A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING
THE LOAN OF THE "LINCOLN ROAD nME CAPSULE"
FOR SAFEKEEPING AND DISPLAY AT THE WOLFSONIAN
FOUNDATION.
WHEREAS, on December 26, 1996, during construction on Lincoln Road, a time
capsule was unearthed; and
WHEREAS, this capsule contained memorable items from past events on Miami
Beach; and
WHEREAS, the City does not have a location to display the capsule and its
contents; and
WHEREAS, the Wolfsonian Foundation has agreed to exhibit the capsule at its
museum at 1001 Washington Avenue, for the enjoyment and viewing of the residents and
tourists to the City; and
WHEREAS, the capsule will remain on display at the Wolfsonian until such time as
the City concludes its discussions and decisions regarding the creation of a Miami Beach
historical museum.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, authorizing the loan of the "Lincoln Road
Time Capsule" for safekeeping and display at the Wolfsonian Foundation.
PASSED AND ADOPTED THIS 22th DAY OF JANUARY, 1997.

TIME CAPSULE" FOR SAFEKEEPING AND DISPLAY AT THE
WOLFSONIAN FOUNDATION
RECOMMENDATION:
The City Administration recommends to the Mayor and the City Commission to approve a resolution
authorizing the loan of the "Lincoln Road Time Capsule" for safekeeping and display at the
Wolfsonian Foundation.
BACKGROUND:
On December 26, 1996, during the construction on Lincoln Road, a capsule was unearthed. This
capsule contained memorable items from past events on Miami Beach. Currently, the City does not
have a location to display the capsule and its contents. The Wolfsonian Foundation has agreed to
temporarily exhibit the capsule for the enjoyment and viewing of the residents and tourists of the
City at its museum located at 1001 Washington Avenue, Miami Beach, Florida.
The capsule will be in the custody of the W olfsonian until such time as the City concludes its
discussions and decisions regarding the creation of the Miami Beach Historical Museum.
The City received letters of requests from other institutions and individuals. The Administration
evaluated these requests and considers the Wolfsonian offer to be the best alternative for the City.
CONCLUSION:
Approve the resolution.

Dear Mr. Parcher:
This letter is to acknowledge that The Wolfsonian has agreed to the terms and
conditions of the City of Miami Beach resolution "R7D Commission Memorandum
No. 48-97," authorizing the long-term loan of the "Lincoln Road Time Capsule"
for safekeeping and display at The W olfsonian.
This letter also acknowledges that Pedro Figueredo, assistant librarian, will pick up
the contents of the time capsule on Thursday, March 27, 1997~ Attached is a list
of the contents and a condition report on the inventory that Mr. Figueredo
prepared during his visit to City Hall for the purpose of documenting the material
to be transferred.
Because of the fragile and deteriorating condition of capsule's contents, it is
extremely important that this material be placed in a secure and climatically
controlled environment as soon as possible. Once it is at The W olfsonian, we will
evaluate whether selected materials can be temporarily displayed to the public. We
can, however, try to prevent complete loss of this historic collection.
Should the city desire to assume responsibility of this material in the future, we will
be happy to transfer this material back to the city.

Bob, how about an acknowledgement by the Wolfsonian that they agree
with the terms of the City's resolution: safekeep the materials
properly under adequate conditions, etc., and return them to City upon
request in the future. Also, we've had problems w the Wolfsonian
disavowing persons that have spoken for them; therefore, I want the
acknowledgement on Wolfsonian letterhead with statement that the
person signing has been authorized to do so by the Board of the
Wolfsonian.
If they give you any trouble, don't give them the contents and let me
know.

Please help me understand what happened with the time capsule. When
it was found, you called and asked me for direction. I told you to
gather all the pieces, have them put back in the container in which
they were found, and deliver them to me (or perhaps to the Clerk) for
safekeeping, while I figured out what to do about an "opening" (and
possible replacement) .
A day or so later, you sent me a message stating that the time capsule

The key and the former mayors certificate were given to the city
clerk for safe keeping as you directed on Friday December 27 .Even
though he does not have a safe ,he said that he would lock the items
up in his desk .The piece of pipe that was the capsule was not found
and 1S believed to have been discarded prior to the request for its
return on Friday .On Monday December 30 the remaining items were given
to me. I was not able to contact the clerk so I placed these in my
Department for safe keeping. On Tuesday December 31 I left for
vacation and returned to work on Monday January 6. During my absence
PIO contacted my Department and requested access to these items. I do
not recall sending you a message about giving the items to the Mayor's
office. The next time I heard about the capsule was on Saturday
January 4, when I read about it in the Miami Herald.

The capsule was found on December 26, 1996 at approximately 3:30 p.m. when the
contractor was excavating for the storm drainage in front of the old Lincoln
Theater in the 200 Block of Lincoln Road. There were three workers present:
Daniel Zumar,foreman; Jeffrey Brooks, equipment operator, and Carlos Tejada,
pipelayer. The capsule was a 5 inch galvanized pipe with threaded caps on both
ends. The workers cut it open to reveal the contents.
The next day the capsule was presented to the project manager, Nick Fiduccia of
S.I. Nicholas. He realized that it was a time capsule and gave Dave Cates the
key to the City on December 27, 1996. He collected the papers and other items
and and gave them to Dave on December 30, 1996. The capsule itself was
apparently discarded with construction debris.

Julio, I would like to have a chronological list of events of
everything known about the finding and opening of the capsule. I want
to include it with the material found. Dates, times, people involved,
location, how it was found, how it was opened etc., anything that

Bob, how about an acknowledgement by the Wolfsonian that they agree
with the terms of the City's resolution: safekeep the materials
properly under adequate conditions, etc., and return them to City upon
request in the future. Also, we've had problems w the Wolfsonian
disavowing persons that have spoken for them; therefore, I want the
acknowledgement on Wolfsonian letterhead with statement that the
person signing has been authorized to do so by the Board of the
Wolfsonian.
If they give you any trouble, don't give them the contents and let me
know.

for the Cathy Leff, Director of the Wolfsonian, acknowledging the
transfer and 2. An inventory of the time capsule materials. The
inventory was completed in January by a Wolfsonian librarian. An
audit of the actual materials and the inventory will be done on
Monday. The letter and inventory will be filed with the resolution
97-22268 which authorized the loan.

Construction workers hit pay dirt on Beach

"The world premieres were really happen-
ing," Landon said. "There were police escorts,
packed houses and lines around the block.".
Landon says the time capsule was a publicity
stunt: "They intended to open it at some date or
another, but then Wometco was sold."
As of Friday, Miami Beach city officials were
still trying to decide what to do with the
unearthed treasures. "We're trying to find a
good home for them," said Miami Beach
spokeswoman Nanette Rodriguez.
Landon says this may be the first of several
finds because burying movie memorabilia was a
common Wometco publicity practice. "There
are other capsules there, I know it."
