Section 2-191 ol the Miami Beach City Code requires that organizational units be created by law or ordinance.
Section 2-191 was amended for the first time since 1999, in February 2014, due to the organizational changes that
had taken place since April 1,2013. When the item was presented to the City Commission for its consideration,
there was a scrivener's error in the title, which mistakenly reflected the Office of Housing and Community
Development instead of the correct title of the Office of Housing and Community Services. The proposed ordinance
seeks to correct this error.
ln addition, there is the creation of the Transportation Department. This standalone department will help to ensure
the safe, secure, and efficient movement of people and goods through a comprehensive transportation system that
provides mobility, livability, and accessibility, and will promote alternative modes of travel, while ensuring
environmental and economic sustainability for our community.
The Administration recommends approving the ordinance.

ADMINISTRATION RECOMMENDATION
The Administration recommends the approval of the ordinance.
BACKGROUND
Section 2-191 of the Miami Beach City Code requires that organizational units be
created by law or ordinance. Section 2-191 had last been amended in 1999, when in
February 2014', an ordinance was presented to the Commission as a result of the
organizational changes that have taken place since the beginning of my tenure, April 1,
2014. Unfortunately, when the item was presented to the City Commission for its
consideration, there was a scrivener's error in the title, which mistakenly reflected the
Office of Housing and Community Development instead of the correct title of the Office
of Housing and Community Services. The proposed ordinance seeks to correct this
error.
ln addition, I am recommending for the creation of the Transportation Department. This

WHEREAS, there currently exists the need to make modifications to the Miami
Beach City Code in order to properly enumerate the existing administrative structure of
the City;
WHEREAS, Section 4.O2 of the Code sets forth the functions and powers of the
City Manager, which include appointing all directors of the several departments now
existing, or to be created, with the consent of the Commission, and to the remove the
same at will, except for the Legal Department and the City's Clerk's Office; and
WHEREAS, the modifications contained herein provide an accurate
representation of the City's administrative structure.
NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
SECTION l. That Section 2-191 of City Code Chapter 2, entitled "Administration," is
hereby amended as follows:
Section 2-191. Enumeration of organizational units.
The administration or organization units of the city shall be as follows:
(a) Office of the citY manager.
(b) Office of the CitY AttorneY.
(c) Office of the CitY Clerk.
(d) Finance depa(ment.
(e) Human resources dePartment.
(f) Building department.
(g) Fire department.
(h) Police dePartment.
(i) Public works dePartment.
C) Code comPliance dePartment.
(k) Office of communications.
(l) Office of budget and performance improvement.
(m) lnformation technology department.
(n) Procurement dePartment.
(o) Transportation deoartment.
(p) Tourism, culture and economic development department.

SECTION2. CODIFICATION
It is the intention of the Mayor and City Commission of the City of Miami
Beach, and it is hereby ordained that the provisions of this ordinance shall become and be
made a part of the Miami Beach City Code. The sections of this ordinance may be
renumbered or relettered to accomplish such intention, and the word "ordinance" may be
changed to "section," "article" or other appropriate word.
SECTION 3. REPEALER
All ordinances or parts of ordinances in conflict herewith be and the same
are hereby repealed.
SECTION 4. SEVERABILIW
lf any section, subsection, clause or provision of this Ordinance is held
invalid, the remainder shall not be affected by such invalidity.
SECTION 5. EFFECTIVE DATE
This Ordinance shall take effect on the
