This Amendment No. 6(the"Amendment")to the Memorandum of Understanding("MOU"),made
and entered into on November 21, 2019, by and between the City of Miami Beach, Florida,
("CMB")and North Bay Village, Florida("NBV"),for the implementation of a STEAM Plus program
at Treasure Island Elementary School, is entered into this_day of , 2025.

RECITALS
WHEREAS, on January 16, 2019 the Mayor and City Commission adopted Resolution
No. 2019-30690, authorizing the City Manager and City Clerk to execute a grant agreement with
the Friends of the Bass Museum, Inc. (the "Bass") for the implementation of a Beta Test for a
Science, Technology, Engineering,Arts, and Mathematics("STEAM")Plus Initiative program(the
"STEAM Plus Program")with all six Miami Beach public schools (kindergarten - 12th grade)and
six local cultural institutions for the 2018-19 school year;
WHEREAS,on July 17,2019 the Mayor and the City Commission adopted Resolution No.
2019-30906,authori2ing the City Manager and City Clerk to execute a new grant agreement with
the Bass for implementation of the STEAM Plus Program with all six Miami Beach public schools
(kindergarten- 12th grade)and six local cultural institutions for the 2019-20 school year;
WHEREAS, the Mayor and City Commission also approved, via Resolution No. 2019-
30906, a STEAM liaison for each of the six public schools;
WHEREAS,on September 11, 2019, the Mayo�and City Commission adopted Resolution
No. 2019-30955, which modified Resolution No. 2019-30906 and provided the following, in
material part: (i) approval of an amended grant agreement with the Bass, adding six additional
cultural institutions to the STEAM Plus Program, (ii) approval of the addition of Treasure Island
Elementary School to the STEAM Plus Program, with NBV contributing no less than 50% of the
anticipated cost to implement the program for the 2019-20 school year, with CMB's contributions
not exceeding $9,000.00, and (iii) adding a STEAM liaison for the Treasure Island Elementary
School program, for a fee not to exceed $1,000.00 per school year;
WHEREAS, on November 21, 2019, CMB and NBV entered into that certain
Memorandum of Understanding (the "MOU") agreeing to provide a STEAM Plus Program at
Treasure Island Elementary School, commencing as of the 2019-20 school year, with two (2)
additional one (1) year renewals by the mutual agreement of the parties, based upon the same
terms;

WHEREAS, on April 5, 2021, CMB and NBV executed Amendment No. 1 to the MOU,
agreeing to provide a STEAM Plus Program at Treasure Island Elementary School for the 2020-
21 schooi year;
WHEREAS, on September 2, 2021, CMB and NBV executed Amendment No. 2 to the
MOU, agreeing to provide a STEAM Plus Program at Treasure Island Elementary School for the
2021-22 school year;
WHEREAS, on July 28, 2021, the Mayor and City Commission adopted Resolution No.
2021-31776,authorizing the City Manager to execute an agreement with NBV to fund fifty percent
(50%) of the STEAM Plus Program at Treasure Island Elementary School, with a total CMB
contribution not to exceed $9,000.00, for an initial term of one (1) year and two (2) one-year
renewal terms, at the option of the City and subject to funding approval by the City Commission
during the budgetary process for each fiscal year, commencing during fiscal year 2022-23;
WHEREAS, instead of executing a new MOU, as approved pursuant to City Commission
Resolution No. 2021-31776, the parties agreed to amend the existing MOU to extend the term of
the MOU to include the 2022-23 school year, subject to further extension by mutual agreement of
the parties, for up to two (2)additional one-year terms;
WHEREAS, on September 16, 2022, CMB and NBV executed Amendment No. 3 to the
MOU, agreeing to provide a STEAM Plus Program at Treasure Island Elementary Schvol for the
2022-23 school year;
WNEREAS,on October 26, 2023,CMB and NBV executed Amendment No.4 to the MOU,
agreeing to provide for a STEAM Plus Program at Treasure Island Elementary for the 2023-24
school year;
WHEREAS, on September 12, 2024, CMB and NBV executed Amendment No. 5 to the
MOU,agreeing to provide for a STEAM Plus Program at Treasure Island Elementary for the 2024-
25 school year(the MOU, as amended by Amendments 1 through 5, shall be collectively referred
to herein as the "MOU"); and
WHEREAS, CMB and NVB wish to extend the MOU by an additional year to provide the
STEAM Plus Program at Treasure Island Elementary for the 2025-26 school year.
NOW THEREFORE, in consideration of the mutual promises and conditions contained
herein, and other good and valuable consideration, the sufficiency of which is hereby
acknowledged, the City and Consultant hereby agree to amend the Agreement as follows:
1. ABOVE RECITALS.
The above recitals are true and correct and are incorporated as part of this Amendment.
2. MODIFICATIONS.
The Agreement is hereby amended (deleted items s��k--�k�re�k� and inserted items
underlined)as follows:
(a) The MOU is hereby extended through and including the 2025-26 school
year.

(b) Paragraph 3 of the MOU is hereby deleted in its entirety and replaced with the
following:

2026-2027 school vear. Anv extensions of this MOU shall be memorialized
in writinq pursuant to an amendment to the MOU. siqned bv all Parties.
3. RATIFICATION.
Except as amended herein, all other terms and conditions of the MOU shall remain
unchanged and in full force and effect. In the event there is a conflict between the provisions
of this Amendment and the MOU, the provisions of this Amendment shall govern.

WHEREAS, the Education Compact reflects the desire of the Miami Beach community to
support excellence in the City's public schools; and
WHEREAS, the Education Compact currently addresses and supports the following
priority areas: Teacher RecruitmenU Retention; Communication, Parental InvolvemenUFamily
Support, Youth and Community Engagement, Health and Well-Being, Student Achievement,
Safety and Technology; and
WHEREAS, on April 15, 2015 the Mayor and City Commission adopted Resolution No.
2015-28997, which directed the Administration to expand the Compact to address the following
areas: Earfy l.eaming, Extracurricular/Choice Offerings and Afterschool Programming; and
WHEREAS, the City has entered into contracts with M-DCPS and other organizations for
the following initiatives: Voluntary Pre-kindergarten (VPK) at Miami Beach Fienberg Fisher K8
and Biscayne Beach Elementary, Dua( Enrolfinent Expansion through partnerships with Flarida
lntemativnal University and Miami-Dade College at Miami Beach Senior High School and Miami
Beach Nautilus Middle School and an Afterschool Teen Program at Miami Beach Nautilus Middle
School; and
WHEREAS, the Science, Technology, Engineering, and Mathematics ("STEM") to
Science,Technology, Engineering,Arts, and Mathematics("STEAM")movement has been taking
root over the past several years and is surging forward as a positive model of action to truly meet
the needs of a 21 st century economy; and
WHEREAS, STEM alone, without the Arts component, misses several key components
that many employers, educators, and parents have voiced as critical for our children to thrive in
the present and rapidly approaching future; and

