ATTENTION ALL LOBBYISTS
Chapter 2, Article VII, Division 3 of the City Code of Miami Beach entitled "Lobbyists" requires the
registration of all lobbyists with the City Clerk prior to engaging in any lobbying activity with the City
Commission, any City Board or Committee, or any personnel as defined in the subject Code
sections. Copies of the City Code sections on lobbyists laws are available in the Office City Clerk.
Questions regarding the provisions of the Ordinance should be directed to the Office of the City
Attorney.

SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, URGING THE FLORIDA
LEGISLATURE TO AMEND THE PROVISIONS IN CHAPTER 339 OF
THE FLORIDA STATUTES TO REDUCE THE NUMBER OF VOTING
MEMBERS ON METROPOLITAN PLANNING ORGANIZATIONS AND
ADDING THIS ISSUE TO THE CITY OF MIAMI BEACH'S LEGISLATIVE
PRIORITIES FOR 2015.
Pursuant to the request of Mayor Philip Levine, the above-referenced Resolution is
submitted for consideration by the Mayor and City Commission. ln order to increase the
efficiency and effectiveness of Metropolitan Planning Organizations (MPOs) in the
State, this Resolution urges the Florida Legislature to reduce the membership on
MPOs. The Resolution also adds this issue to the City's list of Legislative Priorities for
2015.

THE CITY OF MIAMI BEACH, FLORIDA, URGING THE FLORIDA
LEGISLATURE TO AMEND THE PROVISIONS IN GHAPTER 339
OF THE FLORIDA STATUTES TO REDUCE THE NUTUBER OF
VOTING MEIIiBERS ON METROPOLITAN PLANNING
ORGANIZATIONS AND ADDING THIS ISSUE TO THE CITY OF
iilAm! BEACH'S LEGISLATIVE PRIORITIES FOR 2015.
WHEREAS, the federalgovernment has established Metropolitan Planning Organizations
("MPOs") to ensure transportation planning compliance in urbanized areas such as Miami-Dade
County; and
WHEREAS, in addition, the Florida Legislature, in Chapter 339 of the Florida Statutes, has
established requirements for MPOs to develop plans and programs that will encourage and promote
the safe and efficient management, operation, and development of surface transportation systems
that will serve the mobility needs of people and freight and foster economic growth and development
within and throughout urbanized areas of the State; and
WHEREAS, pursuant to Section 339.175 of the Florida Statutes, the voting membership of
an MPO may consist of up to 25 apportioned members; and
WHEREAS, the Governing Board of the Miami-Dade MPO is currently comprised of 13
Miami-Dade County Commissioners, a Miami-Dade Expressway Authority (MDX) representative
appointed by the Governor, a Miami-Dade County School Board Representative appointed by the
Governor, an elected official from each of the 6 municipalities in Miami-Dade County with a
population over 50,000, a representative from a municipality appointed by the Governor, one non-
elected public official appointed by the Governor, and 2 non-voting members from the Florida
Department of Transportation; and
WHEREAS, in recent years the voting membership of an MPO has increased from up to 19
apportioned members to up to 25 apportioned members; and
WHEREAS, in order to function more efficiently and effectively, the membership of MPOs in
the State of Florida should be reduced and this issue should be added to the City of Miami Beach's
Legislative Priorities for 2015.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby urge the
Florida Legislature to amend the provisions in Chapter 339 of the Florida Statutes to reduce the
number of voting members on Metropolitan Planning Organizations and this issue is hereby added
to the City of Miami Beach's Legislative Priorities for 2015.
