97-22481 RESO RESOLUTION NO. 97-22481 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RANKING OF RESPONSES RECEIVED AND AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS FOR A CONTRACT WITH THE NUMBER- ONE RANKED FIRM, SASAKI ASSOCIATES, INC., PURSUANT TO RFQ NO. 78-96/97 FOR THE DEVELOPMENT OF A BEACHFRONT MASTER PLAN FOR THE AREA FROM GOVERNMENT CUT TO 47TH STREET; SHOULD THE ADMINISTRATION NOT BE ABLE TO REACH AGREEMENT WITH SASAKI ASSOCIATES, INC., AUTHORIZING THE ADMINISTRATION TO NEGOTIATE WITH THE SECOND-RANKED FIRM, EDAW. WHEREAS, on March 19, 1997, the Mayor and City Commission authorized the Administration to issue a Request for Qualifications (RFQ) for the development of a beach front master plan for the area from Government Cut to 47th Street; and WHEREAS, the City issued RFQ 78-96/97 for providing the required services on March 25, 1997; and WHEREAS, notices and specification packages for RFQ 78-96/97 were issued on March 25, 1997, resulting in three timely responses; and WHEREAS, an Evaluation Committee approved by the City Manager met on June 16, 1997, and recommended the firm of Sasaki Associates, Inc. as the top-ranked respondent, and the firm of EDA Was the second-ranked respondent. WHEREAS, the City Manager has reviewed the responses and the recommendation of the Evaluation Committee and concurs with the Evaluation Committee recommendation. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein accept the ranking of the responses received and authorize the Administration to enter into negotiations with the number-one ranked respondent, Sasaki Associates, Inc., pursuant to RFQ Number 78-96/97, to develop a beachfront master plan for the area from Government Cut to 47th Street; and should the Administration not be able to reach agreement with Sasaki Associates, Inc., the Administration is authorized to negotiate with the s nd-ranked proposer, EDA W. TO: FROM: ADMINISTRATION RECOMMENDATION: Adopt the Resolution. BACKGROUND: On March 19, 1997, the Mayor and City Commission authorized the Administration to issue a Request for Qualifications (RFQ) for the development of a beach front master plan for the area from Government Cut to 47th Street. The Administration issued RFQ Number 78-96/97 on March 25, 1997, to solicit responses for the development of said beach front master plan. Twenty-two (22) representatives from interested firms were present at the mandatory pre-qualification conference held on May 15, 1997, and three responses were received on or before the closing time and date of2:00 P.M. on May 29,1997. Timely responses were received from EDA W, Sasaki Associates, Inc. (Sasaki), and William Lane Architects. Coastal Systems International, Inc. submitted a response subsequent to the deadline. Said response was not opened nor considered. An Evaluation Committee approved by the City Manager, was comprised of the following individuals: Leo Salom of the Fontainebleau Hilton David Miskit of the Delano Hotel Gus Hernandez of the Miami Beach Ocean Resort AGENDA ITEM R. DATE RFQ NO. 78-96/97 Page Two July 16, 1997 Jorge Chartrand of the City's Engineering and Construction Management Department Janet Gavarrete of the City's Planning and Zoning Division Jose Damien, the City's Asset Manager ANALYSIS: The Evaluation Committee initially met on June 2, 1997, and concluded its meeting schedule on June 16, 1997, during the presentations of the three respondents. At the conclusion of the presentations, discussions were held, the evaluation process was completed, and the respondents were ranked as follows: SASAKI EDAW W. LANE 1 st Place Votes 4 2 o 2nd Place Votes 2 4 o 3rd Place Votes o o 6 The consensus of the Evaluation Committee was that both EDA Wand Sasaki were well qualified to develop the master plan. However, the majority of the members ranked Sasaki above EDA W. Although the specific reasons varied amongst the majority voters, the key issues related to a strong understanding of concession operations and its relation to local issues, previous project experience with existing concessions, and a more responsive financial component. CONCLUSION: The City Manager reviewed the responses submitted and the report from the Chairman of the Evaluation Committee, and recommends that the Mayor and City Commission accept the ranking recommended by the Evaluation Committee and authorize the Administration to commence negotiations with the recommended firm. Chartrand Chairman ofthe Se DATE: July 7, 1997 SUBJECT: RFQ 78-96/97, BEACHFRONT MASTER PLAN The following Evaluation Committee met on June 16, 1997 to discuss, evaluate and consider the three (3) proposals received for professional consulting services on a Beachfront Master Plan: Gus Hernandez, Miami Beach Ocean Resort David Miskit, General Manager Delano Hotel Leo Salom, Manager Fointainebleau Hotel Janet Gavarette, PD & HP Division Director, CMB Jose Damien, Asset Manager CMB Jorge E. Chartrand, Construction Manager CMB Factors to be considered were the written proposals provided by each firm; the oral presentations; general experience in the type of project; ability to provide financial planning and funding recommendations; experience with concessions; and local experience. Each firm was allotted 30 minutes for oral presentations with /5 minutes for questions and answers. Evaluation criteria was as follows: Architectural/Engineering Expertise Project Manager's Experience Beachfront and Master Planning Experience Knowledge of Financial Planning and Funding Mechanisms Landscape Design The firms were ranked based on their written proposals and the presentations. William Lane Architects was unanimously found to be least qualified. Committee members found the firms of EDAWand Sasaki to be very close to each other in ability and expertise. EDAW presented a variety of ideas on design and planning and perhaps is the best firm on these terms. Their presentation on financial and funding proposals was not as strong. 422 Sasaki presented a stronger financial packag(" according to the other committee members and Mr. de Pasos. Their design expertise and familiarity with this type of project was judged to be almost as good as EDA W. Mr. Hernadez thought Sasaki had an advantage on their understanding and use of concessions for financing the project. Mr. Miskit believes similarly and also voted for Sasaki. Ms. Gavarette believes the financial and funding component of the project to be more fundamental and felt the Sasaki presentation was better organized. Mr. Damien believes the two firms to be very close but again thought Sasaki had a better overall understanding of the project needs. Mr. Salom felt EDA W had more knowledge of this type of project and a better design capability. Mr. Chartrand felt EDAW to be the better design firm and believes this to be the longer lasting effect of the project. Also, the EDAW written proposal was outstanding. The Evaluation Committee voted to rank the firms as follows: I . Sasaki Associates 2. EDAW, Inc. 3. William Lane Architects The final tally was four votes for Sasaki, two votes for EDAW and zero votes for William Lane.