WHEREAS, STEAM is an educational approach to learning that uses Science,
Technology, Engineefing, Arts, and Mathematics as access points for guiding student inquiry,
dialogue and criticai thinking; and
WHEREAS, the end results of the STEAM education approach are students who take
thoughtful risks, engage in experimental learning, persist in problem-solving, embrace
collaboration and work through the creative process; and
WHEREAS, given the expanded approach offered by STEAM, the City of Miami Beach
has explored options to help promote the deployment of a STEAM initiative in Miami Beach Public
Schools and, as part of this effort, the City Manager and the Mayor of Miami Beach met with M-
DCPS Superintendent,AlbeRo Carvalho, to explore the oppo�tunity to deploy STEAM as part of
the regular school curriculum in the 2018-19 school year; and
WHEREAS, the Bass Museum of A�t reached out to the City with a coordinated approach
that involves multiple cultural institutions in the City; and
WHEREAS, on January 16, 2019, the Mayor and City Commission adopted Resolution
No. 2019-30690, authorizing the City Manager and City Clerk to execute a grant agreement with
the Friends of the Bass Museum, Inc. (the"Bass")for the implementation of a beta test(the"Beta

WHEREAS, the schools included Biscayne Beach Elementary, Miami Beach Fienberg
Fisher K8, Miami Beach Nautilus Middle, North Beach Elementary, Miami Beach Senior High
School and South Pointe Elementary� and
WHEREAS, the STEAM Plus Program is intended to inspire students to engage and
prepare in science, technalogy, enginaering, arts,and mathematics to work with cultural anchors
to infuse theatre, visual arts, dance, and music in traditianal class offerings; and
WHEREAS, the"Plus"component af the STEAM Plus Program is the City's pilot prog�am
to promote career and college readiness; and
WHEREAS, the 2018-19 Beta Test provided survey data for continued STEAM
programming with 82.9°/a of school administrator responses requesting that the program continue
(41 responses total), and 95.0% of parent responses requesting that the program continues (61
responses total); and
WHEREAS, on July 17, 2019, the Mayor and City Commission adopted Resolution No.
2019-30906, authorizing the City Manager to execute a second grant agreement (the "Second
GrantAgreement")with the Bass for the implementation of the STEAM Plus Program for the 2019-
20 school year with all six Miami Beach public schools (kindergarten — 12th grade)and six local
cultural institutions, for an initial one-year term, with iwo ( 2)one-year renewal terms, at the City
s option, subject to funding approval during the City's annual budgetary process; and
WHEREAS, an amendment to the Second Grant Agreement provided for a partnership
with the Town of Narth Bay Village to fund fifty(50) percent of the cost to implement the STEAM
P}us Program at Treasure Island Elementary School; and

WHEREAS,on December 2, 2020 the Mayor and City Commission amended Resolutions
No. 2Q19-30906 and No. 2019-30955 to adjust the budget to include Hack Shack as a cultural
provider and to allow for lesson pian development for Fiscal Year 2019-20, in the amount of
$2,013, and approved and authorized the City Manager to amend the Second Grant Agreement
with the Bass to include this educational enhancement for the 2019-20 School Year; and
WHEREAS, on July 28, 2021, the Mayor and the Commission approved Resolution No.
2021-31776 authorizing a third grant agreement (the "Third Grant Agreement')with the Bass for
the 2022-23 school year, extending the terms of the Second Grant Agreement for another year
through September 30, 2023, in the total sum not to exceed $372,000 annually, for an initial term
of one(1)year with two(2)one-year renewal terms, at the option of the City and subject to funding
appropriation and approval by the City Commission during the budgetary process for each fiscal
year; and
WHEREAS, on August 1, 2024, the City and the Bass entered into a fourth grant
agreement (the "Current Grant Agreement") with the Bass for the STEAM Plus Program
throughout the 202425 school year.
WHEREAS, on September 25, 2024, the Mayor and Commission approved Resolution
No. 2024-33294 reallocating $50,000 from the outsourced management of the STEAM Plus
Program by the Bass to enable the City to directly develop, implement and manage the Steam
Plus Program; and
WHEREAS, on April 7, 2025 the City Manager issued a Letter of Termination to the Bass
Museum, exercising Article I1, Section 2(B)of the Current Grant Agreement, thereby terminating
said agreement effective June 1, 2025; and
WHEREAS, the City Manager recommends (i) modifying Resolution No. 2021-31776,
which authorized an agreement with the Bass for the implementation of the Miami Beach STEAM
Plus Program for public schools,to reassign the management responsibilities for the STEAM Plus
Program to the City Administration, and (ii) authorizing the negotiation and execution of any
agreements or documents related to the City's direct administration of the STEAM Plus Program
for public schools (kindergarten — 12`� grade) for the 2025-2026 school year, with previously
approved funding,and for subsequent school years,at the option of the City and subject to funding
appropriation and approval by the City Commission during the budgetary process for each fiscal
year.

On December 2, 2020 the Mayor and City Comm�ss�on amended Resolutions No. 2019-30906
and No. 2019-30955 to adjust the budget for Hack Shack to allow for lesson plan development
for Fiscal Year 2019-20, in the amount of$2,013,and approved and authorized the City Manager
to amend the Agreement with the Bass Museum of Art to implement the educational enhancement
for the 2019-20 School Year.
On July 28, 2021 the Mayor and the Comm�ss�on approved Resolution 2021-31776 authori2�ng a
new agreement for the 2022-23 school year and extended the current agreement with The Bass
for an additional year through September 30, 2023, in the total sum not to exceed $ 372,000
annually, for an initial term of one (1)year with two (2) one-year renewal terms, at the option of
the City and sub�ect to funding appropriation and approval by the City Commission dunng the

The STEAM Plus program conUnues to expand and provide enrichment to Miami Beach youth.
At the end of ths 2024-25 school year,the program was supported by T cultural partners in seven
(7j Miami Beaeh public schao�s. By engaging students around the subjects of Science,
Technalogy, Engineering, Art and Math, the STEAM Pius pro�ram aims to spark an interest and
life-long appreciation of the arts and sciences in children, from an ea�iy age.
By April 2025,the program had reached 3,002 Miami Beach youth,which is approximately 50.7%
of the Miami Beach (K-12� public school student population and saw a 37.68°/a increase in
students served when compared to the pilot year(2,180 vs. 3.002).
Each public school in the STEAM pr�gram eams STEAM designations from Miami-Dade Caunty
Public Schoals of either gold, silver, ar bron2e.
The 2024-25 Mid-Year report included in Letter Eo Commission #236-2025 dated June 9, 2025
provides more detailed intormation on the STEAM Plus program impact at the seven (7) publ�c
schools overall (Attachment D).

