Morales, City Manager DATE: May 6, 2015 SUBJECT: MEETING OF THE SUSTAI rTY AND RESTLTENCY COMMTTTEE (SRC) ON WEDNESDAY, APRIL 22, 2015 A meeting of the Sustainability and Resiliency Committee was held on Wednesday, April 22,2015 in the Commission Chambers, 3rd Floor of City Hall. Commissioners in attendance: Commissioner Michael Grieco, Commissioner Micky Steinberg, and Commissioner Joy Malakoff. Members from the administration and the public were also in attendance The meeting was called to order at 5:05 PM 1. Mayor's Blue Ribbon on Flooding and Sea Leve! Rise Update AFTER.ACTION Scott Robins, Committee Chairman presented the item. Mr. Robins provided an update on the April 1 4,2015 Mayor's Blue Ribbon Panel. Bruce Mowry, City Engineer provided an update on current flooding projects throughout the City including the ongoing installation of pump stations. He explained that sections of lndian Creek Drive are still experiencing flooding and alternative options are being explored prior to the next king tide event. Commissioners Grieco inquired about the deterioration condition of the seawalls in this area. Elizabeth Wheaton, Assistant Building Director explained that an option that is being considered for this concern is the installation of a retention wall that would be closer to the roadway. An easement from FDOT could allow for the expedition of this process. David Martinez, CIP Director provided an update on ongoing capital improvement projects throughout the City related to flooding. He added that community meetings are continuously held in order to keep residents informed. He also explained that projects on the Venetian lslands' have run into difficulties due to ongoing problems with the bridge and concerns with encroachments from private properties. MOTION: NO ACTION TAKEN. 2. Referral to consider alternative trash receptacles in high-traffic areas. Commission ltem C4C, January 27,2015 (Requested by Commissioner Grieco) Page 1 of 3 Agenda ltem C(o B oate s-6-l f3 AFTER.AGT!ON Joe Murphy, Senior Vice President for Big Belly Solar presented Big Belly receptacles to the committee. He explained that the company is requesting permission from the city to conduct a client assessment report. He also added that City of New Orleans is a current client that has not encountered problems with the receptacles regarding foul odor as a result of high temperatures and humidity. Mr. Murphy further explained that the receptacles have been successful during periods of high traffic volume. Commissioner Malakoff expressed interest in possibly starting a pilot program of 20-25 big belly receptacles and would like to research into finance options. Commissioner Grieco added that the Chief Operations Officer in New Orleans provided positive feedback on his experience with the product. Members of the public addressed the committee. MOTION: Move fonrard with allowing Big Belly to conduct a client assessment report which would include financing options. Motion made by Commissioner Malakoff, seconded by Commissioner Steinberg. 3. Referral regarding the woosh smart water stations network proposat Commission ltem C4G, March 11, 2015 (Requested by Commissioner Grieco) Elizabeth Wheaton, Assistant Building Director - Environment and Sustainability AFTER.ACTION Alfredo Gonzalez with Woosh Smart Water Systems presented Woosh Water Stations to the committee. He explained that this system could serve an option to reduce single use plastic. He added that they are prepared to conduct a full presentation to the commission if necessary. Commissioner Malakoff expressed that she is interested in the concept of reducing the use of plastic bottles but is concerned about adding additional "street furniture" in the city. Mr. Gonzalez explained that whoosh would work with the City to determine the best locations for the water stations to reduce obstruction. Raul Aguila, City Attorney clarified that Model A within the Whoosh proposal states that "the city will assist the pilot project with initial financing, and will be entitled to a revenue share from the project" and that it is not feasible option because the City cannot loan money to private entities. Members of the public addressed the committee. Mr. Gonzalez added that the first phase would include a pilot program with an initial number of stations for certain of time. He explained that Woosh is currently working with the City Attorney's office on sole sourcing the product. MOTION: Woosh Water Systems will work with the City staff on developing a pilot program. Once the outline of the pilot program is established, it will be presented to Commission. Motion made by Commissioner Steinberg, Seconded by Commissioner Malakoff. Page 2 of 3 4 4. Referral regarding the Blueways Master Plan Commission ltem R7J, March 11, 2015 (Requested by Commissioner