SUBJECT: LGBTQIA+ Advisory Committee Motions
On January 11, 2017, the Miami Beach City Commission authorized the installation of aesthetic surface
treatments at the intersection of 12th Street and Ocean Drive. The project included pavers at three
crosswalks featuring pastel colors inspired by the palette of Leonard Horowitz, co-founder of the Miami
Design Preservation League. Installed in October 2018, the artwork serves as both a tribute to Horowitz
and in celebration of the LGBTQ+ community.
On August 21, 2025, the Florida Department of Transportation (FOOT) issued a letter to the City of Miami
Beach specifically ordering the removal of the "Pavement surface at the intersection of Ocean Drive and
12 Street (three crosswalks)" by September 4, 2025, and stating that FOOT would remove the crosswalks
at the City's expense if the City failed to comply. In response, the Miami Beach City Commission
sponsored several legislative items at the September 3, 2025, City Commission meeting to address the
FOOT directive. The Advisory Committee reviewed and discussed the items at their meeting on
September 9, 2025, and approved the following motions:
Motion 1: Support the resolution sponsored by Commissioner Joseph Magazine (item C7 AM on the
September 3, 2025, City Commission agenda) that proposes the donation of two benches in Lummus
Park to be painted to symbolize the history of the LGBTQ+ Community. It is recommended the benches
are donated, as a gift, to the Advisory Committee who will subsequently donate them to the city. The
benches will be displayed in the event the colored pavers on 12th Street and Ocean Drive are removed.

Motion 2: In the event that the crosswalk is removed by FOOT or its agents, the City of Miami Beach
should take all necessary measures to preserve the colored pavers at 12th Street and Ocean Drive and
repurpose them as part of a memorial in recognition of their Art Deco, cultural, community, and artistic
significance.

Motion 3:The City of Miami Beach is encouraged to formally explore the potential designation of the
entirety of Ocean Drive as a "Heritage Site",in its current as-is condition,in accordance with the State of
Florida's criteria for such designation,which includes a minimum age of 50 years.This designation should
be pursued as soon as possible.