WHEREAS, tfie end results of the STEAM education approach are students who take
thoughtful risks, engage in experimental leaming, persist in problem-solving, embrace
coilaboration,and worlc through the creative process; and
WHEREAS, given the expanded approach offered by STEAM, the City of Miami Beach
has explored options to help promote the depbyment of a STEAM Initiative in Mlami Beach Public
Schools and, as part of this effort, the City Manager and the Mayor of Miami Beach met with M-
DCPS Superintendent, Alberto Carvalho, to explore the opportunity to depby STEAM as part of
the regular school curriculum in the 201&19 school year;and
WHEREAS, the Bass Museum of Art has reached out to the City with a coordinated
approach that invoNes mulGple cultural institutions in the City;and
WHEREA3,on January 16,2019 the Mayor and the City Commission adopted Resolution
No. 201�30690,authorizing the City Manage�and City Clerk to execute a grant agreement with
the Friends of the Bass Museum, Inc., for the implementaGon of a Beta Test for a Science,
Technology, Engineering,Arts,and Mathematics(STEAM)Plus program with all six Miami Beach
public schools(kindergerten- 12th grade)and six local culturat institutions: and
WHEREAS, the participating instltutlons Included the 8ass Museum, The Jewish
Museum, Miami Beach Botanical Gardens, Miami City Ballet, Miami New Drama, Moonlighter
Makera, the Wolfsonian, end Young Musicians Unite; and, the schools include Biscayne Beach
Elementary, Miami Beach Fienberg Fisher K8, Miami Beach Nautilus Middle, North Beach
Elementary, Miami Beach Senior High School, and South Pointe Elementary; and
WHEREAS, the program is referred to as a STEAM Plus initiative, and is intended to
inspire students to engage and prepare in science, technology, engineering, arts, and
mathematics to work with cuftural artchors to infuse theatre, visual arts, dance, and music in

VYHEREAS, the"Plus"component of the STEAM Plus initiative is the City's pflot program

WHER�4S,the 2018-2019 Beta Test concept provided survey data for continued STEAM
programming wlth 82.896 of school administrator responses requesting that the program continue
(41 responses total), and 95.0% of parent responses requesting that the program continues(61
responses total);and

WHEREAS, on April 15, 2015 the iVlayor and City Commission adopted Resolution No.
2015-28997, which directed the Administration to expand the Compact to address the foilowing
areas: Early Learning; Extracurricular/Chofce Offerings; and Afterschooi Programming;ard
WHEREAS,the CIty has entered lnto contracts wifh M-DCPS and other organizations for
� the follo�ving Iniliatives: Voluntary Pre-kindergarten (VPK) at Miami Beach Flenberg Fisher K8
iand Biscayne Beach Elementary; Dual Enrollment F�cpansion through partnerships with Florida

Technology, Engineering, Arts, and Mathematics as access points for guiding student Inquiry,

WHEREAS, the end resufts of the ST�AM education approach are students who take
thoughtful risks, engage irt experimental learning, persist ln problem-soiving, embrace
callaboration,and�vork through the crea6ve pro�ss;and
WHEREAS, given tne expanded approach offered by STEAM, the City of Miami Beach
has explored options to help promote the deployment of a STEAM initiative in Miami Beach Public
Schools and, as part of this effort, the Ciry Manager and the Mayor of Miami Beach met with M-
DCPS Superintendent, Alberto Carvalho, to e�lore the opportunity to depioy STEAM as part of
the regular school curriculum in the 2018-19 school year, and
WHEREAS, the Bass Museum of Art has reached out to the City with a coorcilnated
approach that Involves multiple cu(tural institutions in the City;and
WHEREAS,on January 16,2019 ihe Mayor and the City Commission adopted Resolution
No.2019-30690,authorizing the City Manager and City Cle�k Eo execute a grant agreement�vith
fhe Friends of the 8ass Museum, Inc., tor the impfementation of a Beta 7est far a Sc;ence,
Tech�ology, Engineering,Arts,and Niathematics(STEAM)Plus program vrifh all six Miami Beach
public schools(Rindergarten- 72th grade)and six local cultural institutlons;and
WHER�AS, the pa�icipating insdtutions included the Bass Museum, The Jewish
Museum, Miami Beach BotanEcaf Gardens, Miami City Baflet, Pfiami New Drama, Moonlighter
MaEcera, the Wolfsonian, and Young Musicians Unite; and, the schools fnclude Biscayne Beach
Elementary, Miami Beach Fenberg Fisher K8, Miam( Beach fVauti(us Middle, Norfh Beach
Elementary, titiami Beach Senior Nigh Schooi,and South Pointe Elementary;and
WHEREAS, the program is referred to as a STEAM Plus initia6ve, and is intended to
inspire students to engage and prepare in science, technology, engineering, arts, and
mathematIcs to �vork with cultural anchors to infuse theatre, visual arts, dance, and music in
traditional class otferings;and
WHEREAS,the"Plus'component of the STEAM Plus initiative is the City's ptlot program
to promote career and college readiness;and
WHEREAS,the 2018-2019 Be�a Test concept provided survey data for continued STEAM
programming with 82.9%of school adminlstrator responses requesting that the program continue
(41 responses iotal), and 95.O�o of parent responses requesting that ihe program continues(6t
responses total);and
WHEREAS,on July 17,20S 9 the Mayor ard the City Commission adopted Resolution No.
2019-30906,authorizing the City Manager and City Clerk to execute a new grant agreement with
the Bass for the implementation of the STEAM Plus program �vith alt six Miami Beach pubNc
schools (kindergarten - 12fh grade) and six local cultural institutions for the 2019-2020 school
yea,for an initial one-year te�m,with two(2)one-year rene�val terms,at the Citys option,subject
to funding approval during the Gity's annual budgetary process; and
WHEREAS, in September 2019 the Mayor and the City Commission adopted Resolution

The Sdertce, Technotogy, Engineering, and MaFhematics ("STEM") to Science, Technology,
Er�gineering, Aris, and Mathematics ("STEAM") movement has been taking root over tfie past
several years and is surging fonuard as a posi6ve modei of action to truly meet the needs of a
2�st centiuy ecor�omy. STEM alone, without the Arts componer�l, misses several key
components that many employers, edueators, and parerrts have voiced as ctitical for our
childnen to thtive in the present and rapidly approachir►g futut�e. STEAM is an educatIonal
approach to feaming that uses Science, Technology, Engi�eering, Arts, and Mathemadcs as
access poirrts for guiding student inquiry,diafogue,artd critfcal thinking.
Given the e�anded approach ofFered by STEAM, the City of Miami Beach has e�lor8d
options bo help p�mote the deployment of a STEAM fnitf�ative in Miami Beach P�tic Schools
and, as part of lt�ris effort, fhe Cify Manager and the Mayar of Miami Beach met with M-DCPS
Superintecxierrt,Alberto Canraiho, to explor+e the opportuniry fio deploy STEAM as part of the�
r�gular schao!curticulum in the 2018-'t 9 schaol year.
On Jartuary 16,2019 the May�or and the C�ty Commission adopfled Resolution No.2019-30690,
authorizing the Gity Manager and City Clertc to execute a grant agreement with the Friends of ihe
Bass Museum, Inc. for the implementation of a Beta Test for a Science, Technology,
Engineenng, Atts, and Mathematics (STEAM) Plus program with all sa Miami Beach public .
schools (ldndergarfen- 12th grade) and sGc local ctdtura! institutions. The participating cufturat
ins6tutions included the Bass Museum, Miami City Ballet, New Wor1d Symphorry, the Jewish
Museum, the Wolfsonian, and Young Musicians United; and, the schools include Biscayme

