Motion from the Police/Citizens Relations Committee
The purpose of this Letter to Commission (L TC) is to inform the Mayor and the City Commission
of a motion recommending the City to establish a Spring Break planning framework passed by the
Police/Citizens Relations Committee (PCRC) at their July 08, 2025 meeting and reaffirmed at their
September 12, 2025 meeting.
MOTION
The Police/Citizens Relations Committee hereby submits the following statement to the
Mayor and City Commission of Miami Beach:

STATEMENT

Jonathan Salamone (participated via Teams)
WHEREAS, the annual Spring Break season has historically presented public safety , operational,
and community challenges for the City of Miami Beach;
WHEREAS, the lack of timely communications well in advance of the City's Spring Break plans
contributes to the ability of local businesses to plan and be prepared for this period of time;
WHEREAS, the lack of a comprehensive, proactive, and unified strategy in advance of Spring
Break has contributed to inconsistent enforcement, confusion among business owners and
visitors, and reputational damage to the City;
WHEREAS, the Committee recognizes the need to protect public safety while also preserving the
City's economic vitality, resident quality of life, and global image;
THEREFORE, BE IT RESOLVED, that the Police/Citizens Relations Committee strongly
recommends the City of Miami Beach begin the process of establishing a clear and comprehensive
Spring Break Planning Framework to be developed no later than November annually, which shall
include but not be limited to:
1. Enhanced Safety Protocols:
o Increased police presence and mobile command units.
o Strategic traffic management and crowd control plans.
o Designated safety zones with medical and support staff.
2. Business and Operational Guidelines:
o Clearly defined policies around potential store closures, alcohol sales restrictions,
and adjusted operating hours during high-impact weekends.
o Early engagement with business owners to align on expectations and support.
3. Curfew and Closure Strategies (if necessary):
o Establishing guidelines for enacting curfews or street closures in designated zones,
to be communicated clearly to residents, visitors , and businesses.
4. Positive Messaging Campaign:
o A citywide campaign that sets expectations for behavior, highlights safety
resources, and promotes the values of respect, safety, and community.
o Targeted outreach to visiting students and tourists before and during their stay.
o Explore and develop initiatives that encourage City residents to support local
businesses any way they can for the long-term economic viability and well-being of
the residents and businesses of the City.
o Develop a long-term strategy that will ultimately facilitate the easing of the
necessary support of law enforcement and other City departments during this time
frame.
5. Cultural and Entertainment Programming:

alcohol-free events to offer alternative engagements that encourage positive
behavior.
