Miami Beach United Board of Directors Resolutions for City Commission meeting 9.03.2025 RSC Sponsored by Fernandez -9:25 am Second Reading Public Hearing ORDINANCE AMENDMENT CLARIFYING THE PENAL TIES FOR BUSINESSES THAT REPEATEDLY OPERATE WITHOUT PROCURING THE REQUIRED LOCAL BUSINESS TAX RECEIPT Miami Beach United OPPOSES this ordinance which would dilute current penalties from a mandatory thirteen (13) month prohibition on the issuance of any BTR for third offenses to instead authorize the City Manager to impose this prohibition only by showing that the violation was knowing and willful. This places an undue burden on the City Manager to determine if the vendor's inaction to obtain a BTR is willful or non-willful. It is highly subjective and burdensome on the City Manager since there is already an appeals process in place by the Special Magistrate. Miami Beach United believes this ordinance should have been noticed as a Residents Right to Know item as it will negatively affect residents who are repeatedly subject to establishments that violate BTR regulations. RSE Sponsored by Fernandez -9:40 am Second Reading Public Hearing ORDINANCE AMENDMENT TO REQUIRE A PROSPECTIVE BULK OWNER OF RESIDENTIAL CONDOMINIUM UNITS TO PROVIDE NOTICE TO RESIDENTIAL UNIT OWNERS OF ANY PRESENT OR PENDING APPLICATION, OR OTHER REQUEST, TO AMEND THE COMPREHENSIVE PLAN OR LAND DEVELOPMENT REGULATIONS IN CONNECTION WITH A PROPOSED REDEVELOPMENT OF THE CONDOMINIUM PROPERTY Miami Beach United SUPPORTS this ordinance seeking to further protect Condominium owners from aggressive or predatory buyout practices. 1 R5P Sponsored by Meiner-10:45 am First Reading Public Hearing ORDINANCE AMENDMENT FURTHER RESTRICTING COMMERCIAL VESSEL ACTIVITY AT PUBLICLY OWNED MARINAS BETWEEN THE HOURS OF 7 PM AND 7 AM DAILY. Miami Beach United SUPPORTS this change in the curfew for commercial charters. Despite increased enforcement by the Police and Code Enforcement, persistent problems with misconduct justify the need to further restrict commercial charter activity. R5S Sponsored by Dominguez -10:52 AM First Reading Public Hearing ORDINANCE AMENDMENT PROVIDING AN EXCEPTION, FOR A NINE MONTH PILOT PROGRAM BASIS, TO PERMIT AN ADULT RIDING AN ELECTRIC BICYCLE WITH A CHILD 16 YEARS OLD OR YOUNGER TO OPERA TE SUCH ELECTRIC BICYCLE ON THE BEACHWALK AND OTHER SPECIFIED AREAS UNDER CERTAIN CONDITIONS Miami Beach United OPPOSES this Pilot Program. There is already a huge enforcement problem with E-Bikes, E-Scooters, and other electric conveyances on pedestrian walkways. Adding exceptions to the existing rules would further exacerbate this problem. We would prefer to see our existing bike lanes made safer for E-vehicle circulation . R7 J Sponsored by Suarez, Magazine, Fernandez RESOLUTION DIRECTING THE CITY ADMINISTRATION TO CREATE AND DEPLOY A SPECIALIZED TASK FORCE SINGULARLY FOCUSED ON ENFORCEMENT OF THE CITY'S CAMPING ORDINANCE AND OTHER QUALITY OF LIFE OFFENSES, DURING THE DAYTIME AND THE NIGHTTIME HOURS, WITH PRIORITY TO BE GIVEN TO THE AREAS OF LINCOLN ROAD, WASHINGTON AVENUE, COLLINS PARK, ALTOS DEL MAR PARK, AND THE BEACHWALK. Miami Beach United SUPPORTS this resolution to strengthen the enforcement of the camping ordinance and enhance the overall quality of life for both individuals and the broader community. This effort aligns with the City's compassion-driven goals, ensuring that affected individuals are offered alternative accommodations through resources provided by the City and County, ultimately promoting a more dignified and supportive living environment. 2 R7N Sponsored by Bhatt and Magazine A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE CITY ADMINISTRATION TO (1) ASSERT AND MAINTAIN COMPLETE CONTROL OVERALL ASPECTS OF CITY- SPONSORED SENIOR EVENTS (SENIOR HOLIDAY PARTY, SENIOR PROM, SENIOR SUMMER BASH, AND THE SENIOR POLICE BALL), INCLUDING ENFORCING ADMISSION REQUIREMENTS AND ALL ASPECTS OF THE EVENTS PROGRAMMING; (2) LIMIT ATTENDANCE TO MIAMI-BEACH RESIDENTS WHO ARE 55 YEARS OF AGE OR OLDER AND CITY EMPLOYEES (INCLUDING CITY ELECTED OFFICIALS AND OUTSIDE CONTRACTORS) NECESSARY TO STAFF AND EXECUTE THE EVENTS, INCLUDING PROGRAMMING AND ENTERTAINMENT; AND (3) ENCOURAGE ALL ATTENDEES TO REFRAIN FROM CAMPAIGNING FOR ANY POLITICAL OFFICE OR CAUSE WHILE ATTENDING THE EVENTS. Miami Beach United SUPPORTS this ordinance which protects the integrity of City- sponsored senior events such as the Senior Holiday Party, Senior Prom, Senior Summer Bash, and the Senior Police Ball. Senior events should be welcoming, enjoyable, and free from political influence to ensure they serve their intended purpose: community, connection, and celebration . The City should control all aspects of these events and limit attendance to Miami Beach residents aged 55 and older, and only allow attendance by_City employees, elected officials, or contractors whose participation is essential to the event 's success. Keeping politics out by encouraging all attendees to refrain from campaigning or promoting any political office or cause during these events . ALL City sponsored spaces and events should be politics free . Our seniors deserve respectful, apolitical spaces where they can relax, socialize, and enjoy the community they helped build because senior events should be about people, not politics. MBUNews MBU Board Update Miami Beach United President Clare McCord has resigned due to a medical issue that will prevent her from completing her term. She will serve as Special Advisor to the Board. Vice President Robert Selsam will serve as Acting President for the remainder of this year. We wish Clare a speedy recovery and thank her for her continued service . 4