From October 2019 through June 2020� the City of Miami Beach
Cornmission and Mayor Dart Gelber, in partnership with the Miami-
Dade County Pubfic Schools System (M-DCPS), approved funding for
the first full academic year of the STEAM Plus program� which
integrates arts and culture into the core curriculum of local pubiic
schools.
This year. The Bass continued to manage partnerships between
cultural organizations and Miami Beach pubtic schools, emphasizing
the integration of the arts into core subjects such as science.
engineering and math, which help public schools attain their STEAM
designation. The Bass serves as a bridge between The City of Miami
Beach's schools and the partnering institutions� thus aileviating
pressure on the STEAM coordinator at each school.Additiona[support
is also provided by The Bass' manager who is able to work ctosely
with the schoo(s in preparing for their M-DCPS STEAM designation
visits, STEAM partnersh�ps, STEAM designation applications and
submissions to ensure they receive a gold, silver� bronze or
participant designation.
The 2019-2020 STEAM Plus program added 4 additional cultural
partners and 1 additional school. The 11 total culturaf organizations
inetuded: The Bass Museum of Art, Hack Shack, Holocaust Memorial,
Jewish Museum of South Florida - FIU.MiamiBeachBots,Miami Beach
Botanical Gardens� Miami City Ballet, Miami Theater Center, New
WQrld Symphony�Wolfsonian - FIU and Young Musicians Unite.These
cultu�al institutions were paired with a total of 7 Miami Beach public

During the fiail and early spring,a portion of participating students
were given paper surveys to fiit out at the culmination of their
partnership. Due to the pandemic,however,not ail organizations were
able to get the paper surveys done.ln late May�classroom teachers
sent out a digitat survey to studentslparents. tn total�we received 257
paper survey responses and 156 oniine survey responses.Despite the
closure of schoofs�we were able to increase our response rate by 39�0�
the pitot program garnered a 11% response rate.while the 2U19-2020
program year garnered a 14�o response rate.(n�415)

In late May.classroom teachers sent out a digital survey to
students/parents. In total,we received 138 online survey responses.
Despite the closure of schools,we were able to increase our response
rate by 2%� the pilot program garnered a 39�o response rate,while the

SCHOOL ADMiNISTRATION AND TEACHER SURVEY RESPONSES
In Iate May,cfassroom teachers and administrators connected to the
STEAM Plus program were sent a digital survey. In total,we received 61
survey responses.Despite the closure of schools,we were able to

Elementary,our students,and siaff so meny divecse opportunities to experieace hands-on
activities that ar�outside a trnditional classroom. These ndivities allow students and teachecs to
bc involved in vazious advrntures,peak new interests,and grow into well-rounded citizens. Ft
also alIows everyone to be invo[ved in our community and the beautifiil things it has to offer.
Many studeats have never seen the Miami Gity Batlet perform nor experieaced the Bass or
Jewish Museum. 'Ihe partnership between our school community and ihe STEAM Pius program
is absolutely invaluable and wo appreciaie all ihat is of�'cred to us.
The partnarship between ihe Bass Liuseum and the third-grade family was incredible.
'Ihey made each event engaging,,,exciting,aud well informative. Koren Illa constamlly
communicated with staff to ensure thai a!1 accommodations for studcnts were met aad everyone
could be actively involved in the project. The musevm staff worked diligently to inctude topies
that are in our cu[xicuium,as well as,our Intemaiional I3accalaureate program so that students
may extead ffieir�mowledge on wbai they are Ieaming in class.
'Ihis y�ar's projec[mvolved was an a,divity to ereate a kinetic chariot sculpture using
Sphero's to teach studecrts through STEA,'1d. Studeals leamed basic coding with the Sphera ss
an argino and designed iheir own chariots to cazry a specified item from one placa to another.
AIthough Covid-19 derailed our plans this year,�t was on the calendar for students to be able to
bring their families to the museum to see their creatioas.
Alexander Zastera was oae of the museum facilitators invalvcd witli my classroom. I
caanot say enough about his amazing pc:sonality,his ability to teach my students,and Fus overall
demeanor. :�fany of my siudcnts academically struggie and Alex did wondeis with them dtuing
all of our mc:etings together. My studenLs were always engaged and he helped them build tIte
confidence to exeate something out of notfling. We appreciate all of his hardworlc and dedication
to thc STEA.VI Plas progriun.

At Miami Beach South Pointe Elementary,we have benefited in w many ways over the iast two
years frorn the City of MiarrTf Beach's STEAM+Pragram.7his innovative collaboration between
the schoots,MOCPS,and the clty's cu[tural institutions has provided a ptethora of�ew
expe�iences for ouc students,many of which wauld not have been possible before.With the
hetp of Mt.Koren ttla,the prog�am manages,we have established valuable partnerships with
the Bass Museum,the Miarni City Ba(let,and thelewisfi Museum of SQ�th Flarida.Each of
these i�stitutions facititated field trips and it�-school experie�ces that went beyond the
traditiar�al curriculum�sparking students'creativity and critical thinking th�ough real-worid
expertence5.With the help of tfie 5T£AM+program,our teachers have also been able io
expand the ways i�which they engage students in project-based(eaming that infuses the core
subjects of math and science with art,technology,and engineering.
As tfie schao!'s IB Coordinator arsd tead Teacher,I worked in close partnership with Mrs.
Carotyn Greene,our STEAM Liaisan,to ensure ihat we were fully imptementing all aspects of
the STEAM program to meet designatioa uiteria.We both saw flrst hand how much work th�s
truly entails,and how lucky we are ta have the support of the City of Miami 8each 57EAM+
program,as well as Ms.ll[a,who has do�e a fantastic job coardinating and is truly a pleasure to

The S.T.E.A.M.+interaction In wf�lch my 4°i grade students participated with the Jewish Museum was
extraordinary.My studentsgained valuabtc knowtedge about the history and use ofstained glass la
buildings,tfie science behind the creation of stained p,iass and the art skills required for such artistic
aeatiot�s.My stvdents participated in an art project that was very inceractive and hands-on.Each
student designed their own stained glass while gaining knowledge about geometry and geotnetric
pattems and tearned about the dlf�erent shades of translucency.Moreover,the}nberactioRs involved
rlch d}sceissions with the fastructnr,Karen,and the students were engaged in collaborative group work
which al{owed them to oontinue devefaping social skilts while karning together.Based on rny students'
feedback after tfie cornpletion oF the S.T.EA.M.project witfi the lewish Museum,they felt very
motivated and engaged,and they definitety woufd tave ta do it agatn.Through this interacbon,tf�e
siudents enriched their knowledge artd developed new perceptions about the world around them.It is

