The purpose of lnvitation to Bid (lTB) No. 2014-144-LR is to establish a contract, by means of sealed
bids, with qualified firm(s)for the purchase of sniper rifles, duty pistols and related accessories for the
Department of Police.
lnvitation to Bid (lTB) 2014-144-LR was issued on March 7,2014. On March 27,2014, five (5) bids were
received in response to the lTB. The bids from Dana Safety Supply, Lou's Police Distributors, lnc., Mile
High Shooting Accessories, EuroCoptic LTD, and SRT Supply lnc., were responsive.
RECOMMENDATION
After review of responses received, it is recommended thatthe lowest responsive, responsible bidder ror
each group be awarded lhe contract: Dana Safety Supply, for Group 1 - Pistols, and Mile High Shooting
Accessories, for Group 2 - Rifles and Related Accessories.

BACKGROUND IN FORMATION
The purpose of lnvitation to Bid (lTB) No.2014-144-LR is to establish a contract, by means of
sealed bids, with qualified firm(s) for the purchase of sniper rifles, duty pistols and related
accessories for the Department of Police.
The contract(s) entered into with the successful bidde(s) shall remain in effect for three (3) years.
The price offered by the Bidder in its Bid Proposal shall remain firm and fixed during the initial three
(3) year term. The City, through its City Manager, shall have the option to renew this contract for an
additional two (2) one-year periods on a year-to-year basis. During the renewal term, the City may
consider an adjustment to price based on changes in the applicable CPI-U index.
ITB PROCESS
ITB No. 2014-144-lR, was issued on March 7, 2014, with a bid opening date of March 27 , 2014.
One ('1 ) addenda was issued to answer to questions submitted by prospective bidders. The
Department of Procurement Management issued bid notices to forty-eight (48) firms utllizing Public
Purchase. Fifteen (15) prospective bidders accessed the advertised solicitation. ln addition, the
Department of Procurement Management sent the ITB document to additional firms not registered
with the Public Group.
The notices resulted in the receipt of five (5) responsive and responsible bids from Dana Safety
Supply, Lou's Police Distributors, lnc., and Mile High Shooting Accessories, EuroCoptic LTD, and
SRT Supply lnc.
The ITB stated that the lowest responsive, responsible bidder meeting all terms, conditions, and

specifications of the ITB will be recommended for award. Veterans and local preferences were
considered during the tabulation of the bids received. However, the one bidder who claimed
veteran's preference was not within 5olo of the low bidder's price.
The Bid Price form was categorized by Group 1 - Pistols and Group 2 - Rifles and Related
Accessories. ln evaluating the bids received it has been determined thatthe lowest responsive and
responsible bid received for Group 1 - Pistols, was received from Dana Safety Supply, in the
amount of $1 0,634.1 2, and for Group 2 - Rifles and Related Accessories from Mile High Shooting
Accessories, in the amount of $68,61 0.1 5
The Department of Procurement Management verified the following:
, Minimum Requirements
1. Bids will only be considered from firms that are regularly engaged in the business
of providing goods and services as described in for a minimum of three (3) years.
Dana Safety Supply has been in business for four (4) years.
Mile High Shooting Accessories has been in business for ten (10) years.
2. Must be authorized by the Manufacturer to sell products specified herein.
Both recommended bidders are authorized to sell the respective products.
The pistols are needed to ensure that the Police Department maintains an inventory of firearms to
issue to personnel who may have their firearm impounded as evidence in an investigation or to
issue to officers whose firearm requires maintenance which may cause the firearm to be removed
from service temporarily. The pistols are also needed by the department to replace those firearms
kept by retirees per the City's Collective Bargaining Agreemenl (CBA) with the Fraternal Order of
Police which requires the agency to allow retirees to keep their issued firearm upon retirement from
the department.
The sniper rifles will replace the current inventory of MacMillan 700 Sniper Rifles which are
approximately 25-30 years old and have exceeded their recommended service life. The requested
sniper rifles will replace the current inventory with the industry recognized "top" sniper rifle for
accuracy in precision marksmanship. The Accuracy lnternational Sniper Rifles requested are widely
regarded as the most accurate, resilient and dependable precision rifles currently available to law
enforcement and military personnel. The additional components requested (Night Force optics;
cleaning kits; titanium muzzle breaks; bipods; cases etc.) are needed to complete the individual
"sniper system" for each individual SWAT Sniper on the team.
CITY MANAGER'S REVIEW
After considering the review and recommendation of City staff, the City Manager exercised his due
diligence and is recommending to the Mayor and the City Commission award the contract to Dana
Safety Supply, for Group 1 - Duty Pistols, and Mile High Shooting Accessories, for Group 2 - Sniper
Rifles and Related Accessories.
CONCLUSION
Based on the aforementioned, theAdministration recommends thatthe Mayor and City Commission
award a contract pursuant to lnvitation to Bid (lTB) No. 2014-144-LR for the purchase of Sniper
Rifles, Duty Pistols and Related Accessories.
