The software is sold on a per facility basis and includes the following modules: iParc Professional Revenue Control iParc Professional Debit Access Control iParc Professional Count and Monitoring iParc Professional Credit Card Suite iParc Professional Business Alerts iParc Professional Negotiated Fee IParc Professional Webclient Facilities can be managed remotely from a central location using the web client software. The software for each facility is comes with a 5 user license for the web client. Additional user licenses can be purchases in sets of 10 and is listed on the cost sheet. *The OPUSsuite Cloud based solution is an option to help centralize information and provide a user friendly interface for the customer to manage a garage or multiple garages. This subscription based service is a per garage fee based on the number of transactions in each garage. The feature is an overlay to the IParc that can be implemented at any time. For more information please see the product specification sheets in section 3. 1.1 Other Items Additional Documentation (Servers) The solution provided requires the use of 2 servers per garage in order to meet PCI compliance standards. One server will handle parking applications and another as a dedicated credit card server. The servers to be used are the Dell R-320 (tower version also available). For more information please see the product specification sheets in section 3. 1.2 Other Items Additional Documentation (Validation Solution) The solution provided reccomends the use of Amano McGann’s eParcSuite to handle all validation needs. The suite is made up of 3 modules. eParcVal for validating single parking tickets using an online interface and applying the discount to the customers orginal ticket. eFlexPrint allows managemetn to mass produce validations in multiple different denominations to be distributed individually or in bulk. Validations can be printed from the eFlexPrinter or sent via email. eFlexPass allows management to assign a timeframe to a single pass. Timeframes can range from a few hours to several months depending on operational n eeds. Also, passes can be customized to allow multiple uses for in and out privledges. Like eFlexPrint validations created using eFlexPass can be printed for distribution or sent to the customer via email. Validations can be applied at all devices equipped with the Flexscan barcode reader. For more inormation please see the product specification sheets in section 3 1.3 Additional Documentation (Weatherproofing) Amano McGann equipment is designed to withstand all types of extreme weather. Amano McGann equipment has been sucessfully deployed from coast to coast with weather ranging fro m sunshine to rain to snow and everything in between. In the specific case of the City of Miami Beach we believe the following features will help address the concerns of the specific climate. Amano McGann’s OPUS series equipment is powdercoated to prevent rust from occurring. Several devices include heaters that can help control humidity. Signage packages are highly customizable and will depend entirely on the customers needs. Signage packages can range from basic in - lane instructional signage (which begin at $400.00) to signage packages that address the entire facility. 1.4 Other Items Additional Documentation (Signage cont.) Signage can be a project onto itself. Great care should be taken in designing a cohesive signage and wayfinding package. This is critical to deploying a successful, automated, remotel manged parking soltuion. Based our experience deploying this type of solution throughout the country we have developed a catalog of signs to fit most any need and the expertise to design whatever else may be necessary. Amano McGann’s graphic designers can guide the city in selecting the right package for each facility and a full themed systemwide signage package that meets all the city’s needs. 1.5 Other Items Additional Documentation (Intercoms) The solution provided recoomends the use of Stentofon VOIP intercoms at each ticket dispensor and revenue device. The intercoms at each garage will dial back to a master station at each local garage office. Once the city’s Central Command Center has been completed we will be able to reroute the intercoms to the center. For more inormation please see the product specification sheets in section 3. Proposed Solution 2. Proposed Solution 2.1 System Scope Amano McGann is pleased to provide the City of Miami Beach this proposal for a Parking Access and Revenue Control System (PARCS). The goal of this system is to provide a seamless revenue collection process that provides the highest in equipment reliability, ease of use, and aesthetics , while focusing on providing the ultimate customer experience. Our solution is easily expandable, so additional technologies of interest can always be adapted to the location to keep the parking operation on the cutting edge. Amano McGann is providing a PARCS solution that is PCI/PA-DSS compliant and offers flexibility in payment options. This Amano McGann solution represents a shared vision with our customers to present the parking patron with modern, well designed equipment and systems that include all the convenient features and functionality demanded by parking facilities today. Our solution