STEAM + PROGRAM at the Jewish Museum of Fiorida-F(U
Working at the Jewish Museum of Florlda-FIU for the STEAM + Program has been a very
fuifiiling experience as both an a�tist and a teacher. I believe in the power of art integration,
and the STEAM +Program fs an excellent opportunity to promote it for both the instltufions
leading these initiatives and the participating schools.
The benefits of ittstituting STEAM programs and lessons have been proven to heip children learn
better. Students learn in different ways, and by introducing fhem to the arts we are opening
different ways af thinking, opening new perspectives,artd providing them with toois to imagine
dif�erent kinds of salutions. Add�ionally, it creates oppQrtunities for local talent to partner with
insfitutions and students, crea�ng a unique coliabora�on that stimulates the local art scene.
As an artist, it has atways been important to me to c�rrtribute to fhe community,and partiapating
in thts prograrn gives me the opportunfty to share my passlon tor art by working with minds of all
ages and baekgrounds. My approach to a�t is centered eround unity, healing, and mending -
creating a whol�that is greater than ttte surn of its parts. These are the same principies I appfy
to teaching.
For this project with the .lewish Museum, �ve focused on stained g(ass windows, a theme that
was adapted to differeni subjects(n order to futfiif the standa�ds of each institutian. Ead� lesson
plan was tailored to dlfferent age groups, which aliowed me to.create a�t projects speGally
designed to meet the desired goafs.
Our programs took place in fhree different educational institutions - South Po(nte Elementary
School, NauUlus Middle Schooi, and North Beach Elementary Schoot. At Souih Potnte
Elementary School. fouffh-graders e�tplored the intetsection of science and art behind glass-
making. They were tasked ti�ith creaGng their very own miniatu�e stained giass tivindows o�st of
pieces of colored giass in a variety of shapes, sizes, and cators. Ficst, they received a printed
grid on a piece of paper, and they worked on developirtg their design with caiared pencils. Some
students created pattems and other more representationai images. After their designs were
made,the students glued the pieces of glass onto a plexiglass sheet,and finaliy they added a
frame in order to be able to hang it on a windaw. The students were very �esponsive to ths
lessons and really excited about the creative project.They were eagerto learn about the sciertce,
materials, and tools used ta cut and colo�glass,and the a�t project offered them a different way

afsa seemed to enjoy the acfivity very much.
At tVautifus MiddRe Schooi, 6th-grade students learned about s#ained glass in the context of US
Wistory and its funciion as a histoncal record.The presentation was based on the Importance
of stained glass w(ndows throughout history as a way of represen�ing a syrnbol and
communicating narratives.Vt(e used several exampies of stained glass windows that have an
American Htstory thematic.As a project, they had to find a symaol that represents the US
history for them,trace it onto a Polyester film sheet that tNey would(ater paint. It was extremefy
satistying and fu(filling to be abie to see students motivated and eager to participate in an art
project. By painting historicai events suc?t as a battie or a war,students(especially those who
respond better to vlsual images}had the oppartunity#o study detailed historic images closefy,
making i�easie�far them to understand the general atmasphere of the scene. it is otten details
and engaging activfties such as these which make a difference i�a studenYs ability to retain
the infarmation.
For No►th Beach Elementary,the project was based an third-grade geometry,speciflcaily
geometric shapes in different categones, recognizing differe�t quadrilaterals,and fractions.We
started tfie project by teachi�g them about ditferent geometric shapes and categories and their
preser�ce in our day-to-day lives, later transiti�oning to the geometry involved in stained glass
windows.Simffar to South Pointe Elementary,for their pr�oject, North Beach students develop
their own design on a prittted grid vsing colored penclls. The design uses rhombus that woutd
form differerrt kinds of shapes by applying the knowfedge of fradions. Upon completing their
� design,they woutd later glue gtass pteces anto a plsxiglass sheet,and eventual{y,add a frame
(n order to be ab(e to ha�g it on a window.
Overall the STEAM+Program was an absolute success among students,who were very exct�ed
and responsive to the lessons. Sy creating different ways to approach a theme, students were
pushed outside of their comfort zanes and discovered new ways of thinfcing. Leam(ng through
art makes it easier for some chikiren to absorb knowledge,they may remember more details, or
interpret what tf�ey leam differently. As a teacher and art Iover, there is no better feeling than
seeing passion and curiosity for art ignite in students,and being a resource to help them navigate
art as a gateway of self-expression.

BASS MUSEUM OF ART
Using contemporary art as a catalyst for learning STEAM students
created works which were dispiayed for friends and family at The
Bass during our Free Famiiy STEAM Ceiebration on February 23�
2020. Students worked together to solve world problems relevant to
Miami Beach like climate change,sea level rise.and water poilution
while creating art. Using SPHERO (a smail programmable robot) to
act as an engine for the�student`s kinetic sculptures.The student's
visit to The Bass included tours of in-person and virtual exhibitions,
as weil as STEAM labs and art activities.

HACKSHACK
HackShack's mission is to inspire curiosity and spark creativity
through technology and play. In its digital sandbox, kids play with
robotics,coding,design and learn critical thinking skills in a team-
oriented environment. HackShack offered labs where kids explored
technology to learn criticaf thinking and problem-solving skills.

HOLOCAUST MEMORIAL
The Holocaust Memoria{ uti[ized its permanent artistic exhibits,film,
downloadable app, Nolocaust Survivor encounters and student
experiential visits to engage students.The Holocaust Memorial
Miami Beach inspired students to fight against racism and genocide
and provided an examination of what it means to be a responsible

A team of fourteen Miami Beach Sr. High students helped launch a
FlRST lego League Jr.team and mentored third-graders at Biscayne
Beach Elementary .Students learned basic robotics and coding as
they designed. built and programmed their own buiidings and
created their own "BoomTown City° model using LEGO Education
WeDo 2.0 kits.They also created Show Me posters to present what
they tearned at a Showcase Expo before family,friends and Miami
Beach City and School ieaders.The program focused on building
interest in engineering,coding,architecture, arts and math through
a real-world,hands-on challenge -that was solved by teamwork,
criticat thinking and imagination.

MIAMI BEACH BOTANICAL GARDENS
The Miami Beach Botanical Garden (MBBG� partnership through
STEAM Pius was centered around learning about creating hea(thy
habitats for alt.Students were visited by gardeners and taught how
to prep garden beds with soil by creating their own organic soil mix
and compost.Classes ptanted pollinator, native and edible gardens
to attract butterflies. Each student planted their own plant and
measured it to record the growth. �ue to COVID-19. MBBG
, transitioned to online learning on FlipGrid to provide virtual
interactions focusing on the life cycle of the Monarch buttertly.

Miami City Ballet Community Engagement dance instructors
integrated dance as an enhancement to academic subjects in an
effort to build culture and support sociat emotional competencies
and be part of arts learning through interdisciplinary experiences.
STEAM subjects were applied during interactions with the students
in the program. with the help of classroom teacher- partners who
enthusiastically provide what that content is in accordance with
their uni#s of study. Students fearned about the many careers in
production, costume design.organizational leadership.dance,
architecture and cultural history.Some partnerships ended with a
cutminating showcase for family and friends to see a!I that was

MlAMI THEATER CENTER
Miami Theater Center (MTC) uses the arts not necessariiy to
generate more professional actors�dancers or artists. but to create
criticaf thinkers wha have curious minds that can leaci productive
lives. MTC launched their new season featuring various
performances from local dance phenomenon Dance NOW! Miami.
Students learned about the science behind human anatomy, muscle
structure, animal life cycles,and the technology it takes to put on a
performance. Students visited the theater and toured backstage
after the performance to have a first-hand look at the engineering
and technology behind-the-scenes.

