The draft minutes are subject to correction, amendment and approval by the City Commission, with any corrections or amendments to be reflected in those minutes. Approval of the minutes does not constitute the City Commission's substantive approval of actions taken by the Flooding Mitigation Committee, but shall serve only to allow the minutes to assume their essential status as the official record of the proceedings of the Flooding Mitigation Committee. Morales, City Manager December 17,2014 REPORT FROM THE NOVEMB ission 2, 2014 FLOODING MITIGATION COMMITTEE 123 Cb: FLOODING MITIGATION COMMITTEE MEETING MINUTES - Draft NOVEMBER 12,2014 - 5:00 p.m. The City of Miami Beach Flooding Mitigation Committee met on Wednesday, November 12, 2014, al 5:15 p.m. in the City Manager's Large Conference Room. The meeting was called to order by Commissioner Michael Grieco, Vice Chair of the Committee. Commissioners Jonah Wolfson and Joy Malakoff were in attendance. Commissioner Wolfson led the meeting beginning at 5:30 p.m. The minutes of the meeting held on October 8,2014 will be submitted to the City Commission for approval at the November 19,2014 meeting. UPDATE FROM THE MAYOR'S BLUE RIBBON PANEL ON FLOODING AND SEA RISE Eric Carpenter, Public Works Director reported that the City's 1Oth, 14th Streets and Sunset Harbour pump stations are operational and that FDOT has begun to build their station al14th Street. He spoke of pumps to be built at 6th Street, 17th Street, Crespi Boulevard and the placement of a 42" storm line in Sunset Harbour. Bruce Mowry, City Engineer, discussed La Gorce lsland and Normandy lsle issues and the subject of raising streets. Scott Robins, Mayor's Blue Ribbon Panel Chair, asked that designs currently being developed by AECOM showing how to raise the elevations of streets come to the Flooding Mitigation and Mayor's Blue Ribbon Panels before going further within the City. Scott shared that AECOM is looking at deep injedion wells as a way of dealing with flooding. AECOM is conducting a fatal flaw analysis that will show the concept in a worst case scenario. Permitting may be a challenge. Tom Mc Gowan, AECOM reported that they will make a presentation to the Mayor's Blue Ribbon Panel. It was suggested that AECOM and the City meet with the regulatory agencies before this moves further along to better understand what the process might be in attempting to get approvals. ACTION: Staff and consultant were directed to present designs for raising streets to the Committee. ACTION: Staff asked to prepare an upcoming priorities list of projects addressing flooding and sea rise. ACTION: The Committee directed that the Fata! Flaw Analysis of deep injection wells be presented to the Mayor's Blue Ribbon Panel and a report then be presented to the Flooding Mitigation Committee. UPDATE ONGOING PROJECTS David Martinez, Director of CIP gave an update on projects that included Venetian lslands, Lower North Bay Road, Sunsets 3 & 4, Palm and Hibiscus, Central Bayshore Sor-rth and 20th Street. ACTTON: NO ACTION TAKEN INDIAN CREEK DRIVE Joe Jimenez, Assistant City Manager, reported that 1500'of the 6000'feet of sea wall along lndian Creek between, 26th and 41't Streets belongs to the City. The remainder is private property. Raul Aguila shared information on taxing districts and suggested that Trish Walker also be contacted. ACTION: Commissioner Wolfson asked that information on Special Taxing Districts be gathered presented to the Flooding Mitigation Committee. Sth and ALTON There was a discussion on the pumps planned in the area and the need for additional pumps. Projects currently underway do not address the full intersection. ACTION: Public Works to reach otrt to FDOT and ask them to come up with a program to address flooding in the right of way at Sth Street and Alton Road. ADJOURNMENT: The meeting was adjourned at 7:00 p.m. The Flooding Mitigation Committee will meet next on Wednesday, December 10, 2014 al5:00 p.m. in the City Manager's Large Conference Room.
