action: Submit a grant application to the US Department of Justice for the Fiscal Year 2014 Edward Byrne
Memorial Justice Assistance Grant (JAG) program in the approximate amount of $68,128 for local criminal
justice programs that meet the Department of Justice's criteria; appropriating the above grant, funding
request, matching funds, and city expenses, if approved and accepted by the City, and authorizing the
execution of all necessary documents related to the aforestated application, including, without Iimitation,
audits, and authorizing the City Manager or his designee to take all necessary actions related to this grant
and funding request.
ln addition to making this information available to the City Commission, the Administration has also placed
this information on the City's website at: www.miamibeachfl.qov with an opportunity for public comment.

FUNDING REQUEST, MATCHING FUNDS, AND CITY EXPENSES, IF
APPROVED AND ACCEPTED BY THE CITY AND AUTHORIZING THE

Adopt the Resolution.
ANALYSIS
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program (42 U.S.C. 3751(a)) is
the primary provider of federal criminal justice funding to state and local jurisdictions. The
JAG Program provides states and units of local governments with critical funding necessary
to support a range of program areas including law enforcemenl, prosecution and court
programs including indigent defense, prevention and education programs, corrections and
community corrections, drug treatment and enforcement, crime victim and witness initiatives,
and planning, evaluation, and technology improvement programs.
JAG funds may be used for state and local initiatives, technical assistance, strategic
planning, research and evaluation (including forensics), data collection, training, personnel,
equipment, forensic laboratories, supplies, contractual support, and criminal justice
information systems that will improve or enhance such areas as:
Law enforcement programs.
. Prosecution and court programs, including indigent defense.o Prevention and education programs.
. Corrections and community corrections programs.
. Drug treatment and enforcement programs.. Planning, evaluation, and technology improvement programs.
. Crime victim and witness programs (other than compensation).

The Department of Justice requires that priorto application submission the applicant agency
must make information on the JAG grant available to the governing body. As such, a copy
of the Justice Assistance Grant is available and attached as Exhibit A to this agenda item, to
make this information regarding the fiscal Year 2014 JAG application available to the public.
ln addition to this agenda item, information regarding this grant is on the City's website at:
www.miamibeachfl.qovwith an oppo(unityfor public comment. The budgetforthis project
will be $68,128 and it is anticipated that the funding may be used for the city's eligible
technology needs.
Supplanting is prohibited under JAG; applicants cannot replace or supplant non-federal
funds that have been appropriated for the same purpose. However, a unit of local
government may use up to 10 percent of the award, including interest, for costs associated
with administering JAG funds.
The Administration requests approval lo submit a grant application to the US Department of
Justice, Edward Byrne Memorial Justice Assistance Grant (JAG) for FY 2014 funding in the
amount of $68, 128 for local criminal justice programs that meet the Department of Justice's
criteria. This grant does not require matching funds.
CONCLUSION
The Administration recommends that the Mayor and City Commission approve and authorize
the City Manager or his designee to submit a grant application to the US Department of
Justice for the Fiscal Year 2014 Edward Byrne Memorial Justice Assistance Grant (JAG)
Program for funding in the amount of $68,128 for criminal justice programs that meet the
Department of Justice's criteria; appropriating the above grant, if approved and accepted by
the City and authorizing the execution of all necessary documents related to the aforestated
