Resolution 2025-33854 RESOLUTION NO. 2025-33854 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT), HIGH VISIBILITY ENFORCEMENT (HVE) PROGRAM, IN THE APPROXIMATE AMOUNT OF $34,000; 2) VOLUNTEER FLORIDA, COMMUNITY EMERGENCY RESPONSE TEAM (CERT)/CITIZEN CORPS PROGRAM, IN THE APPROXIMATE AMOUNT OF $10,000; 3) FLORIDA HOUSE OF REPRESENTATIVES, APPROPRIATIONS PROJECT REQUEST FY25-26, IN THE APPROXIMATE AMOUNT OF $1.7 MILLION. WHEREAS, the City Administration applies for grants and external funding from outside organizations; and WHEREAS, the City Administration requests approval to apply for a grant in the approximate amount of$34,000 from Florida Department of Transportation (FDOT), High Visibility Enforcement(HVE) Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration requests approval to apply for a grant in the approximate amount of $10,000 from Volunteer Florida, Community Emergency Response Team (CERT)/Citizen Corps Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration requests approval to accept two State Appropriations in the approximate combined amount of $1.7 Million from Florida House of Representatives, Appropriations Project Request FY25-26, the details of which are set forth in the Commission Memorandum accompanying this Resolution. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize (and, as to certain agreements, retroactively approve and authorize) the City Manager, or his designee, to apply for, and accept funding, execute any and all documents or agreements, and appropriate funding received by the City of Miami Beach in connection with following grants, programs, and agreements: 1) Florida Department of Transportation (FDOT), High Visibility Enforcement (HVE) Program, in the approximate amount of $34,000; and 2) Volunteer Florida, Community Emergency Response Team (CERT)/Citizen Corps Program, in the Approximate Amount of $10,000; and 3) Florida House of Representatives, Appropriations Project Request FY25-26, in the approximate amount of $1.7 Million. RECOMMENDATION Adopt the Resolution. BACKGROUND/HISTORY The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item. ANALYSIS 1. Florida Department of Transportation (FDOT). Hiqh Visibilitv Enforcement (HVE) Proqram, in the Approximate Amount of $34,000 for Pedestrian and Bicvcle Safetv Enforcement. The Florida Department of Transportation (FDOT) provides funding for contracts to law enforcement agencies in priority counties to conduct high visibility enforcement (HVE) operations in areas with the highest representation of traffic crashes resulting in serious or fatal injuries to pedestrians and bicyclists. HVE details are designed to reduce unsafe behaviors of all road users, including motorists, pedestrians, and bicyclists. The City administration is applying for a grant in the approximate amount of $34,000 for officer overtime while conducting HVE operations. No matching funds are required. 2. Volunteer Florida, Communitv Emerqencv Response Team (CERT)/Citizen Corps Proqram, in the Approximate Amount of$10,000 for Traininq and Materials. Volunteer Florida is administering Florida's CERT/Citizen Corps program funding for FY 25-26. The CERT program is a training program that allows citizens to receive training in basic disaster 447 of 1750 response skills which allow these volunteers to provide critical support, giving immediate assistance to victims before emergency first responders arrive on scene. The City administration is applying for a grant in the approximate amount of $10,000 for training of instructors, materials and equipment to be used in the City's CERT courses. The Ciry applies for these funds on ar • nual basis to support the CERT program. No cash n.�tch is required. 3. Florida House of R, „�sentatives, Appropriations Proiect Request FY25-. o, in the aqproximate amount of$1.7 Million for two separate proiects. The City submitted several FY25-26 State Appropriations Project Requests to the Florida House of Representatives. The City administration requests approval to accept two State Appropriation awards that are currently being processed for two separate projects, which are listed and detailed below. Miami Beach Water Main Replacement- Fire Flow Package #1 The City administration requests approval to accept a State Appropriation in the amount of $800,000 for the Fire Flow Package #1 project. This project will upgrade the water infrastructure that leads to a critical fire hydrant in the Flamingo Park area. No matching funds are required. Alton Road Reconstruction from MichiQan Avenue to S Ed Sullivan Orive The Ciry administration requests approval to accept a State Appropriation in the amount of $900,000 for the Alton Road Reconstruction project. This project will perform major roadway and drainage improvements along State Road 907. No matching funds are required. FISCAL IMPACT STATEMENT Does this Ordinance reQuire a Business Impact Estimate?
