97-22268 RESO RESOLUTION NO. 97-22268 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE LOAN OF THE "LINCOLN ROAD nME CAPSULE" FOR SAFEKEEPING AND DISPLAY AT THE WOLFSONIAN FOUNDATION. WHEREAS, on December 26, 1996, during construction on Lincoln Road, a time capsule was unearthed; and WHEREAS, this capsule contained memorable items from past events on Miami Beach; and WHEREAS, the City does not have a location to display the capsule and its contents; and WHEREAS, the Wolfsonian Foundation has agreed to exhibit the capsule at its museum at 1001 Washington Avenue, for the enjoyment and viewing of the residents and tourists to the City; and WHEREAS, the capsule will remain on display at the Wolfsonian until such time as the City concludes its discussions and decisions regarding the creation of a Miami Beach historical museum. BACKGROUND: On December 26, 1996, during the construction on Lincoln Road, a capsule was unearthed. This capsule contained memorable items from past events on Miami Beach. Currently, the City does not have a location to display the capsule and its contents. The Wolfsonian Foundation has agreed to temporarily exhibit the capsule for the enjoyment and viewing of the residents and tourists of the City at its museum located at 1001 Washington Avenue, Miami Beach, Florida. The capsule will be in the custody of the W olfsonian until such time as the City concludes its discussions and decisions regarding the creation of the Miami Beach Historical Museum. The City received letters of requests from other institutions and individuals. The Administration evaluated these requests and considers the Wolfsonian offer to be the best alternative for the City. CONCLUSION: Approve the resolution. This letter also acknowledges that Pedro Figueredo, assistant librarian, will pick up the contents of the time capsule on Thursday, March 27, 1997~ Attached is a list of the contents and a condition report on the inventory that Mr. Figueredo prepared during his visit to City Hall for the purpose of documenting the material to be transferred. Because of the fragile and deteriorating condition of capsule's contents, it is extremely important that this material be placed in a secure and climatically controlled environment as soon as possible. Once it is at The W olfsonian, we will evaluate whether selected materials can be temporarily displayed to the public. We can, however, try to prevent complete loss of this historic collection. Should the city desire to assume responsibility of this material in the future, we will be happy to transfer this material back to the city. .". When it was found, you called and asked me for direction. I told you to gather all the pieces, have them put back in the container in which they were found, and deliver them to me (or perhaps to the Clerk) for safekeeping, while I figured out what to do about an "opening" (and possible replacement) . A day or so later, you sent me a message stating that the time capsule was going to be in the Mayor'S office. I figured that the Mayor may have heard about the find and expressed and interest in having the contents displayed in his office, so I did not say anything about the fact that my earlier direction was not to be followed. The next thing I know, the contents of the time capsule and in the hands of PIO, the container has been discarded (or perhaps never retrieved), there is concern by the Clerk about the security of the items (and at least one item, I believe a key, is placed in the Clerk's safe), and the opportunity for an "opening", perhaps with former Mayor Shapiro if he is still alive, is gone. None of this conforms with my original (and sole) directive, and no one ever consulted me again or bothered to tell me the travels of the capsule. Obviously this is not the way to run the airline. There were three workers present: Daniel Zumar,foreman; Jeffrey Brooks, equipment operator, and Carlos Tejada, pipelayer. The capsule was a 5 inch galvanized pipe with threaded caps on both ends. The workers cut it open to reveal the contents. The next day the capsule was presented to the project manager, Nick Fiduccia of S.I. Nicholas. He realized that it was a time capsule and gave Dave Cates the key to the City on December 27, 1996. He collected the papers and other items and and gave them to Dave on December 30, 1996. Landon says the time capsule was a publicity stunt: "They intended to open it at some date or another, but then Wometco was sold." As of Friday, Miami Beach city officials were still trying to decide what to do with the unearthed treasures. "We're trying to find a good home for them," said Miami Beach spokeswoman Nanette Rodriguez. Landon says this may be the first of several finds because burying movie memorabilia was a common Wometco publicity practice. "There are other capsules there, I know it."