will depend on the needs of the current and future operations in all ten city garages. The solution provided will be a powerful, feature rich, cost-effective and fully-automated, while still being customer friendly and easy to use. Amano McGann brings a large amount of not only technical experience but also operational experience, specifically with major cities. Based on this experience we suggest that the primary equipment mix be a combination of the OPUS 7800 Pay on Foot stations (accepting cash/coins/credit card) and the OPUS 4700 ExpresParc in-lane exit stations (credit card only). We feel this is the best solution operationally in high traffic garages in order to keep traffic flow moving. Our OPUS 7700 Pay in Lane (cash/coins/credit card) can also be used effectively but can slow down traffic flow. Garages that see less traffic may be best served by only having an OPUS 7700. The exact product mix and quantity of each product would be based on the city’s specific operational needs that have not been defined yet. The Entry Terminal will provide a credit-card size thermal printed, encrypted 2-D data matrix barcode ticket when the “Push for Ticket” button is depressed by the patron and the terminal is armed by the presence of a vehicle on the arming inductance loop. Once a ticket is dispensed and retrieved by the patron, the unit will pulse the barrier gate to allow entry. The Entry Terminal is capable of handling two boxes of tickets (5,000 tickets per box) and will automatically pull from the second box if the first runs out of tickets. Upon activation of the second box of tickets, an “L” shows on the LCD display and a low ticket alarm is triggered at the central server. This alarm can also be linked to the Amano McGann iParc Professional Business Alerts module so that the alarm situation can be delivered in real -time to the appropriate individual, notifying them of the need of a service action. The OPUS-2000 Series Entry Terminal includes voice guided announcements, a 5.7” LCD display and LED flashing blue lights that will guide the patron through the entry transaction process. If desired, the unit can also provide a programmable greeting. VoIP capability also allow the patron to request assistance at any point during the transaction. OPUS-7800 Series Central Pay-on-Foot Station Amano McGann will provide an OPUS-7800 Series Central Pay-on-Foot Station accepting cash, coin, credit card, and validations. The Pay Station is capable of dispensing bills (up to three (3) denominations) and coins (up to four (4) denominations). Included with the Central Pay-on-Foot Station is the ability to recycle notes and coins with up to three (3) recycling coin hoppers and (3) recycling note dispensers which can be configured to your specific requirements. Additionally, the Pay Station includes a note vault and a coin vault. When a payment is made, the OPUS-7800 re- encodes the encrypted 2-D data matrix barcode ticket with the payment time so that it may be presented at the Exit Terminal for egress from the facility. A customer friendly graphical user interface (GUI) with voice announcements and lighted queues help make the payment transaction as simple as possible. The patron will have the option to request a printed receipt and will be given a set, field-programmable grace period (determined by the owner) to exit the facility. VoIP capability also allow the patron to request assistance at any point during the transaction. Negotiated Fee capability allows operations staff to modify rates or h andle lost tickets transactions. OPUS-4700 Series ExpressParc Exit Terminal Most exit lanes will be equipped with an OPUS-4700 Series ExpressParc Exit Terminal. This terminal accepts prepaid tickets, processes credit cards in real time, and accepts validations for payment. Once the fee has been satisfied the terminal or exit station will pulse the gate for exit. This unit also provides a 5.7” LCD display, LED flashing blue lights, and voice announcements to help the patron through the payment process. VoIP capability also allow the patron to request assistance at any point during the transaction. Negotiated Fee capability allows operations staff to modify rates or handle lost tickets transactions from a central remote location. OPUS-7700 Series Pay-in-Lane Exit Station Amano McGann will provide an unattended OPUS-7700 Series Pay-in-lane Station in select exit lanes. This unit accepts cash, and credit card, and validations as payment. This system can also process cancelled tickets, lost tickets and service tickets. The Pay-in-Lane Station is capable of dispensing bills up to two (2) denominations. Additionally, the station includes counterfeit bill detection and rejection. A lighted guidance system with touch screen display helps make the payment transaction as simple as possible. VoIP capability also allow the patron to request assistance at any point during the transaction. Negotiated Fee capability allows operations staff to modify rates or handle lost tickets transactions from a central remote location. OPUS-4800 Series Credit Card Only Pay-on-Foot Station Amano McGann will provide an AMG-4350 Credit Card Only Pay-on-Foot Station accepting credit cards and validations. Each unit will validate the patron’s ticket, process payment and re -encode encrypted 2-D data matrix barcode ticket to be used in the exit lane for egress. The patron will have a set, field-programmable grace period to exit the facility. Amano McGann Pay-on-Foot Stations provide enhanced revenue collection and control, as well as increased exit lane throughput at your exit plaza. VoIP capability also allow the patron to request assistance at any point during the transaction. Negotiated Fee capability allows operations staff to modify rates or handle lost tickets transactions from a central remote location. AMG-1800 Series Direct Drive Gate Amano McGann recommends that the entry and exit lanes be fitted with AMG -1800 Direct Drive Barrier Gates. The Direct Drive Barrier Gate is free of belts thus virtually eliminating maintenance on the torque motor. The gate features straight or folding lightweight aluminum gate arms that balance revenue control and safety. The gate’s bounce back technology and rubberized edge provides added protection to reduce the possibility of damage or injury to vehicles or pedestrians. Another advantage to this type of gate is the convenience of the gate arm raising automatically in the event of a power failure. Each gate includes a dual channel vehicle detector that will connect to the saw-cut inductance loops. The AMG-1800 gates in the entry lanes will also house a lane controller communication board that will serve all devices on each island. These boards relay lane activity data in real-time to the central server and specifically the Card Access and Count Monitoring Module. The Count Monitoring Module provides the mechanisms to trigger full signs, disable ticket dispensers, and other control functions that are driven by facility count thresholds. FlexScan Barcode Technology Fully-integrated FlexScan Barcode scanners will be installed in applicable Entry and Exit devices. These devices can be used in conjunction with pre-paid online passes, event systems, discounted parking programs, barcode validations, reservation parking, online validations, and pay b y phone applications. The fully-integrated FlexScan scanner allows the owner to add flexibility now and add a multitude of unique solutions down the road , if desired. Additional charges may apply for software interfaces for programs that ownership may want to implement. VoIP Intercoms Integrated Commend VoIP intercoms will be installed in applicable Entry, Exit, and Pay-on-Foot devices. VoIP intercoms are IP addressable and provide crystal clear 16 kHz audio clarity. The intercoms use Digital Signal Processing to provide superior speech quality, noise cancellation, and automatic volume adjustment for optimum performance. Additionally, the intercoms can be combined with Amano IP pinhole cameras in each device to provide a comprehensive customer service environment in which a customer service associate can see, hear, and communicate with a patron in the lane. This solution also provides an additional layer of revenue integrity as the service associate can often identify any problems the patron is having and correct them without having to remote vend the gate for free egress. CCTV Amano McGann provides a complete line of security systems and solutions to help secure your parking facility, protect patrons and assets, and centrally manage large multi-site applications. HD cameras pinhole IP cameras can be included in equipment to view activity in the lane as well as assist customers with validating any credentials such as disabled parking placards. Lane overview cameras and LPR cameras, while not a part of this solution can also been integrated at a later date. Facility Management Software The iParcProfessional Facility Management Software includes the following modules: Revenue – The Revenue module will track and record all aspects of revenue based activity in the facility. Hundreds of reports can be easily generated by the system. Many of the repor ts can be set to automatically email to a select individual or group of people at pre-defined times using the Business Alerts (BA) feature, included with iParcProfessional Software. BA’s may also be used to send alerts on almost any of the alarm situations available in the system. The alerts are in email format and can be sent to any computer or electronic device. Alarms such as the facility is “full,” ticket dispenser needs tickets replenished, and gate arm in the up position for an extended period of time are just a few that are available for activation. Debit Access – The Debit Access module manages the monthly parking program of the facility. The module is credential based and the customer information that is associated to the credential can be entered into the system. The Parker Database allows for entry of information such as home a ddress, business address, multiple vehicles, license plates and other data. Depending upon the agreement between the individual and parking management, access rights are assigned. Virtually an unlimited number of access groups can be created based upon facility needs. Each credential can have multiple access groups assigned to it so that all access needs are handled. All activity is tracked in the software for historical reporting. In addition to managing the monthly parker group, the Debit Access module allows parking management to set