Dear Mayor Levine and Members of the City Commission,
With the Commission considering consolidation of certain boards into an expanded
PRFB, we invited members of all the potentially affected boards to our February 5th
meeting. In the event of consolidation it seemed important to get their input on matters
of importance to the members and boards. Stefan Zachar and Stephanie Rosen appeared
on behalf of the Tennis and Rakow Youth Center boards. We very much appreciate city
employee, Carlos DeCruz appearing on behalf of the Golf Committee. From these
members we learned of open items , future desires and concerns, as well as past successes
which were of benefit to the Community. I believe the meeting and exchange of ideas
was productive. We discussed the benefits of a consolidated board, including the fact
many of their issues already come before PRFB.
A very reasonable concern raised, was that micro-issues could get lost in a larger board.
For this reason, extensive discussion was had concerning the need to expand meeting
hours; institute a more formalized structure, including notice requirements so facility
administrators can attend as needed. John Rebar and Julio Magrisso agreed to present
suggestions for such a structure at our upcoming meeting. Parks staff and I also
expressed the belief, that your appointment of six additional members will help keep
us abreast of such issues. My general understanding is the members (some of whom
may have served on the disbanded·boards) are ostensibly to focus on the needs of
individual facilities and programming (such as the Rakow Center, North Shore Park;
Tennis; etc.).
My Personal Reguest to the Honorable, Mayor Levine and Commission:
I believe that a consolidated board made up of residents with the necessary experience,
passion and desire to serve the city, will be of much greater benefit to the City and its
administration. In my two-plus years serving on the PRFB, I have attended numerous
Neighborhoods and Commission meetings were our knowledgeable administrative staff
were asked to present an item, but never asked for their opinions. To this end, when
considering the six members, I respectfully request that any such applicants be vetted
through the appropriate Parks Department staff (ex, Ellen Vargas on behalf of the
Rakow Center) and possibly, John Rebar or Julio Magrisso for an overall view. At a
minimum, they should be consulted. To the extent parks department staff has
worked with the applicants, they should know which board members/applicants are
most knowledgeable, dedicated and best able to fill those positions. (I don 't want to

overly comment on matters of Commission prerogative; but even for reappointments, it
would not hurt to at least consult with the particular board's administrative staff.). I can
understand a concern that staff may want to get rid of a critic, but that appears very
unlikely and I am just suggesting a consultation, with all factors taken into account.
