C4E-Ref- LUDC - Grade Elevations For New Constructiong MIAMIBEACH City of Miomi Beoch, 1700 Convention Center Drive, Miomi Beoch, Florido 33139, www.miomibeochfl.gov COMMISSION MEMORANDUM TO: Mayor Philip Levine and Members FROM: Jimmy Morales, City Manager DATE: June 10,2015 SUBJECT: REFERRAL TO THE LAND USE & DEVELOPMENT COMMITTEE - DISCUSSION REGARDING GRADE ELEVATIONS FOR NEW CONSTRUCTION BACKGROUND The City of Miami Beach is in the process of addressing sea level rise with enhancing the City's stormwater systems and raising street elevations. The building codes dictate that finish floor elevations are built at base flood elevation. However, there is a disconnect between the building codes and City Code when it comes to setting the exterior grades to the property. ln the event that a new building abuts a street without a sidewalk, the exterior property grades are determined by the Director of Public Works. ln the event a sidewalk exists, the Code dictates the property grades which can be out of character with the surrounding properties and do not reflect any ability to increase grades in anticipation of rising sea levels. A process needs to be created to allow for reasonable accommodation.