up programs where value is decremented by use or dollars. Individuals would deposit value to their credential and then use the value as they enter and exit the facility. This type of program decreases the amount of consumables required to operate the facility as fewer tickets and receipts are used. An Accounts Receivable module can also be added to automate the payment process. Count/Monitor – The Count/Monitor Software module provides facility control functionality to ownership and management and critical availability information to their potential clients. A robust set of standard management reports allows operations personnel to get real-time and historical information on each garage. The system tracks facility counts, monthly counts, and transient availability. These differential and non -resettable counts are collected and available in real-time in order to make critical operational decisions and display that availability to the public. The lane count and activity monitoring, remote lane controls, programmable macros, and interface to ePark are available. The software also controls remote access to gates, lot full signs, and other devices. Credit Card Suite – The Credit Card (AMSCharge) module is hosted on a separate PC, per PCI/PADSS standards, that facilitates the processing of credit card transactions via a high speed tunnel. Amano McGann recommends facilities provide a business grade broadband connection (static IP address required) with a minimum upload of 3 Mbps and download of 10 Mbps. A connection with this speed and throughput should provide credit card transaction times of approximately 4-6 seconds. This system is PCI/PA-DSS compliant and verifies that a credit card is valid in real-time before approving the transaction. Negotiated Fee - This module allows for a command center or customer service center for both automated central pay and exit pay applications. A management individual with appropriate administrative rights can push a predetermined rate to an automated payment device for a patron who is having an issue. When the rate is pushed to the device, the patron is prompted to complete the transaction by providing payment. Upon successful completion of the transaction, the payment device performs the proper function to allow exit of the patron. 2.3 Other System Functionality eParcVal Amano McGann’s eParcVal Online Validation System is based on a web application that connects to the host server system. The validating entity may be a merchant store, a building tenant, an internal department, etc. A web browser is used to login to an onlin e account and apply validations. The system allows for full personnel control, audit reporting, emailing and printing of barcode validations. This system will provide the ability of individuals, with proper sign in credential, to generate a barcode validation at their desk printer. No special printer is required. Based upon the user name and password entered, the user will be taken to their account screen and they will be allowed to generate the barcode based upon their agreement with ownership. Standard discounts of the Amano McGann system are programmable choices. The barcode validation coupon can be presented to a FlexScan scanner in or connected to an Ex pressParc Exit Station, Pay-on-Foot Station, or Fee Computer after the transaction ticket has been read and the fee is displayed. The appropriate discount will be applied and the rate will be adjusted accordingly. eFlexPass eFlexPass integrates with iParcProfessional Parking Management Software and Amano McGann’s FlexScan QR400® barcode readers. Upon entering or exiting the facility, patrons simply scan their eFlexPass at the FlexScan reader for access. In the event that a patron overstays their allotted t ime frame, the pre-set overcharge rate will be applied prompting the patron to pay an overstay charge before exiting the facility. Facility management control is amplified due to the system’s ability to track each individual eFlexPass by name and email ad dress. eFlexPrint eFlexPrint allows parking facility management to set customized validations for system users to print in bulk quantities or instantaneously print validations for customers, as needed. eFlexPrint integrates with iParcProfessional Parking Management Software and works in conjunction with Amano McGann’s FlexScan QR400® barcode readers. It features a large high contrast display with backlight which allows important information about connections to be shown very clearly. The IP station supports open standards and is compatible with STEnToFon Alphacom, STEnToFon Pulse and iPBXs using SIP technology. When working in Alphacom mode, the IP station supports special services only available using the STEnToFon ccoIP protocol, Alphacom server. Examples of services are emergency broadcast with volume override, ccTV integration, call priority, and Alphanet multisite networking and STEnToFon event scripting. like all STEnToFon stations, this IP desktop station features superb audio quality. This is enabled through a set of advanced technologies such as active noise filtering, acoustic echo cancellation, wide band audio codec, and high power audio outputs. The IP station has an integrated managed data switch providing advanced networking and security features.
