Re: Proposal to Repair Overflowing Stormwater Forcemain on Belle Isle
Mr. Rivas,
As per your request, Southern Underground Industries has reviewed the plan excerpts you
provided and we visited the site to observe the overflow condition and surrounding area. It
appears that each time the stormwater pump station turns on the water is conveyed through
a24" DIP force main to a diffusion-type inlet approximately 100 feet east of the seawall on
the south side of the Venetian Causeway. From this structure to the seawall, the pipe
reduces in size from a 24" to an 1 8" DIP force main which connects with a concrete collar
to the existing 18" RCP outfall pipe. As you know, this constriction of pipe diameter
causes the stormwater under pressure to overflow through the manhole inlet cover in the
bike lane.
Our opinion is that the connection of an inlet to this forcemain system is not appropriate
given the volumes and pressures running through the pipe. It is our recommendation that
this inlet opening be eliminate d, the 24" DIP force main connected to eh 1 8" force main
and to fill the structure with grout and abandon. This approach, however, will require for
the curb & gutter, and sidewalk, to be repitched from the bridge to the intersection
(approximately 150 LF) to allow for rain water to be conveyed to the nearest inlet around
the comer as there will no longer be an inlet at this location. The following scope of work
has therefore been considered.
SCOPE OF WORK: Labor, equipment, and material necessary to install:
24" 45 bends, a24" xl8" Reducer, and sleeves as required. (see sketch)
Based on this scope of work, Southern Underground Industries proposes to complete this
work for a lump sum price of $85,275.00 and we will need 3-4 weeks to complete all work.

Re: Proposal for Water Main Extension on 14th Street, from Alton Road East to Alley
Mr. Rivas,
Southern Underground Industries has reviewed the plans you provided and we have
prepared the following proposal. As per the plans and our discussions the following is a
general summary of the scope of work. Please note that due to the project completed by
Bergeron in this area, there is a portion of existing asphalt that is l4" thick. This proposal
includes saw cutting this asphalt and restoring with 12" of limerock and 2" asphalt patch
restoration.
SCOPE OF WORK: Labor, equipment, and material necessary to install, including:
Based on this scope of work, Southern Underground Industries proposes to complete this
work for a lump sum price of $34,000.00 and we will need 2-3 weeks to complete all work,

ln order to complete flooding mitigation projects as quickly as possible, while minimizing construction
disruptions, the Mayor's Blue Ribbon Committee on Flooding and Sea Level Rise passed a motion at its
December 2,2014 meeting that the City Manager be granted authority to waive work hour restrictions,
noise restrictions, and work day restrictions with respect to each project. This waiver will allow City
contractors on flooding mitigation projects to schedule work around the clock (including weekends) and
effectively complete construction work within a shorter project schedule.
Pursuant to Section 46-156 of the City Code, the City Manager has the authority to issue temporary permits
to allow noise when produced by a temporary use or activity, including construction activities undertaken
pursuant to a valid building permit. Section 46-156 also allows the City Manager to authorize any
necessary construction activities to occur earlier and/or later than the hours of construction provided in
Section 46-156 based upon a finding that:
1. There are no reasonable alternatives; and
2. There are no prior code violation adjudications or fines and no pending construction noise
violation cases against the property owner, contractor, or the construction site; and
3. There is a significant community need, public purpose or benefit; and
Based upon the Blue Ribbon Committee's recommendation, and the findings set forth in this Resolution,
the City Manager requests that the City Commission direct him to issue any and all temporary permits
(including direction to automatically renew such permits), as required, pursuant to the authority vested unto
him under Code Section 46-156, for flooding mitigation projects throughout the City.

Commission hereby accept the recommendation of the Mayor's Blue Ribbon
Committee on flooding and direct the City Manager to issue temporary permits, as
required, in accordance with City Code Section 46-156, for flooding mitigation
projects throughout the City being carried our pursuant to a valid building permit to;
such permits to 1) permit construction activities to occur earlier and/or later than as
otherwise provided in Section 46-156; and 2) as a result of such construction
activities, to allow noise which would othenruise be prohibited under the City's Noise
Ordinance; and provided further that the City Manager shall, in issuing such
temporary permits, prescribe such conditions, as he reasonably deems necessary,
