service (for a total 18-month term).
Based on MV Transportation , lnc .'s timely and professional responsiveness , ability to respond to the City 's needs on
an emergency basis , impressive record of service with a local municipality , and competitive hourly service costs , the
Administration recommends that the Mayor and City Commission adopt this Resolution waiving by 5/7th vote , the
formal competitive bidding requirements , finding such waiver to be in the City 's best interest and authorizing the
Mayor to execute a contract with MV Transportation , Inc. fo r provision of circulator services along the Alton Road-
West Avenue Corridors using cutaway vehicles based on the attached terms , and further, authorizing the
administration to negotiate with MV Transportation Inc. for the provision of circulator service for North Beach and other
optional routes using trolley vehicles .
Staff firmly believes that including the proposed North Beach Local Circulator as an additional service in the contract
will be advantageous to the City . If negotiations with MV Transportation , Inc . proceed favorably for the City , the
Administration anticipates presenting to the City Commission a contract amendment with MV Transportation , Inc . for a
term of seven (7) years , with a termination for convenience provision . Should the City not be successful in negotiating
a competitive rate for the North Beach Circulator , the Administration will proceed with an Invitation to Bid for the North
Beach Circulator service .

BACKGROUND
As a result of the current Florida Department of Transportation (FOOT) Alton Road
Reconstruction Project, the Alton Road business district and the West Avenue corridor have
been significantly impacted due to the lane closures on Alton Road and the increased traffic
volume on West Avenue. The project is anticipated to be completed in July 2015.
At the December 11, 2013 City Commission meeting, the Administration was directed to
develop a plan to mitigate the financial loss being experienced by business owners on Alton
Road and West Avenue due to the roadway construction . One of the actions identified at the
Commission meeting was the immediate implementation of a transit circulator loop along Alton
Road and West Avenue in an effort to help mitigate the loss of parking, improve mobility, and
promote economic development along the corridors (Attachment A).
Since the Commission meeting, staff has identified transit providers (First Transit , MV
Transportation Inc., and Keolis) which currently operate transit circulator service for local
municipalities. During the due diligence process , staff was advised that Keolis , which operates

circulator service for several municipalities in South Florida is currently in the process of being
acquired by Transportation America , the company currently providing special transportation
(para-transit) services for Miami-Dade County. Additionally, staff was advised of at least one
government agency that has a current contract with Keolis and has opted to re-bid its trolley
service.
ANALYSIS
To expedite the procurement of the service, staff requested copies of current full-turnkey
contracts with government agencies from First Transit and MV Transportation, Inc . in order to
identify an available and competitively-bid contract suitable for a "piggy-back". No provider was
able to produce a suitable full-turnkey contract for similar circulator services with other
government agencies . Of the operators contacted by City staff, MV Transportation , Inc. was the
most responsive.
City staff developed a term sheet for a full-turnkey transit service along Alton Road and West
Avenue corridors on an emergency basis (Attachment B) and provided same to MV
Transportation, Inc. on December 31, 2013. On January 2, 2014, MV Transportation, Inc .
engaged an emergency run-cutter (transit operation expert) to conduct travel time runs with City
staff. On January 6, 2014, MV Transportation, Inc. submitted a price proposal to the City based
on the term sheet for full turnkey circulator service.
By way of background, MV Transportation, Inc. was founded in 1975 and established a
presence in the state of Florida more than 10 years ago. MV Transportation, Inc. is the nation's
largest American-owned transportation company. MV Transportation, Inc . has about 17,000
employees and nearly 10,000 vehicles and operates 217 contracts worldwide (see Attachment
C for a detailed company profile). Locally, MV Transportation, Inc. has been providing transit
service for the City of Hialeah for over three years (Attachment D).
Alton-West Emergency Circulator Service
Following the analysis by the run-cutter, MV Transportation, Inc. submitted a price proposal for
the Alton Road-West Avenue circulator loop using two (2) cutaway vehicles as shown in
Attachment E. The hourly cost (including capital, drivers, fuel, operation and maintenance
costs) for the Alton Road-West Avenue turnkey circulator service is $58.44 for the first year of
service and $57 .25 for the following year for a term of eighteen (18) months. At this hourly rate ,
and based on the number of annual operating hours (11,680 based on 2 vehicles operating 16
hours/day), the Alton-West circulator service is estimated to cost $682 ,564 for the first year of
operation and $668, 703 for the second year of operation . For the current fiscal year
$455,053.00 will be required. For FY 2014/15, $561,866 .00 would be required to complete the
remaining ten (10) months of service (for a total 18 month term).
The proposed emergency circulator service would operate a closed counter-clockwise loop
along Alton Road for 7 days a week from Sam to midnight until the completion of the Alton Road
reconstruction project. Because the Alton-West is a temporary service, storage of the two cut-
way buses will be accommodated at the Miami Beach Convention Center parking lot.
The vendor has presented a proposal to provide two (2) new trolleys (see Attachment F) for this
operation at a cost of $71.77 for the first year of service and $70.72 for the following year. At
this hourly rate , and based on 11,680 annual operating hours, the Alton-West circulator service
is estimated to cost $838 ,273 for the first year of operation and $826 ,010 for the second year of
operation using trolley vehicles. However, under this scenario, the City would be responsible for
paying the undepreciated vehicle cost at the end of the 18-month term based on a seven (7)-