Grieco) AFTER.ACTION John Rebar, Parks and Recreation Director presented the item. He explained that Greenspace and the Environment and Sustainability Division collaborated on developing standards for the Blueways Master Plan. Elizabeth Wheaton explained that standards were added at the recommendation of the committee and included sustainable components such as signage, planting pallets, fumiture and other elements. She added that the Blueways is also continuously included in the discussion of upcoming City projects such as the establishment of water taxis. Commissioner Malakoff expressed concerns regarding the bicycle rack standards. She explained that the racks presented are not visually pleasing and that alternative options should be considered. Commissioners in attendance: Commissioners Joy Malakoff, Michael Grieco and Ed Tobin. Members from the Administration and the public were also in attendance. THE MEETING OPENED AT 1:00 P.M. 1. Discussion Regarding Short Term Vacation Rentals and Commercia! Use of Residential Properties. Item R91, September 10,2014 (Requested by Mayor Levine) AFTER.ACTION Aleksandr Boksner, First Assistant to the City Attorney, and Robert Santos-Alborna, Code Compliance Assistant Director, presented this item. Aleksandr Boksner stated that this was an effort to address the continual commercial use of single-family household dwellings, specifically commercial events and commercial parties. The last time the item was before the committee, there was a request to increase the fine amount and the period of time to have enhanced penalties. Aleksandr Boksner said the penalty provisions have been modified to the following: First offense violation will be a $5000 fine; Second offense will be a $15,000 fine; Third offense will be a $25,000 fine; a Fourth and subsequent offense will be subject to a $ 45,000 fine. The violations are effective if it all recurs within a 24 month period versus the original 18 month period. MOTION: By Commissioner Greico to move in positive recommendation. Seconded by Commissioner Steinberg. RECOMMENDATION: Commissioner Greico brought up the issue of large vessels that are docked in residences and parties that take place on these vessels. He asked that language for the commercial use of docked vessels be included in the enforcement plan. Aleksandr Boksner said he did not believe that was the appropriate section to include the language for that issue since the section dealt with land development regulations, specifically single family homes and commercial use. Discussion Regarding The Status Of City Funds Given To The Wolfsonian-FlU Museum. Item C4M, February 11, 2015 (Requested by Commissioner Tobin) AFTER-ACTION Kathie Brooks, Assistant City Manager, informed the Committee that this item will be deferred until July at The Wolfsonian's request. ltem Deferred to July 31 ,2015. Proposed Route And Service Plan For The Middle Beach Trolley. Item C4B, April 15, 2015 (Requested by Transportation) AFTER.ACTION Jose Gonzalez, Transportation Director, presented this item. Jose Gonzalez said the aim of this item was to have an interconnected citywide unified trolley system that goes from South Pointe to North Beach. The Middle Beach Trolley will connect the North Beach loop to the South Beach local. Two routes, Middle Beach Trolley route and Collins Link, were presented to the Commission. Jose Gonzalez said that the Middle Beach Trolley route (in red) could be implemented sooner and had the greatest potential. The Middle Beach Trolley would serve 44th street on the north, and Mount Sinai on the west, the hub on Lincoln road in the area between Collins Avenue and Washington on the south end, and the old Publix on Dade Boulevard. Jose Gonzalez also said the trolley would travel within the Mount Sinai campus and back out. The route would operate counterclockwise since Collins Avenue operates northbound and lndian Creek operates southbound. Jose Gonzalez said that he received support from the County in favor of the Middle Beach Trolley route. Jose Gonzalez said the hours of operation would be from 6am to midnight. Collins Link, the blue route on the map, would connect to the North Beach loop. Jose Gonzalez said the county had concerns with Collins Link route in that there is already a lot of service in that area, however the county is in favor of the Middle Beach Trolley route. MOTION: Continued to the May 29,2015 Neighborhoods Community Affairs Committee Meeting. RECOMMENDATION: Commissioner Tobin asked for the Transportation Department to send over the headway data for North Beach as soon as possible. Commissioner Greico told Jose Gonzalez that taking a survey of passengers or a conducting a study would show the County Commission that this trolley expansion would perform a service to passengers that the County does not already provide. Commissioner Tobin recommended that staff conduct individual briefings. Waive Bid To Repurchase Shelter Beds At Miami Rescue Mission. Item C4A, April 15, 2015 (Requested by Housing and Community Seruices) 3. 