Chapter 2, Article Vll, Division 3 of the City Code of Miami Beach entitled "Lobbyists" requires the
registration of all lobbyists with the City Clerk prior to engaging in any lobbying activity with the City
Commission, any City Board or Committee, or any personnel as defined in the subject Gode sections.
Copies of the City Code sections on lobbyists laws are available in the Office of the City Clerk.
Questions regarding the provisions of the Gode should be directed to the Office of the Gity Attorney.

Beach, Florida, Accepting the Recommendation of the GLBT Business
Enhancement Committee, and urging the Miami-Dade County Clerk of
Courts to begin issuing marriage licenses to same-sex couples
following the expiration, on January 5, 2015, of the stay of the ruling
entered by the U.S. District Court for the Northern District of Florida,
which struck down Florida's statutory and constitutional bans on same-
sex marriage as unconstitutional under the U.S. Constitution

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
GLBT BUSINESS ENHANGEMENT COMMITTEE, AND URGING THE MIAMI.
DADE COUNTY CLERK OF COURTS TO BEGIN ISSUING MARRIAGE
LICENSES TO SAME.SEX COUPLES FOLLOWING THE EXPIRATION, ON
JANUARY 5,2015, OF THE STAY OF THE RULING ENTERED BY THE U.S.
DISTRICT COURT FOR THE NORTHERN DISTRICT OF FLORIDA, WHICH
STRUCK DOWN FLORIDA'S STATUTORY AND CONSTITUTIONAL BANS
ON SAME.SEX MARRIAGE AS UNCONSTITUTIONAL UNDER THE U.S.
CONSTITUTION.
WHEREAS, the City of Miami Beach ("City") has demonstrated a commitment to equality
for LGBT individuals by prohibiting discrimination against LGBT individuals, establishing a
Human Rights Committee to hear charges of discrimination, maintaining a domestic partnership
registry, providing employment benefits to domestic partners of City employees and their
children, mandating that City contractors provide employment benefits to the domestic partners
of their employees, and reimbursing City employees who pay extra federal income tax for
domestic partner health insurance benefits; and
WHEREAS, on June 11, 2014, the Mayor and City Commission voted to direct the City
Attorney's Office to draft an amicus curiae brief in support of the Plaintiffs in all cases
challenging Florida's statutory and constitutional bans on same-sex marriage; and
WHEREAS, on August21,2014, the U.S. District Court for the Northern District of
Florida ("District Court") entered an order granting a preliminary injunction, which declared
Florida's statutory and constitutional bans on same-sex marriage unconstitutional under the Due
Process and Equal Protection Clauses of the U.S. Constitution; and
WHEREAS, the District Court stayed its ruling until the end of the day on January 5,
2015, and both the District Court and the U.S. Court of Appeals for the Eleventh Circuit denied
the State's requests to extend the stay; and
WHEREAS, various Clerks of Courts across the state have indicated that, starting on
January 6,2015, they will start issuing marriage licenses to those same-sex couples who apply
for marriage licenses; and
WHEREAS, the Miami-Dade County Clerk of Courts has not yet indicated whether he
will start issuing marriage licenses on January 6,2014; and
WHEREAS, the GLBT Business Enhancement Committee voted on December 9,2014,
based on the City's continuous support for the LGBT community and the City's score of 118 on
the Human Rights Campaign Municipal Equality lndex, to recommend that the Mayor and City
Commission urge the Miami-Dade County Clerk of Courts to begin issuing same-sex marriage
licenses on January 6,2015.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby urge
the Miami-Dade County Clerk of Courts to begin issuing marriage licenses to same-sex couples
following the expiration, on January 5,2015, of the stay of the ruling entered by the U.S. District
Court for the Northern District of Florida, which struck down Florida's statutory and constitutional
bans on same-sex marriage as unconstitutional under the U.S. Constitution.
