The City's Police Department requires lease agreement(s) for two-wheel motorcycles to
replace the current motorcycle police fleet. The City requires 17 motorcycles to replace the
current fleet,
With the above stated goal in mind, lnvitation to Bid (lTB) 2015-011-WG, was issued on
October 27,2014, Notices were sent to approximately thirty-seven (37)firms. Following a pre-
bid conference and necessary addenda to clarify ITB requirements and respond to bidder
questions, one (1 ) bid was received on November 21 ,2014 from: Peterson's Harley Davidson
of Miami, LLC. The bid tabulation is attached.
The City Manager has considered the bid received, pursuant to ITB 2015-011-WG, and
recommends that the Mayor and City Commission of the City of Miami Beach, Florida, approve
the award of contract to Peterson's Harley Davidson of Miami LLC, and furlher authorize the
City Manager to negotiate and execute a lease agreement(s) as necessary.
RECOMMENDATION
The Administration recommends that the Mayor and City Commission of the City of Miami
Beach, Florida approve the City Manager's recommendation pertaining to the bid received,
pursuant to ITB 2015-01 1-WG, for the Lease of Police Motorcvcles.

BACKGROUND
The City's Police Department requires a contract for police type, two-wheel motorcycles to
replace the existing motorcycle fleet. The City requires 17 motorcycles to replace the current
fleet.
ITB PROCESS
With the above stated goal in mind, lnvitation to Bid (lTB) 2015-011-WG, was issued on October 27,
2014. Notices were sent to approximately thirty-seven (37) firms. Following a pre-bid conference and
necessary addendas to clarify ITB requirements and respond to bidder questions, one (1) bid was
received on November21,2014 from: Peterson's Harley Davidson of Miami, LLC. The bid tabulation is
attached.
As required in the lTB, bids were evaluated for compliance with minimum qualifications and specification
requirements, includ ing:
1. Minimum Requirements: Bidders shall provide the following:
. Bidder must be an authorized dealer and service provider for the make and model
proposed, and must submit proof of this authorization.
. Bidder shall provide a formal written lease agreement between the City and the bidder
which is acceptable to the City.
Peterson's Harley-Davidson of Miami, LLC met the minimum requirements noted above.

2. Previous Experience: Each bid must be accompanied bya minimum of five (5) separate
references in which three (3) or more are State or local governmental agencies that have five
(5) motorcycles or more (purchased or leased) in their fleet. Reference shall include the name
of the company, a contact person, contact person's e-mail address, the telephone number and
facsimile number.
Peterson's Harley-Davidson of Miami, LLC provided verifiable references and presently
provides satisfactory services to the City.
3. Financial Stability and Strength: The Bidder must be able to demonstrate a good record of
performance and have sufficient financial resources to ensure that they can satisfactorily
provide the goods and/or services required herein.
Peterson's Harley-Davidson of Miami, LLC, has a good record of performance and has the
financial resources to ensure that they can satisfactorily provide the goods andior services
required in the lTB. The bidders latest Supplier Qualifier Report from Dun & Bradstreet
indicates that their financial conditions are good and they have a Supplier Evaluation Risk
(SER) rating of l out of 9 The lower the score, the lower the risk.
CITY MANAGER'S REVIEW AND RECOMMENDATION
The City Manager has considered the bid received, pursuant to ITB 2015-011-WG, and
recommends that the Mayor and City Commission of the City of Miami Beach, Florida,
approve the award of contract to Peterson's Harley Davidson of Miami LLC, and authorize the
City Manager to negotiate, and execute a lease agreement.
CONCLUSION
The Administration recommends that the Mayor and City Commission of the City of Miami
Beach, Florida approve the City Manager's recommendation pertaining to the bid received,
pursuant to ITB 2015-011-WG, for the Lease of Police Motorcycles.