4. 8 5. AFTER.ACTION Maria Ruiz, Director of Housing and Community Service, presented this item. Maria said that the Miami Rescue Mission was one of the City's four current shelter providers, and their current contract expires September 30th of this year. Maria Ruiz said that the Miami Rescue Mission was the most flexible with homeless people who could be placed in these shelters, for how long they could be placed, and the conditions they may come in. Maria Ruiz said that Miami Rescue Mission was willing to renew their contract at $16.60 per bed, per day, which is $6.62 less than the next lowest providing shelter. MOTION: By Commissioner Steinberg to repurchase shelter beds at Miami Rescue Mission, at the suggestion of Commissioner Malakoff. Seconded by Commissioner Grieco. Discussion Regarding Naming The Accessible Beach And Playground At Allison Park, 65th Street And Gollins Avenue, Sabrina's Beach and Playgiound At Allison Commission ltem C4l, April 15,2015 (Requested by Commissioner Tobin) AFTER-ACTION Chris Makos, Director of the Sabrina Cohen Foundation, presented this item. Chris Makos informed the Commission that next month there would be a pre-ribbon cutting unveiling of the playground, Chris Makos brought up signage concerns in and around the park and in the neighborhood which would identify it as a full accessible beach, as well as concerns about acknowledging donors for the programming and activities at the site. MOTION: By Commissioner Grieco to table this item. Seconded by Commissioner Tobin. RECOMMENDATION: By Commissioner Malakoff to have a wall of donor names in the Pavilion building, such as there are in museums and symphony halls. City Attorney, Raul Aguila, said both Commissioner Tobin's recommendation of having a donor wall and Commissioner Malakoffs recommendation for the Pavilion Building were legally feasible. Raul Aguila asked Chris Makos to contact Debora Turner in the Office of the City Attorney for a detailed explanation of the naming ordinance. Discussion Regarding The Continuation of The Alton-West Trolley Route Commission ltem C7K, January 14, 2015 (Requested by Com missioner Malakoff) AFTER.ACTION Jose Gonzalez, Transportation Director, presented this item. Jose Gonzalez reminded the Commission that the Alton-West Trolley loop was implemented and permitted by the County solely as a traffic mitigation strategy in connection with the FDOT Alton Road Reconstruction Project. Jose Gonzalez said the Alton Road Reconstruction Project is anticipated to be completed by August of this year, and the temporary license for the Alton-West loop expires in July. Jose Gonzalez said he would like to approach the county with one-month extension to operate the Alton-West trolley up until August when the FDOT terminates. Due to the fact that the Alton-West trolley must terminate as well, the NCAC Commission had previously asked Transportation to come up with Alton-West trolley 6. 9 7. route alternatives if the City were to continue the service to the South Beach area, under a different name. Jose Gonzalez presented alternatives 1a and 1b. MOTION: Recommendation by Commissioner Greico to move alternative 1b, with alternative 1a as a back-up for financial reasons and to bring the item back to the next Commission. Seconded by Steinberg. Monthly Crime Statistics Report. Commission ltem R9D, April 13,2011 (Requested by Commissioner Tobin) AFTER.ACT!ON Mark Causey, Police Major, discussed this item with the committee. Major Causey informed the Commission that based on the spike of robberies, he had reassigned afternoon and midnight Crime Suppression teams (CST) to target the entertainment and south districts. According to Major Causey, from April 6th to April 19th there was a620/o reduction of crime. ln addition, Major Causey said that PD will be requesting additional resources for the entertainment district along with another CST team specifically for North Beach for the upcoming 2016 budget. Commissioner Joy Malakoff reiterated what City Manager Jimmy Morales had said in the previous Commission meeting, which was to close the entertainment area's outdoor bars and cafes al2am to assist in suppressing crimes in that area. Major Causey agreed and said that more than 20o/o of crimes happen between 1 1pm and 2am. Major Causey said his goal was to lower the amount of intoxicated victims walking down the street in the early morning. Major Causey also informed the committee that Phase 1 of the Beach Closure Gate project starts this week and the installation would start today (April 21, 2015). MOTION: NO ACTION TAKEN.