year depreciation schedule. The operator is also pursuing an option to lease the two (2) new
trolleys for this service in lieu of the cutaway. While the trolleys are available for purchase and
service as early as February 1, 2014, the option to lease the trolleys has not yet been confirmed
by MV Transportation , Inc.
Based on staff's experience and a cost comparison of similar local municipal circulator services
under a full-turnkey scenario , City staff has determined that the price presented by MV
Transportation, Inc. for the Alton Road-West Avenue circulator service is competitive and within
industry standards. Attachment G depicts a cost comparison of various local municipal
circulator services (Hialeah, Miami, Doral, and Coral Gables). Hourly rates were compared
based on the type of services provided by the private operators for those cities. Very few local
cities of comparable size are operating municipal circulator services under a full turnkey
operation whereby the private operator provides drivers , dispatchers, vehicles , fuel, storage ,
maintenance , repairs , and insurances . Of the cities researched , the City of Doral trolley service
is the closest to a full turnkey service . As an example, City of Doral operates five (5) trolleys at
$52.50 per hour, excluding capital costs which are typically in the $7 -$13/hour range and vary
depending on hours of operation, type of vehicle and term of contract. Based on this cost
comparison for similar services, the hourly rates provided by MV Transportation , Inc . for
emergency transit service along Alton Road and West Avenue are competitive ; however , the
costs provided should be considered as not-to-exceed costs.
Optional Additional Routes
If approved by City Commission , the contract with MV Transportation, Inc . can include a
provision for optional additional routes to be implemented at the City's sole discretion . One of
these additional routes will be the North Beach Circulator , approved by City Commission at the
September 11, 2013 meeting (Attachment H). In order to comply with the Administration 's
commitment to launch the North Beach Local service by June 2014 , staff is recommending that
the North Beach local service be negotiated as an optional additional route in the contract with
MV Transportation, Inc . Trolleys can be custom-ordered by MV Transportation, Inc .,
manufactured, and delivered in time for the anticipated service begin date. Since the North
Beach Circulator is a permanent service, the private operator will be responsible for storage of
the vehicles at an off-site facility.
Other additional routes could potentially include temporary circulator service during major
special events in the City to mitigate traffic congestion resulting from these events.
RECOMMENDATION
Based on MV Transportation, lnc.'s timely and professional responsiveness , ability to respond
to the City's needs on an emergency basis , impressive record of service with a local
municipality, and competitive hourly service costs , the Administration recommends that the
Mayor and City Commission adopt this Resolution waiving by 5/7th vote , the formal competitive
bidding requirements, finding such waiver to be in the City's best interest and authorizing the
Mayor to execute a contract with MV Transportation , Inc. for provision of circulator services
along the Alton Road-West Avenue Corridors using cutaway vehicles based on the attached

SUBJECT: Term Sheet for the City of Miami Beach EMERGENCY Turnkey
Circulator Service along Alton Road and West A venue.
The following items are the terms to be negotiated and included in the Agreement
between the City of Miami Beach and MV Transportation, Inc. for provision of Turnkey
Circulator Services.
The information listed on this term sheet is to be used for preparing a contract and can be
amended and changed by the parties in these negotiations .
1) The City of Miami Beach and MV Transportation, Inc. will determine which of
the following rates are applicable in this Agreement:
Year 1
a. $58.44 per operating hour per vehicle for services provided by MV
Transportation, Inc. using cutaway buses.
b. $71.77 per operating hour per trolley vehicle for services provided by MV
Transportation, Inc. usmg trolley vehicles provided by MV
Transportation, Inc.
Year2
a. $57.25 per operating hour per vehicle for services provided by MV
Transportation, Inc. using cutaway buses .
b. $70. 72 per operating hour per trolley vehicle for services provided by MV
Transportation, Inc . usmg trolley vehicles provided by MV
Transportation, Inc.
2) The Agreement will be for a term of one (1) year with an option to extend for an
additional year at the City's discretion.
3) MV Transportation, Inc. will provide the following services pursuant to the terms
of this Agreement:
a. It is understood that the Alton Road-West Avenue Circulator Service will
be operated as one (1) continuous loop.
b . It is anticipated that the Alton Road-West A venue Circulator Service will
consist of a total of two (2) vehicles (cutaway buses or trolleys) operating

