Christine A. Gudaitis is a shareholder in the law firm ofVer Ploeg & Lumpkin. P.A. She
concentrates her trial and appellate practice in the areas of insurance coverage and bad
faith litigation, representing both individual and corporate policyholders. Ms. Gudaitis
has written extensively on the subjects of insurance coverage and bad faith. and has been
a presenter at various seminars on insurance-related issues. She is admitted to practice
before the Florida Bar and the U.S. District Court for the Southern, Middle and Northern
Districts of Florida, and the United States Court of Appeals for the Eleventh Circuit.
Born in New Jersey, Ms. Gudaitis is a 1990 graduate of Mount Holyoke College and a
2001 cum laude graduate of the University of Miami School of Law. where she was a
Dean's Merit Scholarship recipient. While in law school , she served as a member of the
University of Miami International and Comparative Law Review, the Moot Court Board,
and the Phi Delta Phi Honor Society .
Ms. Gudaitis is a member of the Dade County and American Bar Associations. the
Florida Association of Women Lawyers. the Miami-Dade Justice Association, the
Miami-Dade County Bar Association Construction Law Committee, and the Florida

SUBJECT: REQUEST FOR MODIFICATIO TO THE DESIGN CRITERIA PROFESSIONAL RFQ
SCOPE OF WORK FOR HE MIAMI BEACH CONVENTION CENTER
RENOVATION PROJECT.
BACKGROUND
On February 12, 2014, the Mayor and Commission authorized the issuance of RFQ 2014-
142ME for Design Criteria Professional (DCP) Services for the Miami Beach Convention Center
Renovation.
The Commission Memorandum defined the DCP's scope of services which generates the
Design Criteria Package to have the flexibility to be up to a 30% design; however Section Ill,
Scope of Services (Services) in the RFQ is more restrictive and states the following:
"In broad terms, the design criteria professional will be responsible for
designing and documenting the renovation and expansion program through
the design development stage (30% drawings), commonly referred to as
"bridging documents". (Emphasis supplied)
The RFQ further defines that the professional services shall include, but not be limited to:
• Programming & Conceptual Design Services -By the time the Scope of
Services commences, the available project funding amount will be
established. As a first step, the design criteria professional will work with
the City and the City's cost estimator to evaluate the approach and cost of
various options for implementing Appendix C, creating a renovation and
expansion program that can be accomplished within the available funds,
and assure the MBCC will remain in operation for a selected group of
shows during the construction phase. The design criteria professional shall
provide sufficient documentation to study the various options, assist with
prioritization, work the City's cost estimator to address budget implications,
and make presentations to the City staff and City Commission. In creating
the conceptual design, the design criteria professional shall consult with
MBCC users, as selected by City staff, to seek input.
• Schematic Design Services-In the Schematic Design, phase the design
criteria professional shall provide those services necessary to solidify the
program and prepare documents consisting of drawings and other
documents illustrating the general scope, scale and relationship of project

components for approval by the City.
• Design Development Services -In the Design Development phase the
design criteria professional shall provide those services necessary to
prepare from the approved Schematic Design documents, the Design
Development documents consisting of drawings and other documents to fix
and describe the size and character of the entire project, including
architectural, civil, landscape, structural, mechanical, security, electrical
systems, materials, and such other elements as the City may deem
appropriate.
RECOMMENDATION
The ultimate goal of the City is to satisfy the requirements of CCNA, while maintaining the
option of releasing the Design Criteria Package at the earliest date possible in order to expedite
the construction and delivery of the project.
In order to achieve this goal, City staff requests permission to issue an addendum to the RFQ
allowing the City to modify the DCP's professional services as currently defined.
