ADMINISTRATION RECOMMENDAT!ON The Administration recommends adopting the North Beach special event fee waiver criteria. BACKGROUND On April 23, 2014 the City Commission adopted Resolution No. 2014-28560 establishing a North Beach Special Event lncentive Program designed to attract events to the North Beach area of the City. The City Commission amended the resolution revisiting the program in 18 months, requested quarterly Letter to Commission (LTC) reports and requested the Administration develop criteria for said fee waivers. The following criteria have been developed: 1. Type of Event a. Special events must take place within the boundaries of the following area: the south side of 63'd Street on the south, the north side of 87th Terrace on the north, the west side of Bay Drive on the west, and the Atlantic Ocean on the east. Events are only allowed in commercial and public spaces; no residential special event permits will be issued. b. The event may be produced by for profit commercial entities or non-profit organization (501(c)3 or 501c(6)) that provides direct services to the community.c. The event must be a new event to the North Beach area. d. The event must be open to the general public, whether by paid admission or not. e. The event must be within one of the City's target categories (i.e. Design and Architecture; Music, Film and Fashion; LGBT; Wine and Food; Cultural Art; Athletic and Fitness).f. All persons or entities interested in conducting a special event must submit an online application (www.eventsmiamibea ) and meet all the requirements to obtain a permit as specified in Section 12-5 of the City Code and as more specifically set forth in the City's adopted Special Event Requirements and Guidelines. 218 City Commission Memorandum North Beach Special Event Fee Waiver Criteria May 21,2014 Page 2 2. Economic lmpact and Promotional Value to the Gity a. Siqnificant lmpact - events that have a track record or a demonstrable potential to provide a significant national and/or international return for Miami Beach in regard to publlcity and visitorship. b. Television Coveraoe - events with confirmed television coverage and viewership from a major network or cable provider. c. Hotel Room Niohts - events with confirmed hotel room nights in Miami Beach with 50 room nights or greater. d. Develooment Areas - events which occur during holidays; programs which help expand the positive impact of tourism the area. 3. Other a. The entity producing the event must be in good standing with the City and be current on all debts. b. The proposed event venue must have a valid license and certificate of use and must not have active code violations. c. Special event permits cannot be issued for ongoing uses that may require City licensing. d. Special event permits cannot be issued for events that are entirely or primarily promotional in nature. A true public benefit must be the focus of the event permit. WHEREAS, in January 2014, the City Administration began efforts to develop a North Beach Economic Development and Revitalization Strategy Planl and WI{EREAS, in March 2014, Mayor Philip Levine created the Mayor's Blue Ribbon Panel on North Beach Revltalization; and WHEREAS, the Mayor's Blue Ribbon Panel on North Beach Revitalization has met weekly and recommended that the City waive special event fees for events that take place in North Beach as a means to incentivize event producers 1o host events in the area; and WHEREAS, the Mayods Blue Ribbon Panel on North Beach Revitalization believes hosting a wide variety of special events will enhance the offerings available for the local residents while also attracting visitors to the area; and WHEREAS, the following criteria have been developed for the waiver of special event fees in the North Beach area: 1. The City Manager shall be charged with the responsibility and authority to approve the waiver of any and all special event fees for events taking place within the following boundaries: the south side of 63'o Street on the south, the north side of 87s Terrace on the north, the west side of Bay Drive on the west, and the Atlantic Ocean on the east 2. All persons or entities interested in conducting a special event must complete an application and meet all the requirements to obtain a permit as specified in Section 12-5 of the City Code and as more specifically set forth in the City's adopted Special Event Requirements and Guidelines. 3. Ihe entity producing the event must be in good standing wth the City and be current on all debts: and WHEREAS, upon satisfaction of the above criteria, the City Manager may waive any and all of the following Special Event Permit Fees: Application Fee, Permit Fee, Use of Public Property Fee, Concession Agreement Fee, Vehicle Access Fee, Park User Fees, Right-of-Way Permit Fees, Lightpost Banners Fees for lightposts in North Beach, Police Department Off-duty Administrative Fees, Fire Departmenl Off-duty Administrative Fees, Parking Department Administrative Fees, and may provide for a Speclal Event Parking Rate. 220 NOW, THEREFORE, BE IT DULY RE$OLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Mayods Blue Ribbon Panel on North Beach Revitalization and hereby establish a North Beach Special Event lncentive Program as set forth herein which is designed to attract and encourage events in the North Beach area of the City, establishing criteria for the Program, and requiring the City Administration to provide quarterly written updates to the City Commission and to revisit the program eighteen (18) months from the adoption of this Resolution.
