EDUCATION TO INCLUDE PUBLIC SCHOOL PARENT TEACHER ASSOCIATIONS (PTAS) AND PRIVATE SCHOOL EQUIVALENTS IN THE FESTIVAL OF LIGHTS ANCILLARY MARKETS TO ENABLE FUNDRAISING FOR SCHOOL PROGRAMS