approximately 16 hours per day (8:00 AM -12:00 AM), Monday -
Sunday , year-round.
L It is understood that the Alton Road -West Avenue Circulator
Service will consist of two (2) vehicles (cutaway buses or trolleys)
operating at a 10-12 minute headway during peak and off-peak
times.
c. Route and Hours of operation are subject to change at the City 's
discretion .
4) MV Transportation, Inc. shall be responsible for providing turnkey circulator
service , including, but not limited to , the vehicles , drivers, fuel , operations,
dispatchers , supervision , maintenance , repairs , and insurances ,
a. MV Transportation, Inc. shall perform all maintenance and repairs at an
off-site facility and in accordance with the Manufactures suggested
maintenance guidelines. Storage of the vehicles will be provided on a
temporary basis by the City in accordance with Item 12 below .
b. MV Transportation, Inc. shall be responsible for the inspection and
cleaning of the exterior and interior of each vehicle on a daily basis prior
to service commencement. Washing of vehicles shall occur at an off-site
facility .
c. MV Transportation, Inc. shall provide drivers , training , and supervision
for the complete vehicle operation at its sole cost and expense .
d. MV Transpo1tation, Inc . will provide and maintain Insurance Coverage in
the amount of $1 ,000 ,000 .00 Combined Single Limit on all vehicles.
e . MV Transportation, Inc . shall provide fuel for the vehicle operations and
shall be responsible for fueling vehicles at a retail fueling location .
5) MV Transportation, Inc . shall provide 2-way radio communication in each vehicle
and a base station at the dispatch location which may be located within a City-
owned facility.
6) MV Transportation, Inc . shall provide GPS tracking in all vehicles. Such GPS
services shall be made av ailable to the City at no cost and the City shall have 24/7
access at all times .
7) MV Transportation, Inc. shall provide Wi-Fi service on board the vehicles and
transmit real-time information through the Miami-Dade Transit next bus mobile
app service.

8) The City will be allowed to sell and install advertising on the interior and exterior
of the vehicles at its sole discretion and the total cost for production will be at the
cost to the City and all revenues for advertising will be retained by the City in
accordance to Section 138-74 of the City of Miami Beach Code .
9) It is the intent of all parties that the vehicles be available for operation upon
commencement of the service and that service begin by February 2014 , as
determined by the City.
10) Routes designated as optional and additional in the operating agreement may be
initiated or discontinued by unilateral action of the City .
11) The vendor shall abide by all local , state , and federal laws regulating the
provision of public transit municipal circulator services.
12) The City will provide overnight storage parking on a temporary basis for the
circulator vehicles during the 18-month period of service . No repairs or
maintenance activities will be allowed at this facility. Following the 18-month
period , at the City 's discretion , the vendor will be responsible for providing
storage off-site.

for the Operation of the Miami Beach Trolley
1. Project Understanding
MV Transportation is pleased to provide Miami Beach Transportation Division, Public
Works Department its statement of qualifications to operate the City of Miami Beach's
Trolley system .
While the City provides a South Beach Local service, the City-wide trolley system remains in
the design phase. The City is currently working with transportation consulting firm Arthur
N. Gaudet & Associates, and seeking a partner that can assist in the implementation and
operation of the following trolley routes, based on the following phased-in schedule:
Immediate implementation
• Alton-West Loop: two (2) trolleys operating on 10-minute headways, for 14 hours per
day, seven (7) days per week.
By June 30, 2014
• North Beach Local Circulator: four (4) trolleys operating on 10-minute headways, for

For more than ten years, MV has operated a seasonal
trolley service for the City of Morro Bay, which links
Downtown Business Districts , Embarcadero, and
State Parks. MV also operates the Beverly Hills
Trolley, a high profile system that tours the City,

MV Transportation, Inc. was founded in 1975, in the San Francisco Bay. The owners and
original founders, Feysan and Alex Lodde, formed an agreement with the City of San
Francisco to provide transportation to persons with disabilities.

