Carpenter, City Manager MEETING DATE: September 17, 2025 SUBJECT: BUSINESS IMPACT ESTIMATE FOR: AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, BY AMENDING CHAPTER 1 OF THE CODE OF THE CITY OF MIAMI BEACH, ENTITLED “GENERAL PROVISIONS,” BY AMENDING SECTION 1-15, ENTITLED “FEE SCHEDULE,” BY AMENDING APPENDIX “A” THEREOF TO: (1) EXCLUDE THE FY 2026 CONSUMER PRICE INDEX (CPI) ADJUSTMENT ON OCTOBER 1, 2025 FOR ALL MIAMI BEACH RESIDENTS RATES; AND (2) ADD THE MONTHLY GARAGE RESIDENTIAL RATES; AND PROVIDING FOR REPEALER, SEVERABILITY, CODIFICATION, AND AN EFFECTIVE DATE. A summary of the proposed Ordinance and its purpose is more fully set forth in the Commission Memorandum accompanying the Ordinance, as well as in the recitals to the Ordinance itself, which are attached hereto. 2. The City of Miami Beach has determined that this Ordinance, which provides for a change to the City Code, will have no direct economic impact on private, for-profit businesses; will not result in any compliance costs; will not impose new charges or fees on businesses; and will neither affect the City’s regulatory expenditures nor will it generate additional revenue from charges or fees. 3. Good faith estimate of the number of businesses likely to be impacted by the proposed Ordinance: The City of Miami Beach estimates that no businesses will be impacted by the proposed Ordinance. 4.