NEW WORLD SYMPHONY
MusicLab is a music mentorship program that brings New World
Symphony (NWS) Feilows into the youth music progcams of partner
organizations in Miami-Dade County, inciuding the orchestra
pcogram at Miami Beach Senior High School (MBSH).Participants
received bi-monthly instrumental instruction from NWS Fellows in
one-on-one and group coaching sessions.Feliows worked with
schoo! teachers and administrators to ensure their coaching builds
upon each organizaicion's established curriculum. ln additio� to
regular instruction. Feliows assisted with preparations for upcoming
orchestral competitions.or individual students' college and summer
festivai music auditions.As dedicated and responsible professional
musicians, NWS Feliows served as positive role models for program
participants:After the COVID cfosures of both lVWS a�d MBSH, NWS
collaborated with MBSHS to produce eight 8TEAM driven
instructional videos produced by Fellows to be used to create
assignments for the orchestra class.

Young Musicians Unite (YMU) equips schools with trained
instructors, fesson plans.instruments and alt the necessary
resources for a vibrant music education.As an organization that
teaches music through an experiential and problem-solving based
method�YMU's course materials aligned naturatly with STEAM
subject matter. While the primary focus of YMU courses is on "A" for
the Arts,�115 STEAM standards were exp{ored throughout the
duration of the YMU course.aiding schools in achieving their STEAM

WHEREAS, in January 2008, the City of Miami Beach, Florida ("City") entered into an
Education Compact with Miami-Dade County Public Schools (M-DCPS) to enhance learning
opportunities for youth;and
WHEREAS, the Education Compact reflects the desire o(the Miami Beach community to
s�pport excellence in the City's public schools; and
WHEREAS, the Science, Technology, Engineering, and Mathematics ("STEM") to
Science,Technology, Engineering,Arts,and Mathematics("STEAM")movement has been taking
root over the past several years and is surging forward as a positive model of action to meet the
needs of a 21�century economy; and
WHEREAS, STEAM is an educational approach to learning that uses Science,
Technology, Engineering, A�ts, and Mathematics as access points for guiding student inquiry,
dialogue, and critical thinking;and
WHEREAS,on January 16,2019,the Mayor and the City Commission adopted Resolution
No. 2019-30690, authorizing the City Manager and City Clerk to execute a grant agreement with
the Friends of the Bass Museum, Inc., for the implementation of a Beta Test for a Science,
Technology, Engineering,Arts,and Mathematics(STEAM)Plus program with all six Miami Beach
public schoots(kindergarten- 12th grade)and six local cultural institutions;and
WHEREAS, on July �7, 2019, the Mayor and the City Commission adopted Resolution
No. 2019-30906, authorizing the City Manager and City Clerk to execute a new grant agreement
with the Friends of the Bass Museum, Inc. for the implementation of the STEAM Plus program
with all six Miami Beach public schools(kindergarten-12th grade)and six local cultural institutions
for the 2019-2020 school year, for an initial one-year term,with two(2)one-year renewal terms,
at the City's option, subjeCt to funding approval during the City's annua!budgetary process; and
WHEREAS, on July 23. 2021, the Mayor and City Commission adopted Resolution No.
2021-31776 extending the current agreement with the Friends of the Bass Museum, Inc. for an
additional year through September 30, 2023, in the total sum not to exceed $372,000 annually,
for an initial lerm of one(1)year, with Mio (2) one-year renewal terms, at the option of the City,
and subject to funding appropriation and approval by ihe City Commission during the budgetary
process for each fiscal year,and
WHEREAS, on February 9, 2022, the Mayor and City Commission adopted Resolution
No. 2022-32029, authorizing the City Manager to execute Amendment Number 1 to the
Agreement dated September 20, 2021 with the Friends of the Bass Museum Inc, for the
implementation of the Miami Beach Science, Technology, Engineering, Arts, and Mathematics

WHEREAS,on September 14,2022,the Mayor and City Commission adopted Resolution
No. 2022-32285, amending Resolution No. 2021- 31776 to add the We The Best Foundation to
the pool of approved cultural institutions for ihe Miami Beach Science,Technology, Engineering,
Arts, And Mathematics(" STEAM") Plus Program for public schools( kindergarten- 12th grade)
for School Year 2022- 2023; and authorizing the Mayor and City Clerk to execute all required
agreements for the Program in the 2022-23 school year, and
WHEREAS, on February 1, 2023, the Mayor and City Commission adopted Resolution
2023-32470, authorizing the City of Miami Beach to accept a donation in the total amount of
$50,000 from Art Basel for the City's STEAM Plus Program;and authorizing the City Manager, or
her designee, to make such expenditures or reimbursements consistent with the aforestated
initiative and its purpose; and
WHEREAS, as of June 23, 2023, the Friends of the Bass Museum, Inc. has collected
$27,050 in donations on behalf of the City of Miami Beach for the STEAM Plus program.Donations
included $1,000 from Michae� Swilling, $1,000 from Nancy Twine, $25 from Vincenzo de Bellis,
$25 from Akilah King, $5,000 from Ralph Nauta and $20,000 from UBS. Friends of the Bass
Museum, Inc. will be donating the funds to support the 2023-2024 STEAM Plus program.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby approve and authorize the City to accept donations for the City of Miami
Beach S;eam Plus Enrichmen;program,to be utilized at Miami Beach schools, and appropriate
said donations to the City's Education Compact Fund for use exclusively to support the City's

RECOMM ENDATION
The administration recommends the acceptance of the donations totaling$27,050 to support
the City of Miami Beach STEAM Plus program in lhe Fiscal Year 2024.
BACKGRpUNDIHi_STORY
In January 2008, the City of Miami Beach entered into an Education Compact with Miami-
Dade County Public Schools to enhance leaming opportimiGes for youth. The Compact
reflects the desire of the Miami Beach community to support excellence in the Citys public
schools and currenUy addresses and supports the following pnority areas: Teacher
RecruitmenURetenGon; Communication; Parental IrnrolvemenUFamily Support; Youth and
Community Engagement; Heatth and Well-Being; Student AchievemeM; Safety; and
Technofogy.
On Apri� 15,2015,the Mayor and the City Commission adopted Resolution No.2015-28997,
which directed the AdminisVation to expand the Compact to address the foltowing areas:
Ea�ty Leaming;Extracurricular/Choice Offenngs;and Afterschool Programming.
On January 16, 2019 the Mayor arzd the City Commission adopted Resolution No. 2019-
30690, authorizing the Ciry Manager and City Clerk to execute a grant agreement with the
Friends of the Bass Museum. Inc. for the implementation of a Beta Test for a Science,
Technology, Engineering, Arts, and Mathematics (STEAM) Plus program with all six Miami
Beach public schools (Wndergarten - 12th grade) and six local cuttural instilutions. The
program is referred to as a STEAM Plus initiative and is intended to inspire students to
engage and prepare in science, technology, engineering, aRs, and mathemaatics to work with
cuitural anchors to infuse theatre, visual arts, dance, and music in traditional class offerings.

