R7B-Accept Recommendation Complete MB Convention Center Project Within 24-30 MonCOMMISSION ITEM SUMMARY Condensed Title: A Resolution Accepting The Recommendation Of The Finance And Citywide Projects Committee To Complete The Project Within A 24 -30 Months, But Not To Exceed 36 Months; And Further Within That Timeframe To Accommodate As Many Events As Possible As Long As They Could Exist Without Usage Of The P-Lot, With Access To No More Than Two (2) Exhibit Halls. Expeditiously upgrade the convention center to be smart, modern, energy efficient, and which fits local context, ng Data (Surveys, Environmental Scan, etc.): N/A Item Summary/Recommendation : On April 9,2014, Request for Qualifications No. 2014-142ME for the Design Criteria Professional (DCP) services for the Miami Beach Convention Center Renovation was awarded to Fentress Architects. The majority of the construction impact on events is currently anticipated to occur in 2016 and 2017. To begin planning the design and construction of the Convention Center, a policy needs to be established determining which events the City will make efforts to accommodate within the project construction schedule, and which events may be accommodated only if the construction schedule permits. On April 9, 2014 the City Commission referred this mafter to the Finance and Citywide Projects Committee for discussion. On April 30,2014 the Finance and Citywide Projects Committee reviewed and considered the information and separated the discussion into two separate recommendations. The first recommendation is that the timeframe of the Convention Center project not exceed 36 months, but with a goal of completing construction within 24 - 30 months. The second recommendation was for staff to go contact all events on the priority list to determine if they could take place without usage of the P-Lot, with access to no more than two (2) exhibit halls and with limited or compressed load-in/out. Global Spectrum and City staff subsequently contacted the events and discussed the aforementioned parameters and confirmed which event could continue within these constraints and presented the information to the Finance and Citywide Projects Committee on May 20,2014. City staff also presented the anticipated phasing plan (Exhibit "A') that was developed by Fentress to meet the desired construction timeline as directed by the Committee on April 30,2014. The Committee subsequently recommended the City proceed with the proposed phasing plan. The Committee also recommended statf contact all event producers and work with them to accommodate as many events as possible as long as they could exist without usage of the P-Lot, with access to no more than two (2) exhibit halls, exist with construction in progress, and with limited or compressed load-in/out. ANALYSIS On April 9,2014, Request for Qualifications No.2014-142ME for the Design Criteria Professional (DGP) services for the Miami Beach Convention Center Renovation was awarded to Fentress Architects. The construction schedule and booking event calendar both play an integral part in expediting construction while also driving business to the destination. The majority of the construction impact on events is cunently anticipated to occur in 2016 and2017. To begin planning the design and construction of the Convention Center, a policy needs to be established determining which events the City will make effo(s to accommodate within the project construction schedule, and which events may be accommodated only if the construction schedule permits. On April 9,2014 the City Commission referred this matter to the Finance and Citywide Projects Committee for discussion. This decision needs to be made soon to give clients sufficient notice and time to find alternate facilities (if needed). Global Spectrum and the GMCVB will assist them in relocating, again if needed, and will also work to rebook them at a future date. Additionally, this decision needs to be made ln order to expeditiously proceed with the design and construction of the Convention Center. The Finance and Citywide Projects Committee reviewed a complete list of all known and anticipated events at the Convention Center from 2016 - 2018, as well as a draft list of priority events that the Citywould make efforts to accommodate within the project construction schedule. ln developing the draft list of priority events, the City Administration, Global Spectrum, Greater Miami Convention and Visitors Bureau (GMCVB) and StrategicAdvisory Group considered room nights, economic impact, 52 May 28,2014 City Commission Meeting Accepting FCWPC Recommendation Event Booking During Convention Center Renovation Page2 of 2 long term compatibility with the mission of the renovated convention center, and the anticipated construction schedule. WHEREAS, on April 9,2014, Request for Qualifications No. 2014-142ME for the Design Criteria Professional (DCP) services for the Miami Beach Convention Center (MBCC) Renovation (the "Project") was awarded to Fentress Architects and Fentress has immediately begun to develop a preliminary design, a preliminary phasing plan, and a preliminary construction schedule; and WHEREAS, the majority of the construction impact on events to be held in the MBCC is currently anticipated to occur in 2016 and; and WHEREAS, the event calendar plays an integral part in expediting construction; and WHEREAS, on April 9, 2014 the City Commission referred a discussion to the Finance and Cltywide Projects Committee to determine whlch events the City will make efforts to accommodate within the Project construction schedule, and which events may be accommodated only if the construction schedule permits; and WHEREAS, the Flnance and Citywide Projects Committee met on April 30, 2014 and recommended that the tlmeframe of the Project not exceed 36 months, but should be completed in a shorter timeframe, and recommended that staff contact all event producers on the prlority list to determine if they could take place without usage of the P-Lot, with access to no more than two (2) exhibit halls and with limited or compressed load-in/out; and WHEREAS, Global Spectrum and City staff subsequently contacted the event producers and discussed the aforementioned parameters and confirmed which events could continue within these constraints; and WHEREAS, the Finance and Citywide Projects Committee met on May 20, 2014 and after considering the antlcipated phasing plan developed by Fentress, recommended that the City proceed with the proposed phasing plan. The Committee also recommended staff contact all event producers and work with them to accommodate as many events as possible as long as such events could occur without usage of the P-Lot, with access to no more than two (2) exhibit halls, occur while construction is in progress, and with limited or compressed load-in/out. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendatlon of the Finance And Citywide Projects Committee to complete the Miami Beach Convention Center Project within 24 -30 months, 54 but not to exceed 36 months; and further within that timeframe to accommodate as many events as possible as long as such events occurwithout usage of the p-lot, with access to no more than two (2) exhibit halls, occur while construction is in progress, and with limited or compressed load-in/out.
