Data (Surve16, Environmental Scan, etc: N/A Item Summary/Recommendation : The Proposed Beach-walk connection is located along 79 Street between Atlantic Way and the North Beach Recreational Corridor (NBRC) Beachwalk, in the North Shore neighborhood. The new access will comply with ADA Standards to make the connection to the NBRC accessible to those with physical disabilities. The work specified in this project consists of furnishing all labor, machinery, tools, means of transportation, supplies, equipment, materials, services necessary for the construction work on the proposed beachwalk connection along 79 Street between Atlantic Way and NBRC Beachwalk. The work under this Project includes, but is not limited to: installation of approximately 165 square yards of concrete pavers, including concrete headers; installation of Bollard Lights; service point connections; traffic control; and, all ancillary and miscellaneous work for a complete project in accordance with the contract documents. To seek a qualified contractor to complete the desired scope, ITB 2014-229-JR was issued on September 22,2014. Notices were sent to two hundred eighteen (218) contractors, with sixty (60) prospective bidders downloadingthesolicitation. The bid tabulation is attached. Solo Construction, lnc. has been deemed the lowest responsive and responsible bidder meeting all terms, conditions, and specifications of the lTB. The City Manager has considered the bids received, pursuant to ITB 2014-229-JR, and recommends that the Mayor and City Commission of the City of Miami Beach, Florida, approve the award of a contract to Solo Construction, lnc., the lowest responsive, responsible bidder to the ITB; and further, authorize the Mayor and City Clerk to execute the contracts. ITB PROCESS ITB No. 2014-229-JR, was issued on September 22, 2014, with a bid opening date of October 21,2014. Two (2) addenda were issued. The Procurement Department issued bid notices to two hundred eighteen (218) firms utilizing www.publiourchase.com website. Sixty (60) prospective bidders accessed the advertised solicitation. The notices resulted in the receipt of five (5) responses from RPutility and Excavation Corp., Solo Construction, Team Contracting, FHP Tectonics Corp. and GEC Associates. The ITB stated that the lowest responsive, responsible bidder meeting all terms, conditions, and specifications of the ITB will be recommended for award. Veteran Status was considered during the tabulation of the bids received. December 17,2014' , ,. l2 ln its due diligence, the Procurement Department verified the following: 1. Licensing Requirements: Bidders shall be State certified and licensed General Contractors to be considered for award and submit evidence of licensing with their bid. Solo Construction, lnc. is a State certified as a General Contractor. State license number is: CGC1 520347 and expires on August 31,2016. 2. Previous Experience: Bidders shall submit at least three (3) individual references for Concrete Pavers installation and Exterior Lightinq installation proiects durinq the past five (5) vears involving work of similar and comparable value. References must be projects for completed or in progress within the last five (5) years. Solo Construction, lnc. submitted five (5) individual references which exemplify their experience in projects similar in scope and volume to the work indicated in the lTB. 3. Bidder must have the capability to provide a performance and payment bond for the project. The City reserves the right to require performance and payment bonds from the successful bidder. Bidders shall submit a Letter from an A-rated Financial Class V Surety Company, indicating the company's bonding capacity, in the amount not less than one hundred percent of the total base bid amount. Solo Construction, lnc. bid response was accompanied by a letter from Allstar Financial Group, dated November 13,2014. The letter indicates thatthey provide suretyship for Solo construction, lnc. Their Surety is Georgia Surety Co, lnc., d/b/a American Southern lnsurance Company. Georgia Surety Co. lnc. will provide the necessary Performance and Payment Bond in the amount of $87,403.71 for Solo construction, lnc., for the prolect known as 79th Street Beachwalk Extension. 4. Financial Stability and Strength: The Bidder must be able to demonstrate a good record of performance and have sufficientfinancial resources to ensure that they can satisfactorily provide the goods and/or services required herein. Solo Construction, lnc. has a good record of performance and has the financial resources to ensure that they can satisfactorily provide the goods and/or services required in the lTB. Their latest Supplier Qualifier Report from Dun & Bradstreet indicates that they have a Supplier Evaluation Risk (SER) rating of 6 out of 9. The lower the score, the lower the risk. Accordingly, Solo construction, lnc., has been deemed the lowest responsive and responsible bidde(s) meeting all terms, conditions, and specifications of the lTB. CITY MANAGER'S REVIEW AND RECOMMENDATION The City Manager has considered the bids received, pursuant to ITB 2014-229-JR, and recommends that the Mayor and Cig Commission of the City of Miami Beach, Florida, approve the award of a contract to Solo Construction, lnc., the lowest responsive, responsible bidder to the ITB; and further authorize the Mayor and City Clerk to execute the 99 Commission Memorandum ITB 2014-229-JR 79 Street Beachwalk Extension.