and college readiness. The participating cultural institutions included the Bass Museum,
Miami City Ballet, New Wortd Symphony, the Jewish Museum, the Wolfsonian, and Young
Musicians United; and, the schools including Biscayne Beach Elementary, Miami Beach
Feinberg Fisher K-S, Miami Beach Nautilus Middle School, North Beach Elementary, Miami
Beach Senior High School,and Miami Beach South Pointe Efementary.
I n September 2019 the Mayor and the City Commission adopted Resolution No. 2019-
30955, amending Resolution 2019-30906 to include the addition of cultura! institutions and
one additionaf public school, Treasure Island Elementary. The amendment also approved a
partnership vnth North Bay Village to fund fifty (50) percent of the cost to implement the
program at Treasure Island Elementary School. During the 2019-20 school year, 2,915
students participated in the STEAM program, there were 32 partnerships serving 121
classrooms/teachers, 451 classes visited, and 220 online irrteractions due to COVID
restrictions.
�n Juiy 23, 2021 the Mayor and City Commission adopted Resolution No. 2021-31776
extending the current agreement with the Friends of the Bass Museum, Inc. for an addifional
year through September 30, 2023, in the total sum not to exceed �372,000 annually, for an
initial term of one (1) year, with tw�o (2)one-year renewal terms, at the option of ihe City, and
subject to funding appropriation and approval by the City Commission during the budgetary
process for each fiscal year. In the 2021-22 academic school year the program provided
4,982 students providirg 1,398 instructional hours. STEAM Plus partners offered 407 unique
interactions and visited 178 classrooms.
In Febniary 2023, the Mayor and City Cvmmission adopted Resolution 2023-32470,
authorivng the City of Miami Beach to accept a donation in the totaf amount of$50,000 from
Art Basel for the Citys STEAM Plus Program. On February 17, 2023 the City of Miami
Beach received 549,987.50 from MCH Swiss Exhibition (Basel) LTD to support the Citys
STEAM Pfus program in the 2023-24 school year.
ANALYSIS
The STEAM Plus program continues to expand and provide enrichinent to Miami Beach
youth. By engaging students around the subjects of Science, Technology, Engineering, AR,
and Math,the STEAM Plus program aims to spark an interest and life-fong appreciation of the
arts and sciences in children from a�eariy age.
EaCh public school in the STEAM program has eamed STEAM designations from Miami-
Dade County Public Schools of either gold or silver. Additionally, prior family survey
responses indicated that 92% of parents liked their child participating in the STEAM Plus
program activities and 91% would like their child's scF�ol to conGnue paRicipa6ng in the
STEAM Plus program.
The Friends of the Bass Museum, Inc. has collected $27,050 in donaGons for the Cit�s
STEAM Plus p�ogram. Donations included S1,000 from Michael Swilling,$1,000 from Nancy
Twine, $25 from Vincenzo de Bellis, $25 from Akilah King, $5.000 from Ralph Nauta, and

A RESOLUTION OF THE MAYOR AND COMMISSION OF NORTH
BAY VILLAGE, FLORIDA, APPROVING A FOURTH AMENDMENT
TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE
CITY OF MIAMI BEACH AND NORTH BAY VILLAGE FOR THE
ENHANCEMENT OF SCIENCE, TECHNOLOGY, ENGINEERING,
ARTS, AND MATH PROGRAMMING AT TREASURE ISLAND
ELEMENTARY SCHOOL; PROVIDING FOR AUTHORIZATION;AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on October 15, 2019, the North Bay Village (the "Viilage")
Commission adopted Resolution No. 2019-062 approving a partnership with the City of
Miami Beach (the "City") for the Enhancement of Science, Technology, Engineering,
Arts, and Math programming (the "STEAM Plus Program") at Treasure Island
Elementary School (the"School")and authorizing a memorandum of understanding (the
"MOU") with the City for the implementation of the STEAM Plus Program at the School
for the 2019-2020 school year; and
WHEREAS, the Village and the City have entered into amendments to the MOU
to provide the STEAM Plus Program at the School for the 2020-2021, 2021-2022, and
2022-2023 school years; and
WHEREAS, the Village Commission desires to approve a fourth amendment to
the MOU, in substantially the form attached hereto as Exhibit "A" (the "Fourth
Amendment"), to provide the STEAM Plus program at the School for the 2023-2024
school year; and
WHEREAS, the Village Commission finds it is in the best interest and welfare of
the residents of the Village to adopt this Resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMISSION
OF NORTH BAY VILLAGE, FLORIDA, AS FOLLOWS:
Section 1. Recitals.That each of the above-stated recitals are hereby adopted,
confirmed, and incorporated herein.
Section 2. Appraval.That the Village Commission hereby approves the Fourth
Amendment.
Section 3. Authorization. That the Village Manager is authorized to execute
the Fourth Amendment on behalf of the Village, subject to approval by the Village Attorney

as to form, content and legal sufficiency; to expend budgeted funds; and to take such
further action as may be necessary to implement the purpose and provisions of this
Resolution and the Agreement, as may be amended from time to time.
Section 4. Effective Date. This Resolution shall become effective immediately
upon adoption.

AMENDMENT NO. 4 TO MEMORANDUM OF UNDERSTANDING
BETWEEN
THE CITY OF MIAMI BEACH, FLORIDA
AND
NORTH BAY VILLAGE, FLORIDA
FOR THE IMPLEMENTATION OF THE STEAM PLUS PROGRAM
AT TREASURE ISLAND ELEMENTARY SCHOOL
This Amendment No. 4 ("Amendment") to the Memorandum of Understanding ("MOU"),
made and entered into on November 21, 2019, by and between the City of Miami Beach,
Florida, ("CMB" or the "City") and North Bay Viliage, Florida ("NBV"), for the
implementation of the STEAti1 Plus program at Treasure Is�and Elementary School, is
entered into this _day of , 2023("Effective Date"):
RECITALS
WHEREAS, on January 16, 2019 the Mayor and the City Commission adopted
Resolution No. 2019-30690, authorizing the City Manager and City Clerk to execute a
grant agreement with the Friends of the Bass Museum, Inc., for the implementation of a
Beta Test for a Science, Technology, Engineering, Arts, and Mathematics("STEAM")Plus
program ("STEAM Plus Initiative")with all six Miami Beach public schools (kindergarten -
12th grade)and six local cultural institutions; and
WHEREAS, on July 17, 2019 the Mayor and the City Commission adopted
Resolution No. 2019-30906, authorizing the City ti1anager and City Clerk to execute a new
grant agreement with the Bass for the implementation of the STEAM Plus Initiative with
ali six Miami Beach public schools (kindergarten - 12th grade) and six iocal cuitural
institutions for the 2019-20 school year; and approving a STEAM liaison for each of the
six public schools;and
WHEREAS, on September 11, 2019, the Mayor and City Commission adopted
Resolution No. 2019-30955, amending Resolution No. 2019-30906, in material part,
approving an amended grant agreement with the Bass, adding six additional cultural
institutions to the STEA�,1 Plus Initiative program; approving the addition of Treasure
Island Elementary School to the program, with NBV contributing no less than 50°� of the
anticipated cost to implement the program (for the 2019-2020 school year), with CMB's
contributions not exceeding $9,000.00; and adding a STEAM lia�son for the Treasure
island Elementary School program, for a fee not to exceed �1,000.00 per school year; and
WHEREAS, on November 21, 2019, CMB and NBV entered into an MOU agreeing
to provide a STEAM Plus initiative program at Treasure Island Elementary School,
commencing as of the 2019-2020 school year, with two (2) additional one (1) year
renewals by the mutual agreement of the PaRies, based upon the same terms; and
WHEREAS, on April 6, 2021, CMB and NBV executed Amendment No. 1 to the
MOU agreeing to provide a STEAM Pius Initiative program at Treasure Island Elementary
School for the 2020-2021 school year; and

