Resolution 2025-33883 RESOLUTION NO. 2025-33883 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO MONITOR THE FINDINGS OF THE MIAMI-DADE COUNTY SPECIAL TASK FORCE TO REDUCE INEFFICIENCIES IN PROCUREMENT, IMPLEMENT ANY APPROPRIATE RECOMMENDATIONS ADMINISTRATIVELY PURSUANT TO THE CITY MANAGER'S AUTHORITY, AND NOTIFY THE CITY COMMISSION OF SUCH ADMINISTRATIVE REFORMS VIA LETTER TO COMMISSION (LTC) WITHIN 90 DAYS OF THE COUNTY COMMITTEE'S RECOMMENDATIONS; AND FURTHER DIRECTING THE CITY ADMINISTRATION TO IDENTIFY AND REPORT ANY RECOMMENDATIONS REQUIRING CITY COMMISSION APPROVAL IN THE SAME LTC. WHEREAS, the Mayor and City Commission recognize the importance of efficient, transparent, and competitive procurement practices to ensure the timely delivery of public services and infrastructure; and WHEREAS, the City of Miami Beach engages in a wide range of procurement activities, including goods and services, professional services, construction contracts, leases, concessions, and public-private partnerships; and WHEREAS, inefficiencies in procurement processes may result in delays, increased costs, and reduced vendor participation, particularly among small and local businesses; and WHEREAS, Miami-Dade County recently established a Special Task Force to Reduce Inefficiencies in Procurement to examine and improve its procurement framework; and WHEREAS, the Mayor and City Commission desire to monitor the findings and recommendations of the County's committee and emulate any appropriate reforms that align with the City's governance structure and procurement needs; and WHEREAS, the Mayor and City Commission further desire that the City Administration implement any such City-appropriate recommendations that can be executed administratively under the City Manager's authority and notify the City Commission of these actions via Letter to Commission (LTC)within 90 days of the County committee's recommendations; and WHEREAS, the Mayor and City Commission also direct the City Administration to identify and report, in the same LTC, any recommendations that are appropriate for implementation by the City, but require City Commission approval. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the City Administration to monitor the findings of the Miami-Dade County Special Task Force to Reduce Inefficiencies in Procurement, implement any appropriate recommendations administratively pursuant to the City Manager's authority, and notify the City Commission of such administrative reforms via Letter to Commission (LTC) within 90 days of the County committee's recommendations; and further direct the City Administration to identify and report, in the same LTC, any recommendations appropriate for implementation by the City, but that require City Commission approval.