terminals to enable effective communication with operators in service.
MV has operated ALEX since its inception in 2001. Pioneered through a
partnership between MV and the City, ALEX was designed to provide fixed route
service using smaller vehicles in residential areas where the streets are too narrow to
accommodate standard-sized transit buses. This free "neighborhood circulator"
service transports passengers in smaller vehicles on a 40-mile route, with stops at
parks, schools, shops, the park-and-ride lot, and the RAPID commuter bus service
station.
MV's tenure in the Phoenix metropolitan area has been marked by a productive
partnership with the City. In addition to the implementation of the ALEX service,
MV has worked with th e City to adjust Dial-a-Ride service and Trapeze parameters
to increase productivity and on-time performance, manage changing ridership

iShuttle (Irvine, CA)
MV has provided the iShuttle shuttle service for the City of Irvine since 2008.
Designed to improve passenger mobility throughout the Irvine community, this
fL"<ed route service connects commercial and residential Irvine locations to Metrolink
train stations, with major destinations including the John Wayne Airport, Irvine
Business Complex, and the Irvine Spectrum arena.
MV operates an d maintains a mixed fleet of 20 CNG vehicles, which are equipped
with automatic passenger counters to assist with passenger data collection . MV uses
its proprietary TimePoint system to track on-time performance, vehicle location, and
to evaluation live and historical system performance. The vehicles are also equipped
with video monitors, which connect with the TimePoint system to display
advertising based on GPS coordinates. This dynamic advertising strategy generates
additional revenue for the City.
The first and only operator of this service, MV is currently in its second contract
term with the City.

Since 2002, MV has provided transportation
services for the City of Beverly Hills, including

Monterey-Salinas Transit (Monterey , CA)
MV has provided transportation services to Monterey-Salinas Transit (MST) since
2004. MST represents a large transportation network covering all of the Monterey
Peninsula and surrounding areas and is now an international tourist
destination. Comprising the MST RIDES ADA and ST Paratransit services, as well
as fixed route, Senior Shuttle, Medical Trips, and Troll ey Services, this network
connects passengers to major areas of interest, including local universities, shopping
centers, hospitals, and tourist destinations. MV provides management, operations,

Management, Cape Cod Regional Trans it Authority (CCRTA)

In July of 2011, MV was awarded a management contract with the
Cape Cod Regional Transit Authority (CCRTA) to manage its transit
system. Spanning a service area of more than 400 square miles, the CCRTA
provides a comprehensive transportation network composed of the following:

Fixed route service within the Cape Cod area;
Dial-A-Ride Transportation (DAR1), which includes general public and ADA
paratransit services, and serves origins and destinations within the 15 towns on
the Cape;
Boston Hospital Transportation (BH1) service, which provides transportation
between Cape Cod and Boston by reservation; and
Summer shuttle and trolley services .
These services are delivered with a fleet of 115 vehicles. Fixed route setvlce 1s
monitored using the NextBus tracking technology, w hile the DART services are
dispatched and scheduled with Trapeze. MV assisted the CCRTA with installation
of a high tech fare b ox system which uses smart card technology to integrate with
Trapeze, m o bil e d ata terminal s, and other proprietary technology to h elp the
CCRTA meet their system-wide goals.
In 2013, MV's management team assisted •vith the planning, design, and
implementation of a pilot program to provide a seasonal intercity rail service
between Boston and Cape Cod for the first time in more than 50 years. Named the
"Cape Flyer," this historic project received numerous national and regional awards,
and the governor of Massachusetts h as publicly stated that the service will be
expanded for the 2014 tourist season.

Anaheim Resort Transit and Toy Story Parking Lot Loop (Anaheim, CA)
MV operates two services for the Anaheim Transportation Network, Anah eim
Resort Transit (AR1) and the Toy Story Parking Lot Loop. MV provides
management, operations, and maintenance for a mixed fleet of 75 propane, CNG,
and LNG trolleys, buses, and cutaways.
MV b egan operating ART in 2009, a fixed route shuttle service that connects visitors
to the Disneyland parks from local hotels . ART comprises 15 interchangeable routes
operating 365 days per year on a 20-minute sc hedule frequency.
In 2010, MV began providing the Toy Story Parking Lot Loop service, a fixed route
shuttle that connects passengers from this auxiliary parking l ot to the Disney parks.
MV's operators and staff are trained to serve as an extension of Disney in order to

I am writing this letter to share how pleased I am that we have MV Transportation as our service
provider for the City of Hialeah Circulator! We have seen the difference that it makes as I have said,
now we have a 'professional company' serving our community.
We have noticed a decrease in the number of customer calls and complaints. I was also impressed at
the level of training I observed being given to the Operators! The Safety Training Program far surpasses
what our previous provider had given to our drivers.
We are in the last year of the contract and are working to renew it for a longer term. Their management