WHEREAS, on July 28, 2021, the Mayor and City Commission adopted Resolution
No. 2021-31776, authorizing ihe City Manager to execute an agreement with NBV to fund
fifty percent (50%) of the Steam Plus Initiative program at Treasure Island Elementary
School, with a total CMB coniribution not to exceed $9,000.00, for an initiat term of o�e
(1)year and two(2)one-year renewal terms,at the option of the City and subjeci to funding
approval by the City Commission during the budgetary process for each fiscal year,
commencing during fiscal year 2022-2023; and
WHEREAS, on September 2, 2021, CMB and NBV executed Amendment No. 2 to
the MOU, agreeing to provide a STEAM Plus fnitiative Program at Treasure Island
Eiementary School for the 2021-2022 school year; and
WHEREAS, instead o! executing a new MOU, as approved pursuant to City
Comm�ssion Resolution No. 2021-31776, the Parties agreed to amend the ex�sting MOU
to extend the term of the MOU to include the 2022-2023 school year, subject to further
extension by mutual agreement of the Parties, for up to two(2)additional one-year terms;
and
WHEREAS, on September 16, 2022, CMB and NBV executed Amendment No. 3 to
the MOU, agreeing to provide a STEAM Plus initiative program at Treasure Island
Elementary School for the 2022-2023 school year (the MOU, as amended by
Amendments 1 through 3, shall be collectively referred to herein as the "MOU"); and
WHEREAS, CMB and NVB wish to extend the MOU by an additional year to provide
the STEAM Plus Initiative program for the 2023-2024 school year.
NOW THEREFORE, in consideration of the mutual promises and conditions
contained herein, and other good and valuable consideration, the su�ciency of which is
hereby acknowledged, CMB and NBV hereby agree to amend the MOU as follows:
1. A60VE RECITALS.
The above recitals are true and correct and are incorporated as paR of this
Amendment.
2. MODIFICATIONS.
The Agreement is hereby amended (deleted items si��gh and inserted items
underiined)as follows:
(a) This MOU is hereby extended through and including the 2023-2024 school
year.
(b) Paragraph 2 of the MOU is hereby deleted in its entirety and replaced with
the following:
2. Within;en(10)days from the Effective Date of the MOU or anv subsequent
arnendment to the MOU, extendinq the term of this MOU, NBV shall
provide fundinq to CMB for the STEAti9 Plus Initiative Rroqram at Treasure
Island Elementary School, in the amount of�9,000.00 per school vear, plus
an additional �500.00, in the event a STEAti1 lia�son is contracted for a
given school vear.

(c} Paragraph 3 of the MOU is hereby deleted in its entirety and replaced with
the following
3. This MOU mav be extended bv the mutual aqreement of the Parties on an
annual basis, based upon the same terms throuqh and includinq the 2C24-
2025 school vear. Anv extensions of this MOU shall be memorialized in
writinq pursuant to an amendment to the MOU. siqned bv all Parties.
(d) A new paragraph 18 is hereby added to the MOU, as follows:
18. Inspector Generai Audit Riqhts
(A) Pursuant to Section 2-256 of the Code of the Cily of Miami Beach, the City
has estabiished the Office of the Inspector General which may, on a
random basis, perform reviews, audits, inspections and investigations on
all City contracts, throughout the duration of said contracts_ This random
audit is separate and distinct from any other audit performed by or on behalf
of the City.
(B) The Office of the inspector General is authorized to investigate City affairs
and empowered to review past, present and proposed City programs,
accounts, records, contracts and transactions. In addition, the Inspector
General has the power to subpoena witnesses, administer oaths, require
the production of witnesses and monitor City projects and programs.
Monitoring of an existing City project or program may include a report
concerning whether the project is on time, within budget and in
conformance with the contract documents and applicable law. The
Inspector General shali have the power to audit, investigate, monitor,
oversee, inspect and review operations, activities, performance and
procurement process including but not limited to project design, bid
specifications, (bid/proposal) submittals, activities of NBV, its officers,
agents and employees, lobbyists, City staff a�d elected officials to ensure
compliance w�th the contract documents and to detect fraud and corruption.
Pursuant to Section 2-378 of the City Code, the City is allocatmg a
percentage of its overall annual contract expenditures to fund the activities
and operations of the Office of Inspector General.
(C) Upon ten (10) days written notice to NBV, NBV shall make all requested
records and documents available to the Inspector General for inspection
and copying. The Inspector General is empowered to retain the serv�ces of
independent private sector auditors to audit, investigate, monitor, oversee,
inspect and review operations activities, performance and procurement
process including but not limited to projec2 design, bid specifications,
(bid/proposal) submittals, activities of NBV, its officers. agents and
employees, lobbyists, City staff and elected officials to ensure compliance
with the contract documents and to detect fraud and corruption.

jD} The Inspector General shall have the nght to inspect and copy all
documents and records in NBV's possession, custody or control which in
the inspector General's sole judgment, pertain to performance of the
contract, including, but not limited to original estimate files, change order
estimate files, worksheets, proposals and agreements from and with
successful subcontractors and suppliers, all project-related
correspondence, memoranda, instructions, financial documents,
construction documents, (bid/proposal) and contract documents, back-
change documents, all documents and records which involve cash, trade
or volume discounts, insurance proceeds, rebates, or dividends received,
payroll and personnel records and supporting documentation for the
aforesaid documents and records.
(E) NBV shali make available at its office at all reasonable times the records,
materials, and other evidence regarding the acquisition (bid preparation)
and performance of this Agreement,for examination,audit,or reproduction,
until three (3) years after finai payment under this Agreement or for any
longer period required by statute or by other clauses of this Agreement. In
addition:
i. If this Agreement is completely or partially terminated. NBV shall
make available records relating to the work terminated until three
(3)years after any resulting final termination settlement; and
ii. NBV shail make available records relating to appeals or to litigation
or the se;tlement of claims arising under or relating to this
Agreement until such appeals, litigation, or claims are finally
resolved.
(F) The provisions in this section shall apply to NBV, its officers, agents,
employees, subcontractors and suppiiers. The NBV shall incorporate the
provisions in this section in all subcontracts and al) other agreements
executed by NBV in connection with the performance of this Agreement.
(G) Nothing in this section shall impair any independent right to the City to
conduct audits or investigative activities. The provisions of this section are
neither intended nor shall they be construed to impose any liability on the
City by NBV or third parties.
3. RATIFICATION.
Except as amended herein, all other terms and conditions of the MOU shall remain
unchanged and in full force and effect. In the event there is a conflict between the
provisions of this Amendment and the MOU, the provisions of this Amendment
shali govern.
